This, say the authors, should in turn help them to communicate potential performance problems more effectively with their clients.
Conducted by Dr Sue Dyson, Head of Clinical Orthopaedics at the Centre for Equine Studies at the Animal Health Trust in Newmarket, the study compared the real-time application of the Ridden-Horse-Ethogram with analysis of video recordings of the horses by a trained assessor and determined whether vets, after preliminary training, could apply the ethogram in real time in a consistent way and in agreement with an experienced assessor.
Twenty horse and rider combinations were used for the study. The horses were in regular work and were capable of working ‘on the bit’. They were assessed by a chartered physiotherapist and then a Society of Master Saddlers (SMS) qualified saddle fitter checked the fit, placement, balance and suitability of each horse’s saddle. Eleven horses were found to have ill-fitting saddles and 14 had back muscle tension or pain but these did not influence the behaviour scores.
The horses were also assessed by an independent lameness expert. Sixteen showed low-grade lameness or abnormalities of canter, which were likely to be pain induced but did not prevent the horses from being used for the study.
All 20 horses were given a 15-minute ridden warm-up before executing an 8-minute purpose-designed preliminary level dressage test. During each dressage test a team of 10 equine vets, who were selected from 40 volunteers and given preliminary training, applied the Ridden-Horse-Ethogram. They assessed each horse for the presence of a total of 24 behaviours that occur more commonly in lame horses compared with non-lame horses. It has previously been shown that the presence of ≥8 behavioural markers is likely to indicate the presence of musculoskeletal pain.
All behaviours were scored with a binary method as present or absent. The ethogram was also applied to each horse by an experienced trained assessor (Dr Dyson) and the tests were filmed so that the experienced assessor could make a comparison between her real-time behaviour assessments and video analysis.
There was good agreement between the expert’s scores and the volunteer vets’ scores and excellent consistency in overall agreement among the volunteers. The scores also reflected the volunteers’ capacity to use the ethogram to identify lameness status, with higher scores awarded to the lame horses compared with the non-lame horses.
There was no significant difference in real-time scores and video-based scores for the experienced assessor, verifying the reliability of the system.
Sue said: "The study confirms that with basic training veterinary observers can use the ridden horse ethogram with consistency as an effective tool to help identify musculoskeletal pain which could reflect lameness or back or sacroiliac pain.
"The volunteers were unanimously positive about the potential value of the ethogram in helping them to determine the presence of musculoskeletal pain in horses performing poorly or at pre-purchase examinations."
Sue and her team are now working with the evidence-based online educational resource Equitopia, in conjunction with Padma Videos, to produce a training video to enable vets, owners, riders, trainers and paraprofessionals to learn how to apply the Ridden-Horse-Ethogram.

Eprecis injection (eprinomectin) is an broad spectrum endectocide with activity against gastrointestinal nematodes in sheep1 and goats2.
After Eprecis injection Haemonchus contortus in the abomasum in goats were reduced by 97.8%2 and Trichostrongylus colubriformis in the small intestine were reduced by 98.7%2.
In lactating dairy ewes Eprecis injection was found to be 99% effective against gastrointestinal nematodes3 and was associated with an increased milk yield of 8%4.
The bioavailability of eprinomectin after one Eprecis injection in goats is larger than that reported for eprinomectin pour on5, 6, with Eprecis injection found to be four times more efficacious than eprinomectin pour-on across four dairy goat farms7.
In sheep, the efficacy of Eprecis injection against gastrointestinal nematodes in sheep is 99.6% versus 86.1% for a pour-on formulation8.
Eprecis injection is associated with higher plasma levels of eprinomectin and has a higher efficacy compared to eprinomectin pour-on in dairy ewes naturally infected with gastrointestinal nematodes8.
This is also achieved using five times less active than a pour-on formulation8.
Eprecis injection is administered subcutaneously and there is no need to part the fleece or coat along the animal’s back.
Ceva says it has excellent syringeability9 and a low dose volume (0.1ml/10kg) to help with accurate dosing of animals.
Harry Walby, ruminant veterinary advisor at Ceva Animal Health, said: “Eprecis injection is a highly effective broad-spectrum wormer that is now available in sheep and goats, as well as cattle.
"The injectable formulation not only allows accurate dosing, but there is no subclinical dose transfer between animals.”
Eprecis injection is available in 100ml and 250ml CLAS vials.

