Veterinary surgeons who want to pay in full must do so before before 1st June 2021. For those UK-practising vets who want to pay the fee in three instalments, the first payment should be received before 1st June, the second payment before 1st October and the final payment before the end of the year.
Any vets who do not pay either the fee in full or the first instalment before 1st June will be removed from the Register. If they want to be restored, they'll need to pay an additional restoration fee as well as the registration fee.
Professor Susan Dawson, RCVS Treasurer, said: “Due to the ongoing disruption to the profession because of the lockdown, we are glad to say that RCVS Council has again approved the ability for members of the profession to pay their fee in instalments and therefore spread the cost during this already difficult year.
"We would like to remind members of the profession that the option to pay in instalments is only available to UK-practising veterinary surgeons. For any UK-practising veterinary surgeons who have a Direct Debit set up but who wish to pay by instalments, please make sure to cancel your Direct Debit as soon as possible."
Payments can be made via the My Account area of the RCVS website (www.rcvs.org.uk/myaccount) where you will also need to confirm that you meet the annual continuing professional development (CPD) requirement and declare any convictions, cautions and/or adverse findings.

However, the attainment of clinical remission did reduce the likelihood of subsequent death due to gastrointestinal disease.
In the study titled “Outcome of chronic inflammatory enteropathy in cats: 65 cases (2011-2021)”1, cats diagnosed with chronic inflammatory enteropathy were retrospectively identified from three medical records databases, and follow-up information obtained from the referring veterinary surgeon.
This information was used to determine if clinicopathological variables were associated with death due to gastrointestinal disease in diagnosed cats.
Sixty-five cats with chronic inflammatory enteropathy were included in the study, with follow-up information available for 54 cats (83%).
Of these, 37% (n=20) were euthanised due to gastrointestinal disease and 46% (n=25) were alive and in clinical remission, with 64% (n=16) of these diagnosed with food-responsive enteropathy.
The study did not find a correlation between the tested clinicopathological variables, measured at the time of histopathological diagnosis, and death due to gastrointestinal disease, or length of survival in these cats before death due to gastrointestinal disease.
This, the authors say, suggests that alternative diagnostic measures should be identified to definitively investigate outcome and survival in cats with chronic inflammatory enteropathy.
The study also adds weight to previous research which recommends the use of therapeutic diets in cats with chronic inflammatory enteropathy, although further research is needed to clarify a favourable treatment protocol.
First author, Dr Yuvani Bandara, said: “Knowledge that the attainment of clinical remission reduces the likelihood of subsequent death due to feline chronic inflammatory enteropathy is important for veterinary surgeons and owners.
"We hope that our findings can act as a foundation for further research to investigate factors that support the attainment of clinical remission in affected cats.

The story of ‘Spliff' the Staffy has clinched the title of the National Office of Animal Health nationwide search for the most striking ‘it shouldn't happen to a pet' anecdote. Submitted by Vets4Pets in Grimsby, the practice will receive a prize of £500 towards the staff Christmas party.
In a campaign to raise awareness of the importance of animal health and welfare considerations amongst pet owners and potential owners, NOAH has recently launched the new Pet Health Information website (www.pethealthinfo.org.uk) to enable them to make informed decisions about their pet's healthcare.
In Spliff's case, the website could have helped solve a number of queries. For Spliff it all started with a visit to the vet for a minor operation to cure a simple earache.
The problems started as Spliff was about to leave the practice, with a shiny new bucket collar. However, his owner explained that Spliff is a bit of a snappy dresser, and if it isn't bling, he's not interested. Despite the practice's advice, he insisted the collar was removed so he could take Spliff home to recover.
The very next day, the phone started ringing ‘Spliff's scratching his ear - we need a collar.' Far too busy to bring him round, the owner sent his girlfriend to pick it up.
Problem solved - surely? Nope. The phone continued to ring. Spliff was ‘going nuts!' Apparently the dog was unable to walk, and was getting very distressed.
Finally, after nearly 24 hours of increasingly frantic calls, Spliff's owner brought him in. He arrived insisting that the vet came out to the car, as Spliff still couldn't walk. Not a common side effect of a minor operation on the ear, so it was a worry.
All became very clear when the vet reached the car, the ear was healing up nicely, and Spliff's paralysis was easily solved. They had put his bucket collar on the wrong way round, and every time he took a step - his front feet got trapped in the collar.
Rather than collapse in a heap, Spliff, in one of the first sensible decisions of his life, chose not to move at all. Mystery duly solved, Spliff went on to make a full recovery.
Sounds like the owner should probably smoke a bit less of it.

