The plenary speaker was Professor Rory O’Connor, Chair of Health Psychology at the University of Glasgow’s Institute of Health & Wellbeing whose talk: "When it is darkest: understanding suicide risk" opened the day with an outline of his 25 years of work looking into suicide prevention.
Rory discussed his recent investigation into the impact of the Covid-19 pandemic on people’s mental health and wellbeing, and how to reduce the risk of suicidal ideation turning into suicidal action.
He said: “In the last 10 to 15 years there has been an increased focus in particular on psychological and psycho-social interventions for helping people who are suicidal.
"Although suicide is complex, interventions, even brief interventions, can be effective.”

Mrs Mullen faced four charges against her.
The first was that she failed to provide information to her clients about her practice OOH provision.
She was also charged with discharging a Labrador, called Cleo, that was unfit to be discharged following spay surgery, with an inadequate abdominal dressing and inadequate information given to the dog's owners regarding complications from surgery, the risk of post-operative haemorrhage and arrangements for out-of-hours care, as well as failing to make adequate clinical records.
The third charge alleged that she had failed to obtain informed consent for anaesthesia/ surgery performed on an English Bulldog, called Boycie, from his owners, failed to ensure the dog had adequate monitoring whilst recovering from anaesthesia, failed to offer an adequate range of overnight care for the dog, left the dog alone overnight when it was not in a fit condition to be left, failed to provide information to its owners on post-operative care at home and out-of-hours emergency arrangements, and failed to make adequate clinical records relating to its treatment.
Finally, she was charged with failing to have Professional Indemnity Insurance (PII) or equivalent arrangements in place or failing to provide details of it, failing to respond to requests regarding her continuing professional development records and failing to respond adequately to reasonable requests from the College for details and documents regarding her treatment of the two dogs.
Mrs Mullen indicated to the RCVS before the hearing that she would not be engaging with the disciplinary process.
The Disciplinary Committee therefore granted the RCVS permission to proceed in her absence on the basis that Mrs Mullen had made it clear that her absence from proceedings was deliberate and voluntary, that there was no indication she would attend any future hearing if it was adjourned and that the charges were of sufficient seriousness that it was in the interests of animal welfare to proceed with them.
The Committee heard evidence from a number of witnesses including the animals’ owners, an expert veterinary witness and College staff.
In the evidence, the Committee heard that the Labrador had died while undergoing treatment at another veterinary practice from complications arising from blood loss following Mrs Mullen’s surgery.
The Committee also heard that the English Bulldog had suffered brain damage and had lost its sight due to post-operative hypoxia, although it had otherwise recovered.
Having heard all the evidence, the Committee found all the charges against Mrs Mullen proven.
The Committee then went on to consider whether the proven charges amounted to serious professional misconduct.
In doing so it considered the aggravating factors, including that there was actual injury to animals, that the misconduct was sustained and repeated over a period of time, that the conduct directly contravened advice issued by the RCVS, and the blatant disregard of the RCVS’s regulatory role.
It also considered that Mrs Mullen had previously been suspended from the Register by the Disciplinary Committee for two months in April 2017 for failing to have Professional Indemnity Insurance arrangements in place.
It considered that there were no mitigating factors in the case and accordingly found serious professional misconduct in relation to all the proven charges.
The Committee then considered what the most appropriate sanction would be.
Judith Way, chairing the Committee and speaking on its behalf, said: “Animal welfare lies at the heart of the veterinary profession.
"The Committee considers that [Mrs Mullen’s] treatment of Cleo and Boycie constitutes a breach of this fundamental tenet of the profession.
"Other serious findings of disgraceful conduct against [Mrs Mullen] are her failure to provide informed consent, failure to provide details about out-of-hours cover, failure to have in place Professional Indemnity Insurance (PII), continuing professional development (CPD), and failure to respond to the College’s request for information.”
The Committee considered that the conduct was so serious that the only means of protecting animal health and welfare and public confidence in the profession was to direct the Registrar to remove Mrs Mullen’s name from the Register of Veterinary Surgeons.
Judith added: “The Committee considers that [Mrs Mullen] has displayed a persistent lack of insight into the seriousness of her actions or their consequences.
"The Committee considers that [Mrs Mullen’s] conduct raises serious clinical concerns, shows disregard of obligations in relation to out-of-hours care, indicates deficiencies in making decisions, demonstrates an obstructive attitude to her regulator and creates a potential risk to patients.
"She has not engaged with the regulator, she has not demonstrated insight into her misconduct, has learned nothing from her previous suspension in relation to PII, and has done nothing to remediate her disgraceful conduct.
"There is no evidence that [Mrs Mullen} has complied with any of her obligations in relation to CPD."
“In the view of the Committee, if [Mrs Mullen] were permitted to remain on the Register, there would be a serious risk of harm to animals. She has demonstrated a reckless disregard for the obligations of a registered veterinary surgeon.”
Mrs Mullen has 28 days from being informed of the Committee’s decision to lodge an appeal with the Privy Council.