This was the sixth time that Mr Warwick Seymour-Hamilton had applied for restoration after being removed from the Register in June 1994, the reasons for which related to the condition of his practice premises and his record-keeping following an inspection by the RCVS. His most recent restoration hearing took place in May 2017.
In his application Mr Seymour-Hamilton said that he wanted to be restored to the Register to aid his research into herbal medicines and, during the course of the hearing, he also challenged some of the evidence given to the Committee in the June 1994 hearing. In particular he challenged the assertion that his practice was open when it was inspected by the RCVS as, he submitted that, he had retired three weeks’ prior to the inspection due to ill-health.
Mr Seymour-Hamilton told the Committee that he did not wish to return to clinical practice but wished to restore his membership of the RCVS in order to prescribe his own herbal treatments and to obtain peer review that would allow his treatments to be licensed. Furthermore, he produced, during the hearing, a continuing professional development (CPD) record card in which he had logged 1,438 hours of CPD in 2017.
In considering his application for restoration the Committee dismissed his challenge to the details of his original hearing in June 1994.
Ms Judith Way, Chairing the Committee and speaking on its behalf, said: "The Committee has noted that this issue is ancient. It is not for this Committee to consider it. Moreover the finding of the Committee represents a determination which was not challenged by the applicant until one of the more recent restoration applications. He never appealed it. Nor did he attend at the original hearing. It acknowledges that the premises could well have been closed given their condition, but whether they were or not is not for it [the Committee] to decide. It is quite possible the applicant has persuaded himself of the position. This is not an issue which is a persuasive factor in this application."
Regarding Mr Seymour-Hamilton’s contention that he would use his RCVS registered status to further his research into herbal treatments Ms Way said: "The Committee accepted there were no direct public protection issues which caused it concern, although it did retain some anxiety that the applicant’s commitment to herbal medicine could govern the way in which he would wish to care for an animal. A more rounded veterinary approach, which involved a full evaluation of an animal’s condition, a coherent diagnosis and a subsequent discussion about treatment with the client is called for."
Turning to his CPD she added: "His CPD now has a bias for herbal medicine as does his extensive reading. The Committee was not satisfied that his skills are up-to-date and that he could practise veterinary medicine safely. The Committee was not satisfied that he would approach a sick animal with the full and rounded approach required of a veterinary surgeon. Nor did his confidence in this regard allay the concerns of the Committee. He expressed belief in himself on the basis of his practice which came to an end some 24 years ago."
The Committee did acknowledge that Mr Seymour-Hamilton’s removal from the Register had a considerable impact on him and that, not only is he ashamed of it, but he believes it is frustrating his ability to advance the cause of herbal medicine.
In conclusion, Ms Way said: "Taking all these matters into account, the Committee has concluded that the applicant has not satisfied it on all of the evidence that he is fit to be restored to the Register and so this application is refused."
The first cohort of students started the course in September 2014 and graduated in July 2019 this year. During that time, the College worked with the University to make sure its programme was developed to meet RCVS standards. That included interim visitations by a team of accreditation reviewers and a final accreditation visitation by representatives of the RCVS, the Australasian Veterinary Boards Council (AVBC) and the South African Veterinary Council (SAVC).
After the final visitation, a report was submitted to the RCVS Primary Qualifications Subcommittee (PQSC), which then recommended to the Education Committee that the RCVS recognises the University of Surrey’s veterinary degree (subject to satisfactory external examiner reports, which were subsequently received). In turn, the RCVS Council then approved the degree last week.
Dr Sue Paterson, the Chair of the Education Committee, said: "We are very glad to have reached the stage where we can formally welcome the University of Surrey on board as the eighth UK veterinary school to offer an approved degree, and that we will, from now on and pending Privy Council’s approval, be able to welcome its graduates onto the Register as proud members of the RCVS.
"We appreciate the immense hard work of both the faculty and the student body over the past five years in working to meet the College’s stringent accreditation standards and the effort that they have made to address our feedback and advice in a constructive and engaged way.
"When I observed at the final accreditation visit earlier this year I, along with the other visitors, was particularly impressed with the enthusiasm and commitment of the staff, the network of partner veterinary practices and the student body to the school’s ethos and success. We also recognised that, with its unique ‘distributive model’ meaning that students can get direct clinical experience across 49 veterinary practice partners, the students have access to a large and diverse medical and surgical caseload.
"The final report contained a number of further recommendations and we look forward to continuing to work with the school over the next two years to help them meet our recommendations and suggestions."
Professor Chris Proudman, Head of School of Veterinary Medicine at the University of Surrey, added: "I am delighted that our new degree programme in veterinary medicine and science has been approved by RCVS Council for recognition by the Privy Council.
"This decision recognises the huge investment in veterinary education made by the university and the quality of the education that we offer. It is also validation of our innovative model of delivering clinical teaching through working in partnership with clinical practices and other organisations involved in animal health, which has proven very popular with our students."

A Recognition Order to recognise the University of Surrey’s Bachelor of Veterinary Medicine and Science (BVMSci Hons) will now be put before the Privy Council and, if it approves the Order, this will then be laid before Parliament. If the Order is approved by both the Privy Council and Parliament, the University of Surrey will then enter the cyclical RCVS accreditation process and be subject to annual monitoring.

