A petition to protect the title Veterinary Nurse has received an impressive 1,285 signatures, including many from veterinary surgeons, and an official response from HM Government.
The petition, which was started by VetNurse.co.uk member Nick Shackleton Dip AVN (Surgical) VN on 6th June last year, explained: "The title veterinary nurse at present is not a protected title. A lot of people who work in practice call them selves veterinary nurses, when they have no theoretical training in such a position. As qualified nurses we feel that this issue should be addressed so that the general public are no longer confused as to the qualification and hopefully make them more aware of the hard work it is to gain the qualification. As we are heading for autonomy within the profession I think it is right and fitting that the title should be protected."
The Government response, whilst predictably noncommittal, did at least seem to recognise the issue: "The Royal College of Veterinary Surgeons (RCVS) maintains the Statutory List of veterinary nurses. In order to qualify, nurses must undergo a two-year period of vocational training which is assessed at work and through examination by the RCVS Awarding Body.
On being added to the Statutory List they are entitled to undertake a range of veterinary treatments and procedures on animals under veterinary direction. Only listed nurses are entitled to use the post-nominal letters 'VN'. The RCVS are introducing new arrangements for 'registered' veterinary nurses which provides greater accountability and transparency for those nurses whose names are entered on the register. These arrangements run in parallel with the Statutory List.
Some veterinary practices may employ staff who do not carry out the duties of a veterinary nurse but possibly use that title or wear a uniform which might imply that they are a trained veterinary nurse. We appreciate that there are issues surrounding best practice that the RCVS and the Veterinary Nursing Council to address.
It is generally accepted that the arrangements for regulating veterinary nursing could be modernised. This would, in due course, help provide greater protection for the title of veterinary nurses. Although Defra currently has no plans to undertake a fundamental review of the Veterinary Surgeons Act, we are regularly in touch with the RCVS to better understand its priorities for regulatory reform.
The RCVS is looking to recruit two veterinary surgeons as part-time Postgraduate Deans, to help oversee new veterinary graduates during their Professional Development Phase (PDP).
Freda Andrews, RCVS Head of Education said: "The PDP is an online recording system to guide new graduates as they work towards achieving the "year one competences" - the competences expected of a new graduate who's had about a year's experience in practice. Postgraduate Deans monitor PDP participants' progress and respond to their queries, and ultimately sign-off the graduates once their PDP is complete."
The roles have become available as two of the current post-holders, Stephen Ware and Professor David Noakes, wish to hand over to new colleagues. Both Stephen and David have served as Postgraduate Deans since 2007, when the PDP first became a requirement for all new veterinary graduates.
Stephen said: "Being a Postgraduate Dean gives you the opportunity to assist new graduates in the early stages of their career. It is also a way to encourage employers to take a responsible attitude towards new vets, particularly during their first job or two."
Postgraduate Deans are expected to spend up to 20 days a year working mainly online from home, and attend occasional meetings at the RCVS in London. They need experience of general practice, and to be used to dealing with and advising students, or employing and supporting new graduates. A sympathetic understanding of the challenges faced by newly qualified veterinary graduates is also required.

An online presentation by Danielle Gunn-Moore, Professor of Feline Medicine at the Royal (Dick) School of Veterinary Studies in Edinburgh, has been launched by Dechra Veterinary Products as part of its Dechra Academy training suite.
During the presentation, Professor Gunn-Moore uses a case study approach to discuss all aspects of the condition from diagnosis through to its treatment, management and on-going monitoring. She reminds viewers that an individual approach must be taken in treating affected cats as the clinical signs can be subtle and starting treatment with the lowest possible dose of anti-thyroid medication is likely to prove physiologically beneficial.
"The study I've recently been involved in showed that the treatment of hyperthyroid cats can result in iatrogenic hypothyroidism*. Hypothyroid cats are significantly more likely to develop azotaemia than euthyroid cats - and hypothyroid cats that developed azotaemia in the study had significantly shorter survival times*.
"The message for practitioners is that there is no 'standard recipe' in treating hyperthyroidism. The clinical signs aren't always obvious and it's important to check for concurrent heart and kidney disease. You then need to tailor treatment, starting with a low dose of medication and, if necessary, increasing it by the smallest increments possible."

