The Government has announced that it is extending existing dangerous dogs laws to apply to private property, closing a loophole in the current law which only applies to public land.
Jim Paice, Minister of State for Agriculture and Food, said: "We've all heard the stories of snarling dogs not being properly kept under control or heard from health workers, postal workers or social workers who are at risk of serious injury from out of control dogs while just doing their job, attending to people in their homes.
"Today we are announcing a comprehensive package of measures that tackle the problem head on, which will better protect legitimate visitors to private property and will enable the police to take action before someone is hurt or killed."
The plans also put forward proposals to allow the police, when dealing with any dogs which are subject to proceedings under the Dangerous Dogs Act, to take a common sense decision as to whether the dog really needs to be kept away from their owners until the outcome of proceedings.
Mr Paice added: "Our plans must strike the right balance between protecting the public from dangerous dogs and ensuring that safe and properly looked after pets don't need to be wrenched from their home unnecessarily.
"We're giving the police more discretion to take common-sense decisions where dogs are clearly not a threat by ending the requirement that they be seized and kennelled, at great cost to the taxpayer and distress to the owner involved, while a decision is taken on whether to exempt the dog from being destroyed under the Dangerous Dogs Act."

However, the proposals do not go far enough for Dogs Trust, the dog welfare charity. Clarissa Baldwin, the charity's CEO said: "The Government has spent a great deal of time examining this legislation since it came to power and whilst we accept DEFRA has done their best to look at this issue, unfortunately, their best is no where near good enough. Not good enough to better protect the public or good enough to improve animal welfare.
"Government must tackle this problem head on with completely new legislation rather than just tinkering around the edges. We're extremely disillusioned that there is nothing in the consultation on measures that will actually help to prevent dog attacks, which is surely what the aim of these proposals should be. We seem to be waltzing along on this issue rather than the quick step we need to meaningful reform.
"We consider that the introduction of compulsory microchipping of all dogs, not just those born after a certain date, is the only way that we will see immediate welfare benefits and a reduction in the number of stray dogs in the UK.
"Microchipping will not prevent dog attacks but it will allow the owner of a dangerous dog or a dog that was dangerously out of control to be identified by enforcement agencies. The act of microchipping is also a key intervention, providing an opportunity to advise owners about responsible dog ownership and the law."

Pfizer Animal Health, maker of the equine wormers Equest and Equest Pramox, has unveiled www.wormingyourhorse.info, a new website which aims to make it easier for horse owners to understand and follow the most up-to-date principles of sustainable worm control.

US-based Life Technologies has launched a new PCR-based test system which, according to the company, allows large numbers of pigs to be screened more quickly and cost-effectively for a range of common pathogens, such as PRRSV, SIV and PCV2.
The system uses samples of oral fluids which can be obtained by leaving a cotton rope in each pen for pigs to chew on. After 20 minutes or so, the rope can be retrieved and the saliva and gingival crevicular fluid squeezed into a sample bag and represents a pooled sample from the group.
Studies have demonstrated that oral fluid samples collected in this way can form the basis of a quick and cost-effective method for screening a range of common viral pathogens. The samples were tested using a commercially available sample preparation and real-time PCR test system which can isolate and identify viral nucleic acid in a matter of hours.
For PRRS, pooled samples of oral fluids were collected from groups of experimentally infected pigs using the rope technique, along with serum samples from each individual pig on the same days. Both serum samples and oral fluids were processed using the same Applied Biosystems preparation system and real- time PCR test, both of which were supplied by Life Technologies. The results showed that PRRSV nucleic acid was detectable in both serum and oral fluid samples from the day of infection through to 40 days after infection.
For PCV2, 24 pigs that were free of PRRSV and SIV were divided into 4 pens in separate rooms, and challenged with two different virus strains (PCV2a and PVC2b) at different times. One pen acted as a (non-challenged) control. Oral fluids were collected regularly up to 140 days after initial challenge and tested using real-time PCR. High titres of PCV2 were detected from day 12 to day 28 post infection and virus was detectable throughout the entire testing period (days 2 to 98).
For SIV, a total of 180 spiked oral fluid samples were tested using real-time PCR, and subtyping reagents were also used to identify haemagglutinin and neuraminidase subtypes. The results showed that SIV nucleic acid was detectable in oral fluid samples spiked with high, medium and low copy numbers of SIV, and all positive samples could be successfully sub-typed.
Christina Boss, European Professional Service Veterinarian for Life Technologies said: "Collecting samples in this way is far less invasive for the pigs and so avoids unnecessary stress. And because all of the pigs will chew on the rope, it provides a very broad sample from the group, which is the key to assessing overall herd health. In addition, if the pooled sample provides a positive result, then the animals in that pen can be tested individually to identify those that are infected.
"These results show that the simplicity of oral fluid sampling, combined with the speed and sensitivity of a PCR-based system, provides a practical and cost- effective way of monitoring large numbers of pigs for common virus pathogens.
"The use of a semi-automated, PCR-based diagnostic system means that nucleic acid purification can be achieved in just 25 minutes and results from the real-time PCR available in 90 minutes. The molecular test is very specific and reliable, so the veterinarian can initiate individual testing as quickly as possible and make confident recommendations to the producer."
According to Life Technologies, screening for PRRS using samples of oral fluids has been gaining popularity over recent years because large numbers of pigs can be tested without increased cost or labour. The new research is due to be presented as a poster at the ESPHM meeting in Bruges in April.