Consequently, the company says the sheep sector is going to have to take a more proactive approach to parasite control if it is to achieve the best possible environmental standards.
The research by SRUC and the Moredun Research Institute showed parasite infections in lambs can lead to a 33% increase in methane output1 and that parasitism is one of the top three livestock diseases which increase greenhouse gas (GHG) emissions2 and is cost-effective to manage.
Eurion Thomas, European operations manager at Techion, says that despite current emissions from sheep being over-exaggerated, the sector will need to act if the NFU’s aspiration for net zero emissions from agriculture by 2040, is to be achieved.
Eurion said: "While targets to further reduce GHG emissions may appear to be burdensome, there are some simple steps farmers can take that’ll help minimise emissions while also improving business profitability. This includes incorporating regular faecal egg counts (FEC) into routine flock management to increase the accuracy of worm control.
"Worms reduce performance, in particular feed conversion ratio (FCR) meaning animals take longer to finish at lower weights. In addition, the research shows animals with worms release more methane per day due to the upset they cause to the digestive system.
"Better parasite control can therefore reduce number of days to finishing, improving production efficiency and lowering methane emissions per unit of meat produced. The number of days to slaughter and FCR are also correlated to profit margins, providing an opportunity to improve the bottom line."
Eurion says one of the reasons endemic diseases such as worm burdens are so detrimental to production efficiency and emissions is because often the disease has significantly impacted animal performance before it has been identified. Regular faecal egg counts (FEC) and an accurate treatment programme are therefore crucial.
Eurion said: "FECPAKG2 is the latest in image-based, internet-connected, FEC technology and means testing can be carried out virtually anywhere by anyone, including on-farm by the farmer.
"Because digital images of parasite eggs are produced, analysed and stored online, FECPAKG2 provides rapid results while offering greater quality control and auditability. This is encouraging more frequent testing and better decision making at farm level."
A collaborative research project between Sainsbury’s and Techion3 showed accurate treatment of the right animals, with the right wormer, at the right time, improved daily liveweight gains (DLWG) while reducing wormer use in sheep by up to 50%.
Eurion said: "Addressing the environmental impact of red meat production is arguably one of the biggest challenges the sector faces and introducing FEC is one simple way farmers can proactively work towards this, while improving business profitability."
The MSD Animal Health Vet Surgeon Research Bursary offers awards of up to £4,000 each. Each project has to be completed within one to two years and the veterinary surgeon proposals are judged by university academics to ensure independent assessment.

In the study1, which was funded by Universities Federation for Animal Welfare (UFAW), an online questionnaire was completed by 744 snake owners worldwide but predominantly from the UK (68.8%).
The questionnaire investigated housing and husbandry practices and snake health and welfare as measured by clinical signs and behavioural indicators.
Associations between clinical signs, behavioural indicators and housing and husbandry aspects were tested for the three most common snake families: Pythonoids, Boids and Colubrids.
The study found 54.7% of snakes were kept in enclosures shorter in length or height than their body, preventing them from stretching out fully.
10.2% of snakes in the UK were kept in enclosures that do not comply with current recommended guidelines (minimum enclosure length <0.66 of snake length).
Whilst most snake owners (93.1%) reported measuring the temperature in their snakes’ enclosures, 24% of these checked less than the recommended once daily.
When looking at the most commonly owned snake species (royal pythons, corn snakes and common boa constrictors), 47.2% were kept in sub-optimal temperatures for their species.
Furthermore, 48.1% of owners reported not measuring the humidity in their snakes’ enclosure.
Owners reported that many snakes experienced at least one of the listed clinical signs, with the most common issues being skin shedding (28.2%), parasites (11.2%), rostral cuts and scrapes (7.4%) and respiratory problems (5.6%).
Snakes that were kept in enclosures <1 snake length had significantly more clinical signs compared to those snakes kept in enclosures >1 snake length.
Similarly, most snakes were reported to experience at least one of the listed negative behaviours, most commonly interacting with transparent boundaries (52.8%), wincing or withdrawal of head when gently touched (52.4%), putting the head under the substrate (52.1%), unusually high level of activity (51.1%) and attempting to escape (45.9%).
All these negative behaviours have previously been described as associated with captive stress.
Snakes that were reported as having more clinical signs tended to show more reported negative behaviours.
Dr Nicola Rooney, Senior Lecturer in Wildlife and Conservation at Bristol Veterinary School and corresponding author for the paper, said: “Our study has highlighted various concerns for snake welfare.
"The first of these relates to enclosure size, with snakes commonly being kept in vivaria preventing straight-line postures and movement.
"Snakes that were unable to stretch out fully had more clinical signs than those that were able to stretch out fully.
“Whilst we did not find a significant association between temperature or humidity and measures of health and welfare in this study, it is a concern that many snakes were housed in conditions considered sub-optimal for their species.
"We know that appropriate temperature and humidity is vital for maintaining the health of snakes and it would therefore be prudent to investigate these associations further, using methods other than owner reporting.”
Dr Huw Golledge, Animal Welfare Editor-in-Chief, said: “Until now, there has been little empirical data on the housing and husbandry practices of privately kept snakes, and how these impact on their welfare.
"As the first study of this size, this research provides valuable baseline data against which future surveys or welfare interventions can be compared.
“As this survey relies on owner-reported information, it is very likely that many of the frequencies of clinical and behavioural signs are underestimated.
"This demonstrates the need for evidence-based recommendations, and the importance of such recommendations being made accessible to owners to improve snake welfare.”