Seven graduands from The University of Nottingham's School of Veterinary Medicine and Science have become the first from the new school to become members of the Royal College of Veterinary Surgeons.
Nottingham is the first new veterinary school in the UK for over 50 years, and the process to recognise its degree for the purposes of RCVS membership is currently in its final stages. Following a visitation and audit process, RCVS Council unanimously recommended the degree's approval to the Privy Council, where the final decision lies.
Generally, veterinary graduates become RCVS members - which they need to be in order to practise in the UK - at a ceremony on the day of their graduation. However, sometimes they wish to start work before graduation and can therefore apply to register as graduands, as in this case.
Although formal Privy Council approval of the Nottingham degree is still awaited, RCVS external examiners have overseen the School's final exams during the last year of the course to ensure that they meet the required standards.
The Nottingham graduation ceremony will take place on 22 July, when a further 77 students will graduate, and those wishing to practise in the UK will become members of the College.
The RCVS 2010 Survey of the Veterinary and Veterinary Nursing Professions indicated that, on average, new graduates took one month to find work on graduating, with 63% going straight into clinical practice.
Defra has announced that new rules on pet travel will be introduced from 1st January 2012. The changes will mean that the rules on rabies vaccination for entry into the UK will be in line with the rest of Europe.
Defra has carried out a risk assessment to find out how the changes will affect the level of risk of rabies entering the UK. Although the probability of rabies introduction into the UK will increase, the assessment found the risk will remain very low after the increase.
The British Veterinary Association and the British Small Animal Veterinary Association are informing their members of the new rules so that the right advice can be given to pet owners planning to travel abroad with their animals.
Dogs, cats and pet ferrets entering the UK from an EU or 'listed' third country from 1 January 2012 must:
The current requirement to carry out a blood test followed by a six-month wait before entry into the UK will no longer be required.
From 1st January pets entering from a non-listed third country must pass a blood test 30 days after vaccination followed by a three-month wait.
Until now, the UK, Ireland and three other Member States have had derogations from EU pet travel rules to allow for additional controls to protect against rabies, ticks and tapeworms.
Successful vaccination programmes in wildlife in mainland Europe have now allowed the UK to consider whether the additional controls for rabies are still necessary.
The BVA and BSAVA have continued to lobby in Europe for additional controls to be maintained for tapeworms, which could introduce Echinococcus multilocularis to the UK - a significant public health concern.
Although a final decision has not yet been made the European Commission has indicated that it will support the UK case for additional tapeworm controls.
Harvey Locke, President of the BVA, said: "It is vital that any controls on animal movements are proportionate to the risk.
"Due to the highly successful vaccination programme in wildlife in mainland Europe there has been a huge reduction in the incidence in rabies. Research carried out by Defra reveals that the risk of introducing rabies under the new rules is very low.
"However, it is essential that pet owners get good veterinary advice when planning to take their animals abroad because pets can be exposed to a number of diseases not currently endemic in the UK, for example leishmaniasis, babesiosis, and ehrlichiosis.
"As part of responsible ownership we would always advise pet owners to visit their vet for a pre-travel consultation to discuss how to protect the health and welfare of their animals when travelling abroad."
Andrew Ash, President of the BSAVA, added: "The Pet Travel Scheme has been highly successful in keeping the UK free of rabies. BVA and BSAVA have been working closely with Defra to ensure that any changes to the pet travel rules do not threaten our disease-free status.
"The rabies vaccine has advanced and now has a longer duration of immunity and we welcome the continuing requirement for all pets to be vaccinated before travel."
Petplan has launched this year's Insurance Advisor Award in association with VetSurgeon.org, and is calling for nominations.
The award is to recognise the hard work and dedication that Petplan Insurance Advisors (PIAs) do to highlight the importance of insurance to pet owners so that they are protected financially.

