According to a report in last weekend's Mail on Sunday, documents leaked from Defra have revealed proposals for a range of measures designed to reduce the risk from dangerous dogs.

The first of these looks like being a bit of a non-runner. Aside from the subjective nature of deciding what makes a competent owner, the cost is disproportionate to the size of the problem: 703 convictions for dangerously out of control dogs in 2007. The other two seem long overdue.

I can just see new dog owners forced to walk their dogs with L plates whilst waiting to take the test. I think 60% of my clients would fail the test anyway!
Surely most dog owners (at least our clients) already carry the necessary insurance on their house insurance policy.I can just see the "pet dog inspector" asking to check the insurance policy and microchip of some of the gangs in our cities. As always this is a money raising exercise on the honest whilst the dishonest get away with everything - again!