The Royal College of Veterinary Surgeons has announced the results of the RCVS Council and Veterinary Nurse Council elections.
A record number of candidates stood in the RCVS Council election this year, and the results were much closer than usual.
Two candidates entirely new to the Council have been elected, one of whom - Amanda Boag - received the highest number of votes. The other - Chris Barker - also did well, coming in third place overall.
Three existing RCVS Council Members have been re-elected for a further four years, and Stephen May, who was formerly an appointed Council Member from the Royal Veterinary College, was also voted onto Council for the first time.
Of the three candidates standing for election to VN Council, one existing Member - Kathy Kissick - has been returned, and one new member - Elizabeth Figg - has been elected.
All successful candidates will take up or resume their seats at RCVS Day on 6 July 2012.
Turnouts for both elections remained low, with just 3,625 veterinary surgeons (15.1%) and 743 veterinary nurses (7.5%) choosing to exercise their right to vote.
By comparison, in 2011 voting figures were 3,887 (15.9%) and 723 (7.6%), respectively.
Veterinary surgeons' and veterinary nurses' use of online and text voting, rather than postal voting, increased again this year from 25% to 30.6%, and 12.9% to 20%, respectively.

The Federation of European Companion Animal Veterinary Associations (FECAVA) has launched the European Journal of Companion Animal Practitioners (EJCAP) Online, the first European fully online veterinary journal.
As the official journal of the FECAVA, the EJCAP online is exclusively available to members of national companion animal veterinary associations which are in turn members of FECAVA (which include the BSAVA).
According to FECAVA, the EJCAP online will continue to offer the sort of high quality CPD articles which the magazine was known for during its 21 year history in print. However it will now also be able to offer rich media, such as videos with clinical presentations, endoscopy and ultrasound recordings, diagnostic and surgical techniques, interviews with experts, conference presentations as well as slide shows, interactive quizzes, surveys and animations.
The frequency of publication has also been increased, from three to four issues per year, including one special issue.
The EJCAP online is available in two languages - English and Spanish. More languages are planned in future.