The Executors of the Will of the late Mary Brancker have notified the Veterinary Benevolent Fund that she left a share of her estate to the charity.
Mary Brancker was one of only a handful of women vets when she qualified in 1937. She went on to found the Society of Women Veterinary Surgeons; became one of the first women on BVA Council and was later awarded an OBE for her services as BVA President during the century's most serious outbreaks of foot-and-mouth disease and a CBE in 2000 for services to animal health and welfare.
Mary was a long-time member of the VBF - a charity that has been run by vets for the profession for over a hundred years.
The VBF currently provides the Vet Helpline, the Veterinary Benevolent Fund, the Veterinary Surgeons' Health Support Programme and the Vetlife website. The charity says it plans to use Brancker's £40,000 bequest specifically for the redevelopment of the Vetlife website which is currently underway and for other essential support for veterinary colleagues in need. The new version of the website will be launched at the London Vet Show in November.
VBF's President Lydia Brown said: "Mary was a personal friend and her gift is so typical of her kindness and her appreciation of her career. I hope others will follow Mary's wonderful example and consider giving generously to VBF. A legacy is of enormous benefit to our charity and the veterinary profession as a whole. The RCVS has released the photograph of a man apprehended by Wiltshire police whilst working as a bogus veterinary surgeon at a practice in Swindon.
Peter Keniry, who had been practising under the name of a properly qualified and legitimately registered veterinary surgeon Shaun Kehoe, was arrested on 23 August and appeared in Swindon Magistrates' Court on charges of fraud and practising veterinary surgery unlawfully. He was released on bail.
Mr Keniry is no stranger to the College or the police, and has already been dealt with in 1998, 2001 and 2005 for similar offences. On each occasion, Mr Keniry has impersonated a member of the College whose name is legitimately on the Register, which makes it difficult even for practices that do check the credentials of prospective employees.
Gordon Hockey, Head of Professional Conduct and Assistant Registrar at the RCVS said: "We were alerted to the potential fraud on 23 August and immediately liaised with the police to facilitate Mr Keniry's arrest that same day. The next day, RCVS Council member Dr Bob Moore and I visited Swindon police station to assist the police.
"It appears that Mr Keniry has continued his pattern of re-offending, and we hope that by publicising his photograph any other practice that has employed him recently will recognise him and contact the RCVS Professional Conduct Department, and potential employers and locum agencies will keep his photograph to reduce the chances of this happening again."

Virbac Animal Health is launching an initiative to highlight the prevalence of Benign Prostatic Hyperplasia (BPH), a condition suffered by more than 80% of entire male dogs over the age of five1.
The campaign will take place during November - or 'Movember' as it's called by the thousands of men who grow moustaches during the month to raise funds for male prostate and testicular cancer. Virbac says it hopes the campaign will remind dog owners that men are not the only ones to suffer from prostate disorders.
As part of the campaign, the company will be providing participating practices with promotional materials including free dog leads, owner educational and display materials, a press release for local media and practice educational materials.
Chris Geddes MRCVS, Virbac Product Manager, said: "It's estimated that 20% of the country's eight million dogs remain uncastrated throughout their lives. As dogs age, their prostates enlarge, eventually causing symptoms including constipation, lameness and difficulties in urination. However, most of the time clinical signs are absent or vague so diagnosing BPH can be a challenge."
According to Virbac, the traditional rectal examination technique can be an ordeal for both dog and clinician. It's also sometimes inaccurate even in experienced hands and is impossible in very small or large breeds. As a solution, the company has recently introduced Odelis CPSE, the first ELISA test to screen for, diagnose and monitor BPH, available from three UK diagnostic laboratories. The company says it's a cost-effective, precise and reliable alternative to rectal palpation. Virbac also offers Ypozane, a simple tablet treatment for BPH, which takes effect within a week and lasts for six months.
Chris added: "BPH is a serious threat to the health of entire dogs as they get older but owners are often unaware of the potentially serious health problems it can cause if left untreated.

UK veterinary surgeons strongly prefer recommending branded treatments, according to a survey conducted by specialist advertising agency Masius.
The survey, conducted amongst members of www.vetsurgeon.org, received 725 responses. It gave a conclusive insight to veterinary surgeons' opinions on branding, with 87% of respondents saying that they prefer to recommend a branded POM-V over a generic equivalent.
While branded treatments are clearly preferred over generics, vets recognise that higher prices can be an issue for clients. Price is justified mainly through a higher level of trust in the quality of the product (through extensive trialling). They also cite the added support in the event of client usage issues and the value that clients attach to brands. The cascade is a further factor, requiring the use of licensed drugs.
When it comes to supplements, vets are still in favour of brands, but less so - as the cascade is not a factor. On the issue of price differential, most vets felt that a premium of 10-25% is justifiable for a brand over a generic.
Jonathan Posner, Business Director at Masius said: "As well as the quantitative data, we also got some interesting qualitative comments as well. Looking at these, one can see a range of opinions - from the vets who value the easier client acceptance of brands, to those who feel that their professional care of the patient is paramount and that a generic should be used where it delivers the same benefit as a brand. Client ability to pay was also mentioned as a factor - a generic being more likely to lead to compliance for a client on a tight budget."
The fact that branded products come with better information and marketing support was agreed by the large majority (93%) of respondents.