Merial Animal Health has launched Allevinix, a flunixin-based non-steroidal anti-inflammatory (NSAID) pain killer for cattle, pigs and horses.
Victoria Hudson, Product Manager for Merial Animal Health said: "We have positioned Allevinix as the flexible flunixin that meets your needs, because it offers flexibility in every area.

Merial says Allevinix is fast-acting against inflammation, pain and fever, reaching peak plasma levels approximately 30 minutes after injection. It is available in 100ml and 250ml PET bottles and joins Ketofen as part of a range of NSAIDs available from Merial. It can also be used in conjunction with Merial's antimicrobial treatment for calf pneumonia - Zactran.
Victoria added: "We believe that vets will find this is a useful and innovative addition to the range of options that they have in terms of NSAIDs. Allevinix has a number of advantages over other flunixin products currently on the market."
The initiative is part of the company’s Keeping Britain’s Horses Healthy (KBHH), and provides a way that practices can work with their Equine Account Manager to help horse owners bring their vaccination status up-to-date for equine influenza and tetanus.
Peter Young, Equine Business Manager said: "We’re aware how easy it is for owners to get behind on their horses’ vaccinations but with over half of the UK horse population not protected against equine ‘flu, vets need all the help they can get to improve vaccination rates in their area. We should be aiming for at least 70% ‘flu vaccination rates to ensure our horses benefit from herd immunity so we’re offering vets some practical support to help them improve the situation."
The KBHH vaccination amnesty will be offering a reduced cost option for horses needing to restart a primary course, encouraging horse owners to add their horse to the population already protected.
Horses will need to be over 12 months of age and be unvaccinated or have lapsed from their normal booster vaccination for more than three months.
MSD is also providing a range of online and printed material for vets to help promote the amnesty and ensure their clients take action, including materials that practices can post on Facebook to raise awareness of the symptoms of equine ‘flu and the importance of vaccination.

A You Gov poll commissioned by Intervet/Schering Plough in the run up to National Vaccination Month (1st-30th June) shows the degree to which the recession is now biting into veterinary spending, and the impact it's having on vaccination levels.
The You Gov survey found that 19% of pet owners nationwide admit they have cut back on veterinary expenses such as vaccinations, health checks and treatments. Just under half are failing to vaccinate their animals with 53% of those polled not vaccinating their pets due to cost.

The You Gov survey also highlighted a lack of awareness among younger pet owners about pet health. Of the 18-24 year olds polled who had not taken their pet to be vaccinated, 44% said it was because they were unaware of any disease risk to their animals, compared to just 13% of those aged 55 and over. 22% of 18-24 year olds surveyed were not aware of zoonoses such as fleas and worms and diseases such as ringworm and Toxocara.
Matt Brash, BVetMed MRCVS, who runs a small animal veterinary clinic in North Yorkshire and is star of the TV show 'Zoo Vet at Large' said: "These figures are concerning and we could be sitting on a ticking time bomb. The simple fact is that many pet owners don't realise that their pets are at risk of disease. Less than half of all dogs and cats are vaccinated, which is well below the amount needed to protect the pet population through herd immunity."
Paula Boyden, a vet and Business Development and Corporate Marketing Project Manager at Intervet/Schering-Plough Animal Health, who has steered the campaign for the company said: "There are clearly some strong messages coming out to vets here, not least where and how the credit crunch is hitting pet owners. The underlying message that National Vaccination Month offers a way of supporting pet owners during these difficult economic times is obviously important. TV wildlife and science presenter Kate Humble, who with Matt and Clare Brash is spearheading the National Vaccination Month Campaign, said: "The really sad aspect is that people who are reducing veterinary care due to the recession may be making a false economy by putting their pets at risk of serious disease, which may lead to treatment at far greater cost than the price of the annual jab."
The You Gov survey suggests that where people have had to pay for unexpected vet bills they are paying for them on credit cards. One had to put the family pet down and many revealed that they had made personal sacrifices in order to keep looking after their animals including stopping smoking, cutting out luxuries, clothes and socialising.
The You Gov survey highlights how, despite lavishing affection and presents on their pets, people are not taking adequate steps to protect them from preventable killer diseases. The survey reveals that 65% of pet owners consider their animal to be an extremely important member of the family with over half (54%) buying them Christmas presents. However, only 56% of pets were vaccinated with just under a quarter (22%) of owners unaware of any disease risk.
Currently, an estimated 3 million dogs, 6 million cats, 1.8 million rabbits and 500,000 horses are unvaccinated.