Clinicians at the Queen Mother Hospital for Animals at the Royal Veterinary College have become the first team in the UK to successfully treat acromegaly in a cat with hypophysectomy surgery.
According to the RVC, this make it the first centre in the UK, and only the fourth in the world, to offer this procedure. The patient groups that might benefit from this RVC-exclusive procedure include cats and dogs with non-functional pituitary tumors, cats and dogs with hyperadrenocorticism (Cushing's disease) and cats with acromegaly or hypersomatotropism.
The RVC says removing the pituitary gland and the associated tumour which causes acromegaly or hyperadrenocorticism is the gold standard treatment in humans suffering from these diseases since it offers the greatest chance of a complete cure for the disease.
Prior to the RVC offering surgical treatment, the only treatment options available for acromegalic cats in the UK were radiation therapy or simply treatment of the resulting diabetes mellitus. The latter can prove extremely difficult and frustrating and the former unpredictable, unreliable and/or ineffective. Even when a complete response to the radiation therapy eventually occurs, hormonal abnormalities usually persist.
Dr Stijn Niessen, leading the hypophysectomy team at the Royal Veterinary College, said: "I'm extremely proud to be able to offer this unique surgery for the first time in the UK at the RVC. As a relatively new and innovative procedure in veterinary medicine there are risks involved, as is recognised with every form of neurosurgery of this level. However, despite these risks, this surgery does offer owners a chance for the best possible result for their pet using a single procedure. Hypophysectomy therefore represents the most elegant treatment method currently available enabling complete removal of the brain tumor and normalisation of damaging excessive hormone levels that are causing hormonal diseases like acromegaly and hyperadrenocorticism.
"Especially when a pituitary tumor is diagnosed late, the alternative treatment method of radiation therapy might well take too long to take effect and devastating neurological signs might occur due to the pressure of the pituitary tumor on the surrounding brain. In such cases, hypophysectomy can make an instant difference in relieving that pressure. However, in general, we would advocate the procedure to be considered as soon as possible following diagnosis, thereby preventing the animal's body from becoming more and more negatively affected by the excessive hormone levels associated with pituitary diseases like acromegaly and hyperadrenocorticism."
Dr. Niessen, a European Veterinary Specialist in Internal Medicine with research interests in diabetes and endocrinology and world-expert in acromegaly, will be selecting the patients suitable for the new treatment, preparing them for surgery and managing the aftercare programme. The longer-term aftercare programme will include hormone replacement treatment administered through eye-drops (usually temporarily) and tablets (permanent) to manage the hormone production lost through removal of the pituitary gland.
The surgery itself will be performed by Patrick Kenny, a European and American Specialist in Veterinary Neurology and Neurosurgery.
The RVC says the surgery would not be possible without the multidisciplinary approach at the Queen Mother Hospital for Animals, which includes the Internal Medicine, Neurology and Neurosurgery, Diagnostic Imaging, Anaesthesia and Emergency and Critical Care teams as well as a team of highly qualified nurses.
To support ongoing research in this field, the Royal Veterinary College is offering free blood tests for all diabetic dogs and cats which include fructosamine evaluation and screening tests for the presence of acromegaly in cats. Cats that record high hormone levels indicative of acromegaly will qualify to undergo a free CT scan for confirmation. If acromegaly is confirmed, all possible treatment options will be discussed with the client, including the hypophysectomy procedure. A Europe-wide survey has found that speed and accuracy are the key features that farm animal veterinary surgeons and farmers want from diagnostic tests
More than 334 individuals from 8 countries were asked about their current usage and knowledge of diagnostics, and asked what they would like to see in the future. Greater accuracy was the number one need among veterinary surgeons, mentioned by 37%, followed by more speed (22%); cost savings (16%) and greater confidence in the results (8%) were other features that they would like to see improved.
The survey, which was commissioned by global biotechnology company Life Technologies, showed that most test results are currently available in one to three days, but still a significant proportion have to wait three to six days for results (39%) or even more than six days (20%). Only 10% currently get their results within 24 hours.
Although many of the vets were aware of modern molecular diagnostics tests such as PCR (polymerase chain reaction) which generally offer quicker results than culture testing, most did not know which were used most often. The vast majority of farmers were happy to leave the decision on type of diagnostics test to their veterinarian.
Frederic Bar, Sr. Marketing Manager EMEA at Life Technologies said: "The results show that veterinarians are looking for the speed and accuracy that modern molecular diagnostics, such as PCR, can provide, but this technology is still not being used as widely as it could be."
"One way in which veterinarians could get faster, more accurate-results would be to specify PCR when they submit samples to diagnostic laboratories.
"Diagnostics have really moved on in recent years and the modern tests can give very reliable results, often in just one day, so veterinarians and farmers can make herd health decisions more quickly."
The survey found that BVD, IBR and MAP tests were the most commonly used in cattle, while PRRS, Influenza A and Salmonella topped the list for swine. For sheep and goats, Salmonella, MAP and Chlamydia were the most frequently mentioned tests; for horses, EHV, equine infectious anaemia and Salmonella were most common. Avian influenza was by far the most commonly tested disease in poultry.