RCVS President, Dr Jerry Davies, has committed to prioritise the establishment of a new Audit and Risk Committee, following publication of the recommendations of a report into two overspends at the College.
Earlier this year, outgoing President Peter Jinman had announced that a review would be carried out into the circumstances that led to higher-than-expected expenditure on the College's new database and building development works in the Lower Ground Floor at Belgravia House.
The RCVS Officer team asked Professor Bill McKelvey - a member of the College's Governance Review Group - and two of the College's Privy Council-appointed Council members to look at all aspects that related to its budgeting and expenditure process of those projects, and propose lessons that should be learned.
Dr Davies said: "That such a review was required is regretted, but I would like to thank Professor McKelvey, Richard Davis and Judith Webb for their diligence in this work. Their recommendations will be a very helpful addition to the work that is currently underway to ensure corporate governance is fit for purpose and, in particular, that the management of capital projects within the College is optimised."
The full Overspend Report (one sentence was redacted on legal advice) was considered by Council at its meeting on 3 November. Council agreed that the recommendations should be made public. The College is currently seeking further legal advice on whether it is proper for the report to be made available under the Freedom of Information Act.
Dr Davies added: "The recommendations of the report are under consideration by a group of five past Presidents, together with Richard Davis and Judith Webb as lay members of Council, under the Chairmanship of Peter Jinman, and their proposals will be considered by Council in due course.
"The recommendation that an Audit and Risk Committee be set up will be prioritised, as this was highlighted as an imperative. Other related activities, such as the development of a protocol for the management of major projects, had already been put in place by Officers prior to the overspend review."
Regarding the two projects at the heart of the report, the College says building work in the Lower Ground Floor at Belgravia House has been complete for some time and the new rooms and their facilities are being used, particularly when Disciplinary Committee hearings render much of the rest of the building out of bounds. The new data management system is also in use and an external consultant is currently looking at the work that has been carried out so far, and will make recommendations for the future.
"Meanwhile, although there are many lessons to be learned from the report, it's business as usual in terms of bringing to a conclusion many of our important ongoing initiatives, such as the introduction of the new Code of Professional Conduct, the consultations on the recommendations of the Specialisation Working Party and a draft Performance Protocol, and, of course, the ongoing work of the Disciplinary and Preliminary Investigation Committees," said Dr Davies.

The Libel Reform Campaign is asking supporters to lobby their MP to make sure that a reform of libel law gets into next year's Queen's Speech, which sets the legislative agenda for 2012.

Following the news on Friday that a Bulldog and Pekingese had failed their vet checks at Crufts, a further four animals have failed: Chervood Snowsun, a Clumber Spaniel; Secret Charm Avec Dibest, a Mastiff; Ithani, a Neapolitan Mastiff and Ch Buzz Lightyear At Dereheath, a Basset Hound. All were disqualified from winning Best of Breed, or representing their breed for the remainder of the competition.
The veterinary checks have been introduced by the Kennel Club to ensure that Best of Breed awards are not given to any dogs that show visible signs of problems due to conditions that affect their health or welfare.

The vet checks have, predictably, polarised opinion. The owners of the Bulldog Mellowmood One In A Million have already setup a facebook page: 'A group dedicated to honoring the win of Ch Mellowmoods One in a Million AKA Jenny who was wrongfully stripped of her Best of Breed win at Crufts based on a political move by the Kennel Club.'