Following a survey which indicates that veterinary surgeons are largely using unproven supplements to manage early-stage osteoarthritis, Hill's Pet Nutrition is calling upon vets to use evidence-based clinical nutrition to manage the condition.
The survey, which was carried out by independent market research firm Zyman Group, found that vets are more likely to give supplements than any other treatment in early stage osteoarthritis: 66% of cases receive supplements, 45% are given NSAIDs, and only 20% receive dietetic pet food.2
According to Hill's, its Prescription Diet j/d dry is clinically proven to improve mobility in osteoarthritic dogs in as little as 21 days; and 28 days in cats.3,4 Furthermore, the clinical study assigned to j/d is classified as Grade 1 level evidence - the highest grade reflecting the validity of clinical evidence. Another study has shown that Prescription Diet j/d also helps reduce NSAID dosage by up to 25 percent in dogs.5 This quality of evidence is, says Hill's, in contrast to many supplements.
John Innes, Professor of Small Animal Surgery at Liverpool, was involved in some of the early work on j/d: "Our results showed that the EPA in Hill's Prescription Diet j/d Canine pet food helped to reduce proteoglycan loss from cartilage. This would have beneficial effects in helping to preserve loss of cartilage. By preserving the cartilage, we can reduce pain in the long-term and ensure greater mobility for dogs with osteoarthritis."
Hill's has also announced that because a substantial majority of vets and nurses said that they felt that natural GACs have a positive effect in osteoarthritis1, its Prescription Diet j/d dry has been enriched with glucosamine and chondroitin sulphate.

The Legislative Reform Consultation took place between November 2020 and April 2021 and asked members of the veterinary profession and the public to give their responses to a package of proposals for future veterinary legislation designed to enhance the role of veterinary nurses, modernise RCVS registration, lead to a modern fitness to practise regime, and ensure the regulation of veterinary practices.
The proposals represent the biggest legislative reform since the 1966 Veterinary Surgeons Act.
In total the consultation received 1,330 responses, of which 714 (54%) were from veterinary surgeons, 335 (25%) from veterinary nurses, 93 (7%) from veterinary paraprofessionals, 73 (5%) from student veterinary nurses, 58 (4%) from members of the public, 40 (3%) from veterinary and industry organisations, including representative bodies, and the remainder from veterinary students and veterinary practice managers.
An analysis of the consultation responses covering each of the five core areas and their individual recommendations can be found in the final report, which is available at www.rcvs.org.uk/legislativereform.
After considering this report, Council voted by a majority to accept the recommendations, meaning that they are now formally adopted as RCVS policy and will form the basis for discussions on the need for new legislation with the Department for Environment, Food & Rural Affairs (Defra).
Professor Stephen May has chaired the Legislation Working Party that developed the proposal since its inception in 2017 when he was RCVS President. He said: “We are very grateful to those individuals and organisations who took the time to complete this very important consultation on recommendations for the future legislative framework for the professions. We also appreciate the candour of those who were unsure about or opposed to the recommendations.
“When the Legislation Working Party met to consider the responses and the report, it decided that, while no substantive changes needed to be made to the principle-based recommendations, the points raised both against and in favour of individual recommendations gave us important material for additional consideration, and food for thought as to how any detailed proposals would be implemented once enabling legislation is in place.
“We look forward to submitting these recommendations to Defra formally, with a view to them becoming, in time, a bill put before Parliament to replace the Veterinary Surgeons Act 1966. In so doing, this would establish a modern, flexible and comprehensive piece of legislation that would make sure the regulatory structure for the veterinary professions is fit for purpose for decades to come.”
As well as the main report of the Legislative Reform Consultation, RCVS Council also considered a series of interim measures that would be in line with the overall aims of future legislative changes, but which could be implemented without primary legislation.