Xperior Farm Health, one of the bidders for the government contracts to provide TB testing, has announced that it mounted a legal challenge to the procurement process, but has now withdrawn that challenge in the face of the 'aggressive' timeframe in which Defra demanded that it submit its case.
Xperior says it was made aware last month that all five Delivery Partner contracts would be awarded to members of the same veterinary group (XL Vets), which it felt would both compromise competition and make Defra overly reliant on one service provider.
In addition, Xperior said it believed the successful bids were unfeasibly low, which presents a potentially devastating threat to the viability of many rural vet practices and a seriously reduced quality of TB testing service to farmers.
Xperior says it initially notified a formal query to the Animal and Plant Health Agency (APHA - the executive agency of Defra responsible for awarding the contracts) during the pre-announcement consultation period, and believes other bidders may have done likewise. The query was dismissed, as a result of which the company issued legal proceedings.
Xperior's Veterinary Director, Phil Elkins said: "We are concerned that proposed payment rates for TB testing are considerably lower than those proposed by other bidders, and at a level which questions the viability of practices continuing to provide TB testing services to their clients.
"The consequence would be either unfairly low payment rates for official veterinarians (OVs) who conduct TB testing, or an influx of inexperienced vets, potentially from other countries, into low paid positions. The loss of TB testing income would also challenge the viability of some rural veterinary businesses and the relationships held with their clients.
"Either way, this is contrary to a key tenet in the pre-tender documentation that Delivery Partners are expected to maintain a flow of TB testing work and revenue to contribute to the capability of the veterinary profession in rural areas to support food security and the rural economy."
Meanwhile, an APHA spokesperson said they were limited in how much they could say before the formal announcement of the award, except that: “APHA is confident in the robustness of the procurement process and that the selected bidders are the best candidates to deliver this vital service in the most effective way.”
VetSurgeon.org understands that now the legal challenge has been dropped, an official announcement of the winner will likely be made within days. However, it also seems likely that the payment rates for OVs will remain confidential even after the announcement of the award, so it may be some time before the prospects for OVs become clear.
Boehringer Ingelheim Vetmedica has launched Semintra, a new liquid treatment for cats with chronic kidney disease (CKD).
The active ingredient in Semintra is telmisartan, the first angiotensin receptor blocker to be licensed in veterinary medicine.
Like benazepril, Semintra is indicated for the reduction of proteinuria associated with CKD in cats. Boehringer says it has a highly targeted mode of action that provides rapid and reliable reduction of proteinuria in cats with chronic kidney disease. The company adds that it is well tolerated and almost exclusively excreted in the faeces, so elimination is not dependent on renal function.2
Above all, Boehringer is highlighting the how easy the treatment is to use, pointing to a study that has shown it is well accepted by more than 90% of cats.1,3
Martha Cannon, RCVS Specialist in Feline Medicine at the Oxford Cat Clinic, has already used Semintra in cats with CKD. She said: "For us at the Oxford Cat Clinic, ease of use is an enormously important part of any product that we use for cats. From our personal experience, we found that Semintra is very well accepted by cats, with owners finding it very easy to give and to build into their cat's daily treatment plan."
Semintra is available from veterinary wholesalers as a 4mg/ml oral solution. There is one 30 ml bottle size which will last the average 4kg cat 30 days.

Vets for Ukrainian Pets will cover the treatment costs of up to five dogs, cats, horses or other pet animals, up to 250 Euros per animal, for acute care and medication, rabies and other vaccinations as well as microchipping and medical examination required for safe passage through the EU.
The initiative is being funded by HSI, with support from Mars.
It is being run collaboration with Federation of Veterinarians in Europe and the Federation of European Companion Animal Veterinary Associations.
Reimbursements for participating veterinary surgeons will be available wherever the FECAVA has members, including in the United Kingdom, Germany, Italy, Romania and Poland, as well as Ukraine.
Ruud Tombrock, executive director of HSI/Europe, said: “In Europe’s biggest refugee crisis since WWII, millions of Ukrainians have had to take the decision to leave their country and flee the war.
"Along with a few possessions, many are also taking their pet animals, who they cherish as family members.
"The trauma of war as well as the stress of the evacuation journey, can make animals vulnerable to a variety of illnesses and so HSI’s Vets for Ukrainian Pets program aims to eliminate barriers to accessing veterinary care for the pets of refugees.
"It will provide a much-needed safety net for those families fleeing with their beloved pets so that at no point they feel compelled to leave their pets behind due to concerns about being able to care for them.”
Vets for Ukrainian Pets will run until 21st May 2022 and is open for all licensed veterinary clinics to apply throughout Europe, whether owned privately or as part of a corporate group.