The RCVS and BVA have expressed their concern about a BBC Newsline report last week of suspected badger baiting in Northern Ireland, which also alleged that veterinary surgeons might be complicit in this illegal activity by not reporting cases of suspiciously injured animals to the relevant authorities.
Bert Allison MRCVS, President of the North of Ireland Veterinary Association, said: "Our Association, and veterinary surgeons across Northern Ireland and Great Britain, are sickened and appalled by these activities. We are grateful to the BBC for highlighting the problem and bringing it to the attention of the public.
"Veterinary surgeons work under a professional code of conduct to uphold animal health and welfare and care deeply about the animals under their care. The claim by USPCA that veterinary surgeons are deliberately failing to report incidents is therefore shocking.
"However, if there is evidence that this has happened the USPCA must provide all relevant information to the Royal College of Veterinary Surgeons which is the statutory regulator of the veterinary profession.
"Under our professional code all veterinary surgeons must provide treatment to alleviate the suffering of an animal presented to them however the gangs abusing these animals may be obtaining veterinary care by deception. We are contacting our members urgently to offer support and remind them how to report suspected incidents safely and within the law."
The RCVS says it has yet to be presented with any evidence to support the claims, but will investigate any genuine complaint supported by first-hand evidence.
The College is also reminding veterinary surgeons about its guidance concerning breaching client confidentiality where a veterinary surgeon believes that animal welfare or the public interest may be compromised.
If there is suspicion of animal abuse, as a result of examining an animal, a veterinary surgeon should consider whether the circumstances are sufficiently serious to justify breaching the usual obligations of client confidentiality.
In cases where discussing these concerns with the client would not be appropriate, or where the client's reaction increases rather than allays these concerns, the veterinary surgeon should contact the relevant authorities, for example the RSPCA, SSPCA or USPCA, to report alleged cruelty to an animal.
Such action should only be taken when the veterinary surgeon considers on reasonable grounds that the public interest in protecting an animal overrides the professional obligation to maintain client confidentiality.

Research commissioned by Bayer Animal Health has revealed that dogs really do look like their owners.
The research, which is being used to promote Drontal Bone, the company's new bone-shaped wormer, was conducted amongst 3,000 British dog-lovers. It found that the overwhelming majority of owners share at least one common physical attribute with their pet, whilst one in ten owners could be described as the spitting image of their dog, sharing six or more physical attributes:
As part of the campaign, Bayer has launched the Give Your Dog a Bone competition, a nationwide search to find the UK's "Top Dog". The competition is split into four video and photographic categories, with one open exclusively to dogs that have formed a special bond with their owner. Top dogs can enter via the competition website - www.giveyourdogabone.co.uk - where owners can upload photos, videos, and explain in under 100 words why they think their pet should win a Drontal 'Bonies' award.

Virbac Animal Health has announced that its medical castration implant Suprelorin 9.4mg has received a marketing authorisation for use in ferrets.
The neutering of male ferrets (hobs) is recommended to suppress fertility, decrease odour and reduce territorial aggressive behaviour and urinary marking¹. According to Virbac, Suprelorin offers temporary sterilisation but without the need for surgery, and its use prevents the high Luteinizing hormone (LH)/Follicle-stimulating hormone (FSH) levels which occur following surgery and which can play a role in the development of hyperadrenocorticism².
Suprelorin is a slow-release implant containing the gonadotropin-releasing hormone (GnRH) agonist deslorelin. Once injected under the skin of healthy, sexually mature and entire ferrets, the continuous low release of deslorelin from the implant causes an interruption of the HPA circuit, leading to a reduction in LH/ FSH levels and therefore testosterone production. This results in a reduction of libido, spermatogenesis and testicle size.
The implant lasts for up to four years, at which stage the ferret can be re-implanted to maintain the effect.