The dispensation was originally introduced during the spring 2020 lockdown to safeguard animal health and welfare, the health and safety of the veterinary team, and public health, by allowing prescriptions to be made by veterinary surgeons without their having first physically examined the animal, subject to conditions and safeguards.
The RCVS says the Committee considered the ongoing challenges posed by Covid-19 and recognised that staff absences due to isolation requirements were still causing issues.
However, given the relaxation of the requirement to work from home in England, Scotland and Northern Ireland and relaxation of restrictions generally across the UK, the Committee felt it was time to end the dispensation.
Chair of the Standards Committee, Dr Melissa Donald MRCVS, said: “The safety and wellbeing of veterinary professionals, as well as the health and welfare of the animals they care for, have remained uppermost in our minds when considering this temporary position on remote prescribing.
“We are pleased to have been able to support the professions through a very difficult time by introducing this dispensation, however, it was only ever a temporary measure and, given the relaxation of restrictions across the UK, we feel the time has come to revert to our usual guidance.
“We will continue to keep the position under review in light of any changes, including governments’ advice and regulations, as we have throughout the pandemic.”

Annual renewal fees for veterinary surgeons will remain at the same level as in 2021: £364 for UK-practising members, £182 for members practising outside the UK and £60 for non-practising members.
The removal of the alternative fee payment arrangements means there will no longer be the option to pay in instalments and the fee needs to be paid in full by the usual deadline of 1 April.
RCVS Treasurer Niall Connell said: “We understand that many veterinary surgeons and veterinary nurses will have been impacted financially over the last couple of years, and we appreciate that this has been a very difficult time for the professions.
"We are pleased that we are able to keep fees static for a second year running, whilst maintaining a strong programme of strategic projects that help to set, uphold and advance standards within the professions.”
Dr Botes faced a total of nine charges against him, relating to performing (or recommending) inappropriate total hip replacements on five dogs without adequate investigation and without getting informed consent from the owners.
One of the charges also related to a failure to keep adequate, clear and detailed clinical records in relation to the five dogs.
Dr Botes denied the first two charges which were later dismissed because the owner did not attend the hearing and counsels agreed that it would not be in the public interest to pursue them.
Dr Botes admitted the other seven charges and that they amounted to serious professional misconduct, and they were therefore found proven by the Committee.
In considering whether the charges amounted to serious professional misconduct, the Committee considered an expert report from Professor John Innes, RCVS Specialist in Small Animal Surgery (Orthopaedics) and Mr Midgley, RCVS Advanced Practitioner (Small Animal Orthopaedics).
Ian Arundale, Chair of the Committee, said: “In coming to its decisions, the Committee took into account Professor Innes’ opinions that it was not reasonable for Dr Botes to have carried out the THR without sufficient investigation into Kilo’s pain; that the THR undertaken in respect of Sora was not in the animal’s best interests; and that it was ‘entirely unnecessary’ to recommend the THR in respect of Penny.
"In addition, the Committee has found that both THRs performed in respect of Daisy were not in her best interests.
"Thus, in the Committee’s view, Dr Botes’ actions and omissions did not ensure the animals’ health and welfare.”
The Committee took into account that the THRs in question were a source of financial gain, that Dr Botes’ conduct was repeated over a considerable period of time and that he was in an increased position of trust and responsibility because of perceived expertise in small animal orthopaedics and its education.
However, the Committee took into account, as a mitigating factor, that Dr Botes has indicated some insight into some aspects of the charges in his written communications to the College, in his witness statement dated 29 December 2021, and in his admissions at the start of this inquiry.
The Committee then considered what would be an appropriate and proportionate sanction, hearing from several character witnesses including Dr Midgely, who was put forward as Dr Botes’ proposed supervisor if the committee agreed to a postponement with undertakings.
When making their decision, the Committee took into account the fact that Dr Botes had been suspended from the Register in 2008 for six months for serious professional misconduct over the care of a dog that had been involved in a road traffic accident.
The Committee considered a postponement of judgment with undertakings, which was submitted by Dr Botes’ counsel.
However, the Committee took the view that a postponement would not be appropriate because the failings were not in limited aspects of practice but were wide-ranging, covering the fundamental requirements of any veterinary surgeon.
In the Committee’s view, this would mean nothing less than direct supervision, where Dr Botes’ practice was directly monitored on a day-to-day basis would be sufficient to protect animals, clients, and to uphold the wider public interest.
It would be impracticable to formulate undertakings capable of effectively addressing these issues.
The Committee also noted that the disgraceful conduct was serious and there was a pattern of sustained and persistent misconduct.
The Committee therefore did not believe that no further action, a reprimand or a warning were appropriate or proportionate outcomes.
The Committee also considered whether suspension was appropriate but concluded that there was a real risk of repetition of the behaviours outlined in the charges, and so the Committee was unable to conclude that Dr Botes would be fit to return to practice after a period of suspension.
The Committee therefore decided to direct that Dr Botes should be removed from the Register indefinitely.
In coming to this decision, the Committee carefully applied the principle of proportionality and took into account the impact of such a sanction on Dr Botes both professionally and financially, and took into account his witness statement in this regard.
Ian Arundale added: “In light of the gravity of the conduct, and all of the factors taken into account, any lesser sanction would lack a deterrent effect and would undermine public confidence in the profession and the regulatory process.
"Removal was the only appropriate and proportionate sanction.”
Dr Botes has 28 days from being notified of his removal from the Register to lodge an appeal with the Privy Council.