Council members voted on each of these interim measures on an individual basis – with the mini-PICs and the Charter Case Protocol being accepted by majority vote.
However, Council members voted against implementing the change to the standard of proof at this time, citing a number of concerns about the potential impact of it being implemented under the current concerns investigation and disciplinary procedures. Similar concerns had been put forward by many of those who responded to the consultation itself.
Eleanor Ferguson, RCVS Registrar, said: “The approved procedural changes will, I believe, lead to a significant improvement in the efficiency and effectiveness of our disciplinary processes. The Charter Case Protocol will mean that, in suitable cases where a finding of serious professional misconduct at a full disciplinary hearing would likely only lead to a reprimand or to no further action being taken, a more proportionate and less time-consuming and expensive means of resolving cases will be available. However, it will still reflect the seriousness of the matters and continue to protect the public interest, welfare and the reputation of the profession.
“Furthermore, by phasing out the Case Examiner Group stage and instead referring concerns to ‘mini’ PICs, which will decide if the threshold of serious professional misconduct has been met, it will make our concerns investigation processes clearer and more streamlined and therefore more efficient. We look forward to publishing further details on both of these changes in due course.
“Although Council members accepted that a change of the standard of proof would be an integral part of introducing a modern fitness to practise (FTP) regime as part of any future legislation, they had significant concerns about the ‘interim’ recommendation to introduce it under the current arrangements, in advance of implementing a full FTP model, and so a majority felt that they could not vote for it.”

Dogs Trust has come out firmly against RSPCA-supported proposals to re-introduce the dog licence.
The dog welfare charity says it does not believe re-introducing the dog licence would provide a welfare benefit for dogs. It has also expressed surprise at the RSPCA position, which is that: "a licence would be hugely beneficial in addressing many animal welfare concerns stemming from overbreeding of dogs to a lack of traceable ownership." Dogs Trust has said this view is extremely naïve, that responsible owners might struggle to pay what is likely to be a punitive annual licence, and that a licence is simply a tax on dog ownership.
Meanwhile, the RSPCA has announced the results of a survey in which 2 out of 3 pet owners said they would be in favour of a licence scheme. 76% said that a dog licence should be enforced in England to help curb problems such as 'puppy farms', stray dogs, stolen dogs and animal abandonments.
The RSPCA also says that research carried out on its behalf by Reading University clearly shows that an affordable and well-enforced dog licensing scheme could provide funding for a range of issues, most of which are currently funded poorly by central and local government. Professor Emeritus Martin Upton from Reading University's school of agriculture, policy and development, said: "Our study into the potential costs and benefits of dog licencing and registration found that such a scheme could greatly contribute to responsible dog ownership and animal welfare."
Dogs Trust says the dog licence has been shown to be an ineffective measure in the UK. In Northern Ireland, where the dog licence is still a requirement, only an estimated one-third of all dog owners currently have their dogs licensed. Northern Ireland still has the highest number of stray dogs per head of population of any region in the UK and the number of dogs put to sleep in the region represents a staggering 34% of the total UK figure.
The charity recommends compulsory microchipping as the most effective means of registration as well as identification of a dog. Unlike the dog licence, which involves an annual fee, microchipping involves just a small one-off fee (Dogs Trust offers microchipping at its centres for £10). The benefit to responsible owners and their dogs is therefore relatively cheap and effective. Microchipping a dog should infer legal ownership and reinforces the responsibilities of the owner under the Animal Welfare Act. The introduction of compulsory microchipping would allow stray dogs to be quickly returned to their owners, make easier the identification of owners who persistently allow their dogs to stray or cause nuisance, and make all puppies traceable to their breeder, helping to reduce the widespread problem of battery farming of dogs.
The Veterinary Medicines Directorate (VMD) has granted MSD Animal Health a provisional UK marketing authorisation for Bovilis SBV, the first vaccine specifically targeting the Schmallenberg virus (SBV) in cattle and sheep.
SBV, which emerged in late 2011, is transmitted via insect vectors, mainly midges and causes transient clinical symptoms in adult cattle and sheep, such as fever, diarrhoea and reduced milk yield, as well as congenital malformation in newborn calves and lambs. As of March 31st 2013, 1753 cases of SBV had been confirmed throughout the UK. SBV has now been detected in every county in England and Wales.
Andras Bolcskei, Country Manager, MSD Animal Health UK said: "On behalf of Merck MSD, we would like to thank the VMD for its partnership and support to fast track the availability of Bovilis SBV to the market. There was a tremendous urgency for a SBV vaccine in the UK especially given the marked increase in confirmed cases over the past year and the increasing importance to help control this devastating disease."
MSD says that studies it conducted in support of the provisional marketing authorisation showed that all animals responded with formation of virus neutralizing antibodies. During the studies, reduced viraemia against SBV was observed in sheep vaccinated once and prevention of viraemia was observed in cattle vaccinated twice, whereas all animals in the control groups developed infection and became viraemic. In studies to date, Bovilis SBV has been shown to be efficacious in cattle and sheep.
The vaccine is based on wild-type SBV that has been inactivated and contains an adjuvant that stimulates the immune response.
The vaccine will be available in 20ml and 100ml vials. Bovilis SBV is indicated for the active immunisation of cattle to prevent viraemia against SBV and for the active immunisation of sheep to reduce viraemia against SBV.
MSD says it is working diligently to expedite stocks to the UK, and expects Bovilis SBV to arrive in the UK in the coming weeks.
BCF has announced the launch of the wireless Cuattro Slate 4 equine DR system.