Edinburgh-based charity the Global Alliance for Livestock Veterinary Medicines (GALVmed) has announced three drug discovery contracts in an effort to combat animal African Trypanosomosis (AAT), a disease which is estimated to cost Africa US$5billion a year.
Animal African trypanosomosis, transmitted by the tsetse fly, is a parasitic disease which affects livestock, resulting in a chronic illness which often ends in death. An estimated 50 million cattle and 70 million sheep and goats are at risk, with around 3 million cattle dying annually from the disease.
AAT causes economic losses in livestock, reducing meat and milk production and leaving animals so weak they are unable to help cultivate land. It affects over 10 million square kilometres of fertile land spread across nearly 40 countries in Africa and therefore has a huge impact on food and nutritional security and livelihoods across the continent.
The drugs that are currently used were developed in the 1950s and 60s and drug resistance is now a commonly reported problem. With few other options available, these drugs are the most important method of controlling the disease.
In May 2011 the Department for International Development (DfID) awarded GALVmed 30 month grant for £8million to facilitate the development of drugs, diagnostics and potential vaccines for the control of AAT.
The first contract was awarded to Anacor Pharmaceuticals Inc., a California based biopharmaceutical company established in 2002.
As part of a Drugs for Neglected Diseases Initiative (DNDi) supported project, Anacor and their partners discovered a series of compounds to combat the human form of AAT, Human African Trysanosomsis (HAT). A number of compounds produced under this programme have properties which could make them suitable for the treatment and prevention of animal AAT. These relevant compounds will now be screened for efficacy and safety under the GALVmed contract.
The second and third contracts have both been awarded to the College of Life Sciences at the University of Dundee, one of Europe's top-ranked universities for life science research.
Dr Kevin Read, who is Head of Drug Metabolism and Pharmokinectics at the drug Discovery Unit is leading a piece of drug discovery and development research, which aims to develop new drugs for the treatment and possible prevention of AAT in cattle, and also a diagnostic test for use in the field. This builds on the university's work on HAT and drugs that were unsuitable for human treatment are now being re-evaluated as potential drugs for cattle.
Dr Read said: "I am very excited to be working in partnership with GALVmed to apply our extensive drug discovery expertise in HAT to identify and bring forward new potential drugs for the treatment and prevention of AAT. The new project offers an exciting opportunity to reposition compounds showing great promise for the treatment of first stage HAT into AAT, thus improving food security in some of the poorest countries in sub-Saharan Africa."