An article in the August issue of the Society of Biology's magazine, The Biologist, has called for a complete prohibition of the trade in exotic pets.
The article was co-authored by Elaine Toland, Director of the Animal Protection Agency, Clifford Warwick, an independent biologist at Leeds University Medical School, and Phillip Arena, lecturer in biology at Murdocy University in Perth. It highlights PFMA figures showing that the population of reptiles in UK homes was 700,000 in 2009, 850,000 in 2010, and 800,000 in 2011. Meanwhile, the article estimates that 700,00 reptiles enter the UK pet trade system through importation and breeding each year, leading to the conclusion that the annual mortality rate for reptiles in the home is 75%.
In calling for the ban, the article also draws attention to the impact of the exotic pet trade on the ecosystem, problems caused by the release of non-native species into the environment, and the increased risk of zoonotic disease posed by the importation of exotic pets.
Elaine said: The fact that most reptiles die within a year is truly tragic, and is probably unresolvable because reptiles and captivity simply don't mix. The trade in wild-caught and captive-bred lizards, snakes, tortoises and turtles is wasteful, destructive and inhumane, and even the most conscientious and well-intentioned keepers cannot realistically provide for all these animals' biological needs. The public would never tolerate three out of four dogs dying annually in the home, and nor should we tolerate such premature mortality in reptiles. A ban on this high turnover trade in disposable animals is long overdue.
She added: "While trade bans on certain species have not solved all the problems associated with exotic pet trading, they are very effective and important and more are urgently required. We are not proposing a ban on the private keeping of exotic pets as this would be both very heavy-handed and create a whole new problem of what to do with all the animals. Rather, we want an end to the commercial trade supply so that existing problems wither gradually along with a dwindling captive population."
The British Veterinary Association has responded to 'alarmist' headlines linking contact with cats to schizophrenia due to the risks posed by the parasite Toxoplasma gondii.
The report in today's Independent contains some important messages regarding the need for good personal hygiene and the need for pregnant women and immuno-compromised groups to be aware of the risks. However, the BVA says it is concerned that the headlines could cause significant alarm to cat owners.
Most people who become infected are asymptomatic but 10-20% can show transient symptoms which are flu-like. There is a more serious risk to pregnant women and those who are immuno-compromised, but as with all infections common sense and good personal hygiene reduces the risk significantly and the BVA says there is no reason that families with, or those intending to have, children shouldn't have pet cats.
As outlined in the article sources of infection include eating undercooked meat and vegetables that have not been washed properly and contact with cats. It is not known which the greater source of infection is but according to the BVA, anecdotal evidence suggests that meat is likely to be more important than contact with cats. The BVA says it echoes advice that meat should be prepared and cooked properly, and offers the following hygiene advice for cat owners:
BVA Past President and veterinary surgeon Harvey Locke said: "While the facts are true, the headlines in this story have been quite alarmist and we are very keen to reassure cat owners that the risks can be managed with good basic hygiene and common sense.
"The biggest threat is to pregnant women and those who are immuno-compromised, which we have known for some time. It is useful to reiterate that they should take extra care but there is no need for people to get rid of their pet cats or choose not to have cats as pets."
The Kennel Club has written to veterinary surgeries in the UK to remind them to report caesarians and operations carried out on Kennel Club registered dogs, to help monitor and improve pedigree health.
The letter reminds vets that any operations which alter the natural conformation of a Kennel Club registered dog should be reported, as owners will need to apply for permission to compete with that dog at Kennel Club licensed shows. Vets are also asked to report caesarians as the Kennel Club will not register a litter from a bitch that has had two subsequent caesarians.
The Kennel Club says that information submitted by vets will ultimately help to improve the health of pedigree dogs as it 'provides information regarding breeding lines which may pass on certain defects and helps to deter breeders from breeding from animals with hereditary problems.'
The letter informs vets that breeders sign a declaration when registering their litter with the Kennel Club, which means that the vet will never be breaching confidentiality when reporting such operations. The declaration says: "I/we confirm and agree that any veterinary surgery performing a caesarian section and/or operation on any of my/our dogs in such a way that the operation alters the natural conformation of the dog or any part thereof may submit a report to the Kennel Club."
The declaration, regarding the reporting of operations which change natural conformation, was made a condition of Kennel Club registration in 1990 and caesarians were added to the declaration in 2010.
Caroline Kisko, Kennel Club Secretary, said: "The veterinary profession and the Kennel Club both hold valuable information about pedigree dogs but by sharing this information we will get a much more accurate picture about dog health.
Although some vets report operations to the Kennel Club this is not a uniform practice, but we hope this reminder will help to ensure that we work more closely together in the future."

Kruuse has announced that it is to become the exclusive veterinary distributor in Europe for Kit4Cat, a globally patented hydrophobic sand for veterinary use.
Kit4Cat is a biodegradable sand with a natural non-toxic urine repelling coating which allows veterinary surgeons, veterinary nurses and cat owners to collect a urine sample for urinalysis without resorting to more invasive procedures. Kit4Cat is put in the cat's normal litter tray, whereupon it repels rather than absorbs the urine, allowing it to be collected with a pipette.