60 veterinary surgeons, nurses and other team members from White Cross practices in Tividale, Guiseley, West Derby and Alvaston have formed 20 teams of three people, logging a total of 30,000 miles since the initiative was launched in February, or an average of 11,000 steps per team member per day.
James Harris MRCVS from White Cross Vets said: "We spend a lot of the day on our feet but really had no idea about the distance that we clock up. There are about 2,000 steps in a mile so we are walking more than five miles every day! We are always encouraging our clients to make sure their pets have a healthy lifestyle, so it’s great to practise what we preach.
"As well as the steps we take throughout the day many of us are also committed to sports and exercise regimes outside work and that has helped us to reach the top of the leaderboard for a few weeks. You might even find some of us marching on the spot to boost our step-counts and heart rates, so the Fitbit challenge is definitely keeping us active."
General manager Jo Jobling said: "We understand the vital importance of both physical and mental wellbeing, and our Fitbit challenge is a great way for our teams from across our 19 practices to work together to achieve a worthwhile healthy goal, as well as creating some healthy competition with colleagues in other practices. We also have an individual steppers league table which was recently topped by one of our veterinary nurses, Katie Rose from our Tividale practice. It might have helped that she completed a half marathon over that weekend though!"

Mr Chalkley faced three charges against him. The first was that he failed to identify some or all of the animals tested with Intradermal Comparative Tuberculin (ICT) tests at the farm.
The second charge was that Mr Chalkley had certified that he had carried out ICT tests on 279 animals at the farm and recorded the results on the accompanying paperwork but had, in fact, not adequately identified some or all of the 279 animals and had fabricated the skin thickness measurements recorded for some of them.
In addition, the charge alleged that Mr Chalkley’s conduct was dishonest, misleading and risked undermining government testing procedures designed to promote public health.
The third charge was that between June 2011 and September 2018, Mr Chalkley received payment of approximately £20,000 for ICT tests when, as a result of his conduct in relation to ICT tests at the farm, he was not entitled to such payment.
At the outset of the hearing Mr Chalkley admitted the first charge, that he had not adequately identified some of the animals.
On the third day of the hearing, during his evidence to the Committee, he admitted that his certification of the ICT testing was therefore misleading.
He denied the rest of the charges including that his conduct had been dishonest and that it had risked undermining government testing procedures designed to promote public health.
In considering the charges against Mr Chalkley, the Committee heard that discrepancies regarding the tests that were carried out on the farm in March 2018 were originally raised by the Animal and Plant Health Agency (APHA), on whose behalf Mr Chalkley carried out ICT testing in his capacity as an Official Veterinarian.
When Mr Chalkley gave evidence during the hearing, he explained that he had taken over TB testing for the farm in 2008 and that working conditions on the farm had been difficult throughout the whole period 2008 to 2018. He stated that due to the harsh weather conditions of early 2018, TB testing was difficult, and that the farmer needed to complete the test by March 2018 to avoid a financial penalty.
Mr Chalkley explained that one of the reasons for there being limited time available for him to carry out the test within the time required by the farmer was that he was due to provide veterinary cover at the Cheltenham races the following week and he was unable to find anyone else to cover the tests. Mr Chalkley also explained that during the tests on 5 and 8 March there had been limited farmhands available to assist in processing the cattle through the tests.
In the course of being asked questions by counsel for the RCVS, Mr Chalkley accepted that he had failed to identify some 45% of the animals he had injected on 5 March 2018 and had, in respect of each of the skin thickness measurements for those animals, randomly chosen a figure that he believed would be appropriate based on the breed, age and sex of the animal.
The APHA guidelines state that specific measurements should be made and recorded for each individual animal using callipers. Mr Chalkley said that he could not remember seeing the “pop-up” declaration which appeared when submitting the results to the APHA online and had never read it. He stated that he was not aware that he was making a declaration. However, he accepted that as an Official Veterinarian he was confirming that he had carried out the test properly. While he agreed that he knew that the test contained inaccuracies, he did not accept that he was being dishonest when he submitted the results.
Having considered all the evidence put forward by the RCVS and Mr Chalkley in his own defence, the Committee found that Mr Chalkley had acted dishonestly in deliberately choosing not to take the measurements on 5 March and had instead submitted fabricated alternatives, and so risked undermining public health by failing to carry out his duties as an OV.
The Committee also concluded that Mr Chalkley had been acting dishonestly, as he knew that he was submitting the test results as if they were the authentic outcome of a properly conducted test when in reality, they were no such thing.
The Committee did not accept Mr Chalkley’s evidence that he was unaware of the declaration which accompanied the submission of the test outcome. The Committee therefore found both the first and second charges proved.
In respect of the third charge the Committee found that this was not proven noting that the RCVS had not disproved Mr Chalkley’s explanation regarding his reasons for returning the £20,000 in fees he had received for carrying out TB testing at the farm from the APHA since 2011.