The British Equine Veterinary Association (BEVA) has clarified regulations on equine dental procedures following a survey which showed confusion, even amongst vets, over who is allowed to do what in a horse's mouth.
In the survey of BEVA members, more than half were unaware of the dentistry techniques that equine dental technicians (EDTs) are permitted to perform and the levels of veterinary supervision required.
In response, the association has put together a new information leaflet which explains the regulations surrounding equine dental care and describes where recommended practice differs from the letter of the law.
All diagnostic and treatment procedures in the horse's mouth are Acts of Veterinary Surgery under the Veterinary Surgeons Act 1966. The only exception is the manual removal of small dental overgrowths and sharp enamel points with hand instruments.
However it is acknowledged that there are a limited number of procedures that, despite being considered Acts of Veterinary Surgery, may be delegated safely to suitably qualified EDTs without compromising the horse's welfare and safety. In 2009 the RCVS, with assistance from BEVA, BVDA and BAEDT, listed these processes and categorised all dental procedures into three groups:
Despite there being no legal basis supporting non-vets performing Category 2 procedures, the RCVS has stated that there would be no public interest in prosecuting vets who collaborate with suitably qualified EDTs to perform non-invasive (Categories 1 and 2) procedures.
BEVA recommends that, for their own protection, all vets who deal with horses:
Vicki Nicholls, equine vet at Wright and Morten in Cheshire, chair of BEVA council's Paraprofessional Committee and member of the British Association of Equine Dental Technicians (BAEDT) said: "The lack of awareness is alarming and clearly emphasises the need to make vets and equine dental technicians fully conscious of current regulations regarding equine dentistry. Non-adherence to the regulations is a serious matter and could lead to prosecution of the veterinary surgeon, EDT and/or owner."
The number of vets taking the BEVA/BVDA exam in equine dentistry has increased in recent years with about 15% of those who have passed the exam being vets. BEVA says this is indicative of the growing awareness, amongst owners and vets, of the importance of dental health. It also reflects a desire to develop and demonstrate both practical skills and a theoretical understanding of equine dental care to augment the vet's broader medical knowledge. Expertise in equine dental care has, for many veterinary practices, become a valuable asset.

Nearly two thirds of all vet practices have seen parvovirus, in the past year, while 43% have seen leptospirosis, which is spread by rats.
62% of pet owners consider their animal to be an extremely important member of the family with over half (58%) buying them Christmas presents and over one in four (27%) taking time off work for their pet.
However, only 56% of these pets were vaccinated and around more than quarter (28%) of owners were unaware of any disease risk.
Currently, 3 million dogs, 6 million cats and 1.8 million rabbits are unvaccinated, leaving them at risk of a range of fatal diseases, many of which are untreatable.