Electoral Reform Services (ERS), the independent body that carries out the Royal College of Veterinary Surgeons' Council election, has offered reassurance that the election was fair, in spite of a number of voters being sent duplicate ballot papers.
According to the College, ERS designs and prints the ballot papers, and receives back votes via the post, internet and text message, but it does not distribute the ballot papers: this was carried out by a separate mailing house contracted directly by the RCVS. Although the exact number of voters who received duplicate papers is not known, it may have been up to 289, as that was the shortfall of voting papers at the mailing house.
ERS carried out a review of voting patterns, including issues such as multiple votes coming from a single IP address, and concluded that it was not possible to say there had been instances of dual voting. Even in the small number of cases where there was a suggestion of dual voting, if those particular votes had been discounted it would not have affected the outcome of the election.
In a letter to the College, Adrian Wilkins, ERS Senior Consultant said: "Our view is... that although a number of members were sent two ballot papers, there is no firm evidence of fraud, and that the result is an accurate reflection of the views of the members of the Royal College. Our recommendation is consequently that the result should be declared as per our election report of 30th April 2012."
As a consequence, the RCVS returning officer, Gordon Hockey, Acting Registrar, declared the election results on 30 April.
The RCVS has announced that its former President, Professor Sandy Trees, will be appointed to the House of Lords as a non-party-political (cross-bench) peer, following recommendation by the House of Lords Appointments Commission.
Professor Trees, who was President of the RCVS in 2009-2010, has served on the College Council for 12 years. He becomes only the second veterinary surgeon to take a seat in the House of Lords, joining Lord Soulsby of Swaffham Prior.
Professor Trees said: "This is a great honour, and a wonderful opportunity. I look forward to the prospect of ensuring that legislation relating to animal health and welfare is fit for purpose, but I also feel that veterinary surgeons have a great deal to offer society more broadly, and I will relish the opportunity of raising the profile of the profession and what it can contribute.
"Beyond the immediate veterinary sphere, my areas of experience include science, the environment, education, middle eastern politics and tropical medicine, so I hope to be able to contribute to the work of the House of Lords on many fronts."
Dr Jerry Davies, RCVS President, said: "I am delighted to hear that Professor Sandy Trees has been appointed to the House of Lords. I know that he will not only represent the profession on all matters of veterinary science, veterinary education, animal welfare and public health, but as a cross-bencher, he will also bring a breadth of experience to bear on issues outside the immediate interests of our profession. He is a well informed and articulate advocate of whom the profession can be rightly proud."
The BVA also welcomed the appointment. BVA President Carl Padgett said: "The British Veterinary Association is absolutely delighted at Professor Trees' appointment to the House of Lords. He will bring a wealth of experience and scientific expertise into the political arena, not only in the fields of animal health and welfare but also public health, where he has particular knowledge and experience.
"We are pleased that the value of veterinary input in legislative debate has been recognised by the Appointments Commission.
"We are also proud that Professor Trees will be formally opening this September's BVA Congress in Liverpool where he inspired two generations of vets through his teaching and research, and we look forward to working with him to deliver a healthy future for animals, vets and the country."
MSD Animal Heath has launched a new dispensing pack to help veterinary practices develop retail sales for Cosequin DS, the joint supplement for pets.
The new dispensing pack, which doubles up as a display pack, contains 300 chews foil-wrapped for extra freshness in 30 packs of 10 strips, allowing Cosequin to stand in the waiting room or on reception.
The new pack, available now in wholesalers, replaces the previous 90, 120 and 180 DS chewable tablet pack sizes.

The British Veterinary Association has launched a survey of its members: "Your BVA, Your Say".
The focus of the research, which will take place throughout June and July, is to measure and evaluate the levels of satisfaction BVA members have with the Association and examining the value members place on BVA's representative role and benefits package.
A selection of members will be contacted by the external research agency Research by Design to take part in in-depth interviews to explore key themes of the research. Members who are currently practising and those in their final year at veterinary school will then be asked to complete an online survey.
Ahead of the research BVA is urging members to check that the Association has their most up-to-date contact details by visiting the member area of the website www.bva.co.uk/member or contacting the membership team on 020 7908 6350.
The results of the research will be used to develop and adapt BVA member services, activity and communication to ensure the Association meets members' requirements throughout their careers.
BVA President Carl Padgett said: "Our members are at the heart of everything we do, so it is essential we hear directly what our members think about, and want from, their Association.
"I'd like to encourage members to find time to contribute their ideas and opinions which will shape the future direction of the BVA. This is the chance to really make a difference to the Association."
The Feline Advisory Bureau (FAB) has announced the winners of four 'Easy to Give' Awards, given to the makers of veterinary medicines designed to be easy to administer to cats.
Claire Bessant, FAB's Chief Executive, said: 'Medicating cats is notoriously difficult. It is, therefore, always a pleasure to be able to reward companies who have made great efforts to make their products easier to administer to cats'.
The 2012 FAB Easy to Give Award winners were:
ALSTOE: Therios - The antibiotic cephalexin as a palatable tablet that can be split easily for accurate dosing in cats.
VIRBAC: Effipro - A spot-on preparation for the treatment of fleas, ticks and lice. The new transparent pipette prevents spillage and ensures a complete dose is given. An image of a cat appears on each pipette, so that if one is separated from its packaging it is still clear for which animal the product is intended.
NOVARTIS: Atopica - A treatment for allergic dermatitis that comes in solution form and can be given in food or directly into the cat's mouth. The specifically-designed syringe dispenser allows accurate dosing.