The Committee then considered whether the first two charges, both of which had been found proven, amounted to serious professional misconduct.
Ian Arundale, chairing the Committee and speaking on its behalf, said: “The Committee was prepared to accept that the respondent considered the risk arising from his actions as negligible. Nonetheless, in the Committee’s assessment a real risk existed due to the respondent’s actions and it was precisely the risk which the authorised testing procedure was designed to negate. The simple fact is the respondent could not be sure that each animal he assessed on 8 March 2018 had also been seen by him on 5 March 2018.
“However, the wider point with which the Committee was concerned related to the importance of any member of the profession or public being able to rely absolutely on the integrity of veterinary certification. Those parts of the Code and supporting guidance [concerning certification]… were unequivocal. It was very difficult to conceive of circumstances in which it could ever be justifiable to certify the outcome of a test which had not, in fact, been conducted in a way which was demonstrably valid and reliable. Such conduct was bound to be regarded as disgraceful by members of the profession and the general public.
“Honesty is the bedrock of appropriate certification and the Code and Guidance for the Disciplinary Committee is also unequivocal. Dishonesty in professional practice is always an extremely serious matter and the respondent’s responsibilities in the discharge of his functions as an Official Veterinarian were clear. On this occasion those responsibilities had been compromised.
“For these reasons, the Committee has come to the conclusion that the respondent’s conduct in relation to the facts found proved was disgraceful conduct in a professional respect.”
The Committee then went on to consider the sanction for Mr Chalkley.
The Committee heard oral evidence in mitigation, including from a former colleague who had worked with him in practice since 2006, as well as receiving a large number of written testimonials from various sources that attested to his honesty, integrity, willingness to help others, and charitable work in support of animal welfare.
Mr Chalkley’s counsel, in mitigation, highlighted his long and previously unblemished career, and characterised the conduct as an inexcusable but explicable error of judgement that was entirely isolated and out-of-character. Mr Chalkley’s counsel added that he had not done anything that he thought was seriously wrong, and there was no evidence that any harm had been done and that any risk to public health was not serious.
The Committee accepted that the conduct was isolated and out-of-character and that, furthermore, Mr Chalkley had made early and frank admissions to the APHA and that he had displayed a degree of insight, although the Committee was less confident that he truly understood the seriousness of the potential consequences of his dishonest conduct.
The Committee took into account the aggravating factors, including Mr Chalkley’s breach of trust of his position as an OV, the undermining of the integrity of veterinary certification, dishonesty and the potential public health impacts of his conduct.
Ian Arundale added: “The Committee considered that, having regard to the mitigating features which it had identified, a suspension order would be sufficient to send to the profession and the public a clear signal about the importance to be attached to accurate certification. The Committee considered that in the particular circumstances of this case, a period of three months suspension would be sufficient to achieve this objective.”

Probably the two most popular social media platforms for veterinary surgeons in the UK are Facebook (and its various veterinary groups) and VetSurgeon.org.
Facebook has the advantage that so many people use it to share photographs with family and friends, so they are already on the site and it is only a very short hop over to participate in a veterinary discussion group. That makes it an excellent way to get a broad opinion on almost any subject.
But, and it is a very big 'but', Facebook was never designed to be a platform for sharing clinical information or discussing cases. So, for example, you cannot see the professional qualifications of anyone contributing to the discussion unless they happen also to be your 'friend', so it can be hard to tell whether they have any idea what they're talking about, or are, in fact, the leading light.
There are various other aspects of Facebook that are problematic when it comes to clinical discussions, including the difficulty in referring back to useful information shared and the way in which 'me too' replies can drown out good quality information.
The survey aims to find out how much of a problem vets think these things are, whether certain groups within the profession could be better served by social media - for example those that may find it daunting asking for help in an online group, and what features vets would like VetSurgeon.org to invest in.

The companies are encouraging the use of CT to direct early, targeted surgical intervention and improve outcomes.
Dr Dean Felkler, Founder and CEO of Exotic Vet Support and senior clinician at Tai Wai Small Animal and Exotic Hospital in Hong Kong, says a recent case of his highlights the importance of accurate and early diagnosis.
A 7yr old rabbit was presented for anorexia and hadn’t passed faeces for over 12hrs.
Dean said: “A full diagnostic investigation was performed.
"From the radiographs it is difficult to appreciate the GDV.
"However, on the CT scan, reported by VetCT, it was very obvious when compared to the normal stomach orientation.”
After initial stabilisation the patient underwent surgery to re-orientate the stomach and an incisional gastropexy was performed.
Following surgery the rabbit recovered well and was eating and passing faeces within 24 hours.