Intervet/Schering-Plough Animal Health has announced the replacement of its Bovilis® IBR with Bovilis® IBR Marker Live vaccine, a move that brings the UK into line with the rest of Europe where marker vaccines are favoured.
Many EU member states, including Scandinavia and Austria are now declared IBR-free, and others (Germany and Hungary) operate national eradication programmes. Using a marker vaccine will help farmers wishing to export animals, or semen, or those working towards an eradication programme in their herds.
Recent bulk milk and blood screening via Intervet/Schering-Plough's complimentary BeefCheck and DairyCheck has revealed that 72% of herds tested were positive for IBR exposure. Given the latent nature of infection, and the rumbling losses associated with subclinical disease, it should come as no surprise that farmers are increasingly interested in controlling IBR. Studies have shown that IBR infection can result in a milk yield reduction of 173 litres per infected animal, or over £400 a year, for a 100-cow herd.
According to Intervet/Schering-Plough, Bovilis IBR Marker Live is Europe's leading IBR vaccine. It can be given intra-muscularly or intra-nasally to calves as young as two weeks old, as well as pregnant dams. It is also licensed to be given together with the pneumonia vaccine Bovilis® Bovipast RSP. The primary course involves one dose in cattle over three months of age, with immunity in just four days from the intra-nasal method, and 14 days from injection. Stock need re-vaccination every six months.
The vaccine reduces the amount of virus excreted into the environment, so minimising the risk to stressed cattle which may have been brought into the herd, and be latently infected. It also makes it an excellent choice for producers with breeding bulls, which should not be vaccinated. Bulls have to be kept naïve, however, the marker vaccine can be used on females in the herd to minimise virus circulation. This way the threat is minimised, and bulls can be kept infection free.
The RCVS is to launch a new badge for registered veterinary nurses (RVNs) at the British Veterinary Nursing Association Congress later this week.
The launch ties in with the 50th anniversary of veterinary nurse training, and highlights the fact that RVNs, while qualified to the same level as their listed colleagues, stand apart because they additionally agree to account for their professional practice and keep their skills and knowledge up to date.
The non-statutory RCVS Register of Veterinary Nurses was introduced in 2007, and RVNs abide by a code of professional conduct, commit to continuing professional development and, from 1 April this year, can be taken to task via a disciplinary system.
The new badge builds upon the old version but with the word 'registered' underneath. Plans for a more dramatic departure from the existing badge were dropped when the College saw the affection in which veterinary nurses held the traditional antique silver and red-enamel badge, introduced in 1984.
Liz Branscombe, Chairman of the RCVS Veterinary Nurses Council said: "There is currently no legislation to protect veterinary nurses' title and area of work, but we have not stood still and the Register shows a real commitment to developing our status as professionals. We need to ensure this commitment is recognised by clients and others in the veterinary team, and hope the new badge will make it easier to identify who is professionally accountable."
All those veterinary nurses qualifying since 2003 automatically became registered and those qualifying earlier could choose to do so. Currently there are 8,682 registered veterinary nurses, and 1,463 remain on the unregulated list.
Julia, who is a leading exponent of the Brainstem Auditory Evoked Response (BAER) screening test, will also support the small animal referral hospital’s neurology, ophthalmology and dermatology teams with enhanced diagnostics.
Julia was a neurology technician at the Animal Health Trust for 31 years, until it closed in July 2020. With colleagues there she helped to develop and implement BAER testing as a screening process in animals at risk of congenital deafness. Davies says this is now recognised as the gold standard in deafness testing by organisations such as The Kennel Club and various breed clubs in the UK.