Novartis Animal Health has been found in breach of the National Office of Animal Health Code on promotion.
The complaint related to a promotion at the National Sheep Association's 'Scotsheep 2012' on 6 June 2012, where Novartis had used the strapline 'Zolvix - the World's most effective wormer'.
The NOAH Committee unanimously took the view that the phrase constituted an all-embracing claim and a superlative which could not be substantiated.
Accordingly, the Committee found the promotion in breach of Clause 5.2.

The RVN Disciplinary Committee of the RCVS has removed an Armagh-based nurse from the Register after finding that she'd entered the details of four injections into clinical records when she had no reasonable basis for doing so.
During the four-day hearing, the Committee considered two alternative charges against Ms Tracy Nicholl (nee Wilson) relating to her actions on 3 February 2011, whilst employed by O'Reilly & Fee veterinary surgery, Armagh.
Ms Nicholl was alleged by the College to have administered Dolethal, a pink liquid containing pentabarbitone and used for euthanasia, to a dog called Butch without being directed to do so. It was also alleged that she had made dishonest entries into the dog's clinical records, or had administered drugs without a veterinary surgeon's prescription.
Ms Nicholl was alleged to have administered the Dolethal via a fluid bag and giving set on the morning of 3 February, which she denied. The Committee found that, although a veterinary surgeon believed that she saw pink fluid in the line, uncertainties in the surrounding circumstances made the Committee unable to be sure the line contained pink liquid. Expert and forensic evidence revealed Butch had received Dolethal, but not the route of administration or the timing. Therefore the Committee could not be sure Ms Nicholl administered the Dolethal and dismissed this charge.
However, the Committee found that Ms Nicholl did enter on Butch's clinical records that four drugs had been injected, when she had neither administered them nor been told that the drugs had been administered. Although she denied making the entries in evidence submitted to the hearing, in evidence from an interview with the College on 11 July 2011 she had admitted this and her initials were on the record entries.
The Committee noted these injections would be chargeable, and was satisfied the public would regard making these incorrect entries as dishonest. As Ms Nicholl was a highly experienced, senior nurse who also lectured to veterinary nursing students, the Committee was sure she knew she was acting dishonestly. Further, she had breached her responsibilities to clients by failing to maintain accurate case records, and the entries raised potential animal welfare issues. In mitigation, her actions affected no animal's actual welfare, and there was no evidence that Ms Nicholl had made any financial gain or repeated her conduct.
Ms Judith Webb, chairing and speaking on behalf of the Committee, said: "In addition to the fact that the charge involved dishonesty, there were a number of other aggravating features. The Respondent has not demonstrated any recognition of the seriousness of the record entry allegation, specifically the importance of keeping proper records ... It is in the wider public interest and to protect the reputation of the veterinary nursing profession that the Respondent's name should be removed from the Register."
Ms Nicholl is the first Registered Veterinary Nurse to be struck off since the introduction of the title.
The Government has announced that from 6 April 2016 all dogs will be required to have a microchip.
This will give owners 3 years to comply with new legislation being drafted by Defra.
According to Defra, 100,000 dogs are dumped or lost each year at a cost of £57 million to the taxpayer and welfare charities. Only 60% of the 8 million dogs in the UK are currently chipped.
Making microchipping compulsory is intended to help reunite owners with lost or stolen pets, relieve the burden on animal charities and local authorities and protect the welfare of dogs by promoting responsible dog ownership.
Owners will be able to get their dog microchipped free at any of the 18 Dogs Trust centres around the UK, and free microchips will be offered by Dogs Trust to local authorities, housing associations and veterinary surgeries. In addition Battersea Dogs and Cats Home has announced that free microchipping will be offered at its three centres, and the Blue Cross will also offer free microchipping to dogs and cats at its 16 hospitals and centres across England.
Veterinary associations have hailed the introduction of compulsory microchipping for all dogs in England as a giant leap forward for dogs and their owners. BVA President Peter Jones said: "The introduction of compulsory microchipping is a giant leap for dogs and their owners and is something that vets have long campaigned for. Microchipping is a safe and effective way to link dogs to their owners and is an essential part of responsible ownership."
The Government also announced plans to extend the scope of the Dangerous Dogs Act to private places and to allow police to decide if dogs seized under the Act can stay with their owners until the outcome of the court case, removing the need for these dogs to be kennelled. Both of these measures were supported by BVA and BSAVA in joint responses to the Defra consultation.