"This is vital for early correction of acute surgical abdominal conditions to increase the likelihood of a positive outcome.”

Emily graduated from the University of Liverpool in 2013, then spent three years working in small animal practice.
Having developed a keen interest in ophthalmology, Emily began studying for the BSAVA postgraduate certificate in ophthalmology, then moved to the Animal Health Trust in Suffolk to complete a specialist internship in veterinary ophthalmology.
She then pursued her specialist residency training at the Royal Veterinary College in London and became a Diplomate of the European College of Veterinary Ophthalmology earlier this year.
She said: “I have a particular interest in microsurgery, particularly corneal and lens surgery, while I also enjoy feline ophthalmology and am interested in uveitis and glaucoma.”
Vim graduated from the University of Bristol in 2005 and spent seven years in a first opinion small animal, mixed and exotics practice in Bristol, gaining his RCVS certificate in veterinary ophthalmology in 2012.
He qualified as an advanced practitioner since 2015, working solely as an ophthalmologist at large private referral hospitals before embarking on a European College of Veterinary Ophthalmologists (ECVO) residency programme at Langford Vets, University of Bristol, in 2019.
He completed his final year of residency training and Master of Veterinary Medicine degree at the Royal Veterinary College (RVC) in August and is due to sit the ECVO certifying board exams next spring.
Vim said: “I always knew I wanted to become an ophthalmologist, even before I started vet school! It’s a wonderful opportunity to join the NDSR ophthalmology team.
“I’m interested in all areas of ophthalmology and across all species. I have a particular interest in feline ophthalmology, infectious keratitis, ocular manifestations of systemic disease and wildlife/exotics species ophthalmology.
“I’m also passionate about teaching and mentoring junior vets and undergraduate students. I’ve been the veterinary intern mentor or director for more than 40 interns over the years and I hope to get involved with NDSR’s renowned internship programme.”

Zoetis has launched a 4ml vial of the antibiotic, Convenia.
Zoetis says Convenia gives veterinary surgeons control by providing an assured injectable treatment course, relieving clients of the burden of daily dosing. This avoids missed or mistimed doses, lost tablets, or courses stopped too soon, thereby eliminating a major reason for treatment failure, non-compliance. Poor compliance is also a significant factor in the development of antimicrobial resistance.
Convenia is licensed for skin, soft tissue and urinary tract infections in dogs and cats, as well as severe gingivitis/periodontitis in dogs (as an adjunct to mechanical or surgical periodontal therapy). A 4ml vial can treat up to 40kg of bodyweight, making it appropriate for treating cats and smaller dogs.

Phil Kenward from Farm Vets South West in Bridgewater, Somerset has won a bottle of port from the Veterinary Benevolent Fund for submitting the best practical veterinary tip.
The tip was:
"Do not allow the owner's diagnosis of his problem to worry or influence you before you examine the animal yourself."
The competition was run to celebrate the launch of The Pocket Book of Tips For Practising Vets which can be ordered on-line from the Vetlife website to raise funds for the VBF charity.
Lydia Brown, President of the VBF, said: "This book has been a monumental effort by six mixed practice vets, to both share their experience with the profession and to provide very welcome funds for the veterinary profession's own charity, the VBF. We are currently raising money for the new Vet Helpline e-mail support service which will launch at the end of the year so we are extremely grateful to everybody concerned for all their efforts."
The responsible use of antibiotics termed critically important is an important strand in the UK policy to fight antibiotic resistance development.
However, NOAH says there is much confusion about which antibiotics should be considered within this group, with different organisations referring to different classes.
Donal Murphy, Head of Technical and Regulatory Affairs at NOAH said: "NOAH believes the classification and use of antibiotics in veterinary medicine should be driven and guided by the regulators, who are independent and make science based decisions and recommendations.
"Of course, all classes of antibiotics, whether critically important or not, should be used responsibly and guided by the principle outlined by the Responsible Use of Medicines in Agriculture Alliance (RUMA) who state they should be used 'as little as possible but as much as necessary'. The use of these important products in this manner can ensure that the availability and efficacy of antibiotics can be maintained to ensure animal health and welfare in the future."

"A recurring theme that we’ve seen from these ambassadors’ stories has been that they drew on support from friends and family, and we really hope that this campaign encourages other professionals to seek help if they feel they are struggling."
The campaign is interested in hearing from not only doctors and veterinary surgeons but also nurses, veterinary nurses, dentists, pharmacists and other healthcare professionals who want to open up about their experiences of mental ill-health.