Procanicare contains three canine-specific strains of Lactobacillus bacteria, which the company says are proven to improve stool consistency, accelerate recovery following acute episodes of diarrhoea and improve well-being.1
The company also points to a number of studies which it says are evidence of the importance of supporting puppies' intestinal microbiomes.
'New puppy diarrhoea' is, it says, typically due to exposure to factors that are known to risk microbiome disturbance, such as diet change and going to a new home, at a time when the microbial population is at its more sensitive.2
Animalcare says other studies show that microbiome disturbances in early life can have a significant impact on health in adulthood.2,3

For the study, 21 owners were interviewed and transcripts thematically analysed.
Owners who reported positive experiences with their vets described the value of comprehensive initial explanations of their dog’s condition, seeing the same veterinary surgeon for each consult, and individual attributes of vets, including current knowledge on epilepsy management and good communication skills.
The authors say these factors are likely to contribute to improved two-way vet-owner communication, owner satisfaction and adherence to care instructions.
The implications of a negative relationship were also highlighted by the study.
Owners’ dissatisfaction with perceived insufficient expertise from their general practice vet (resulting in referrals to specialists), and when referred, poor communication between referral specialists and their primary care vet.
Owners’ pre-existing views and values were identified as drivers of negative experiences including strong dog-owner bonds leading to extremely high expectations for veterinary care.
Another factor was pre-existing distrust and perceived biases of the veterinary pharmaceutical industry.
Owners who had a more negative experience with veterinary surgeons were found to be more likely to perform their own personal research, putting them at higher risk of being influenced by the large amount of misinformation online.
The authors say that vets often report that they find epilepsy challenging to manage, particularly as a high proportion of dogs do not respond sufficiently to available medications.
This study aimed to help provide a better understanding of owners’ wants and needs.
Dr Rowena Packer, Primary supervisor on this study and Lecturer in Companion Animal Behaviour and Welfare Science at the Royal Veterinary College, said: “Epilepsy is a challenging condition to manage for dog owners and veterinary surgeons alike.
"Owners’ emotions often run high due to the trauma of witnessing their beloved dog’s seizure, and the ongoing stresses of caregiving for their dog.
"In tandem, vets can feel frustrated at not always being able to reduce seizures as much as they’d hope.
"Combined, the capacity for disappointment and conflict is high.
“Forging strong, trusting partnerships of care between owners and vets is key to maintaining wellbeing for all three members of the ‘treatment triangle’ – affected dogs, owners and vets."
Amy Pergande, Royal Veterinary College Veterinary graduate who conducted this research as part of her Master of Research degree, said: “Improving availability of reliable information sources for epilepsy management could help veterinary teams to confidently prescribe ’information prescriptions’ that boost owner confidence and help them to feel empowered to contribute more actively in decision-making for their dog, in partnership with their vet.”
Dr Zoe Belshaw, EBVS Recognised Specialist in Small Animal Medicine, of EviVet Evidence-based Medicine Research Consultancy and co-author of the study, said: “Our research suggests owners really value vets taking the time, once the initial shock has receded, to share information, answer questions and signpost to external resources, including peer-to-peer support forums.
"Ensuring that owners feel confident and competent about caring for their dog with epilepsy is likely to benefit the dog, its owners and the veterinary team providing their ongoing care”.
The app allows practices to submit results along with cytology and histopathology results in order to help train the AI algorithm and improve its accuracy from an original sensitivity of 85% and negative predictive value of 97%.

'Managing Veterinary Medicines' teaches safe and responsible use of veterinary medicines and medicine regulations.
RCVS Knowledge says it will also show you how to put systems in place that will reduce errors, improve patient outcomes and improve practice systems.
It's worth six hours of CPD.
The course has been produced in collaboration between RCVS Knowledge and the Veterinary Medicines Directorate (VMD), and includes a range of webinars, podcasts and articles.
Executive Director at RCVS Knowledge, Chris Gush said: “In England alone, more than 1,700 people die yearly because of medication errors.
"While we don't know the true figures in veterinary medicine, we do know that 30% of errors reported to the VDS's VetSafe system are due to medication errors.
“That's why we think it's vital to have good robust systems in place in the practice dispensary and to use QI tools like guidelines, protocols, and checklists.
CEO of the VMD, Abi Seager said: “Managing Veterinary Medicines will help teams comply with legislation as well as keep patients, team members and clients safe when prescribing and dispensing medicine.”
The course will also prepare practices for a VMD inspection or an RCVS Practice Standards Scheme assessment.