Having sold Belgravia House – its Westminster offices since 1995 – to a private investor in March 2021 for £14.5m, RCVS Council agreed the purchase of the new building for £20.5m.
The additional cost has been funded from College reserves.
The new building is a converted Victorian warehouse with open-plan office space spread across six floors.
The new premises are large enough to accommodate more staff and for the College to host more meetings and events.
Alternatively, the space can be used for greater social distancing and hybrid working if needed.
The College says any unwanted space can be rented out.
Two existing tenants will continue to lease office space at the premises for the time being and some refurbishment work will need to be completed before the College and RCVS Knowledge teams can start moving in.
Following Council’s earlier decision to terminate the lease on Belgravia House at the end of March 2022, RCVS staff will continue to work either remotely, or in temporary office space leased from the workplace provider, WeWork, in Chancery Lane.
The College says this arrangement offers a significant saving over leasing back Belgravia House.
Chief Executive Lizzie Lockett said: “Like any property purchase, it has been an extremely long and difficult journey to get to this point, with many challenges to navigate along the way, but I am delighted that we are finally able to announce our new home.
“Whilst we will have to wait a while longer before we can enjoy everything 1-2 Hardwick Street has to offer, we are very much looking forward to welcoming members of the professions to visit our new offices, and being able to host a variety of meetings and new events there for them.
Mandisa qualified from the Royal (Dick) Vet School in Edinburgh in 2008 and has since spent much of her career working in emergency and critical care.
She served as the first black president of the RCVS in 2020/21 and has also worked for Harper Adams University as a lecturer in veterinary sciences.
Mandisa will replace Laura Playforth, who is joining IVC Evidensia as group QI director, on the Vets Now board.
She said: “I’m delighted to be joining the Vets Now family at such an interesting and challenging time for the veterinary professions.
“I look forward to working together through innovative approaches to ensure our teams continue to deliver the highest standards of clinical care and client services.”
The reports summarise the results of two surveys that were conducted between July and August last year.
Of the 28,718 veterinary surgeons who were sent the survey, 22% fully completed and submitted the questionnaire.

Around 40% of veterinary surgeons and over 40% of veterinary nurses said they had experienced concerns for their personal safety aside from catching Covid.
These safety concerns mostly related to client interactions at the practice either during the day or out-of-hours.
Many respondents experienced conflict between their personal wellbeing and professional role, and found it difficult to juggle their work and caring responsibilities.
Many respondents also said their mental health was adversely affected by the experience of working during the pandemic.
A large majority of respondents said they had personally seen an increase in caseload due to new animal ownership.
Lizzie Lockett, RCVS CEO, said: “While many of the results of the survey may not be especially surprising and confirm what we have already been told anecdotally, it is very important that we have this hard data to hand on the overall impact of the pandemic on individual members of the professions.
“These two reports complement the six surveys that we have conducted with veterinary practices on the economic impact of the pandemic to give us as clear and holistic a picture as possible about the challenges that the professions and the veterinary sector as a whole have faced since March 2020.
"This not only provides a useful historical snapshot, but builds an evidence base to inform future temporary changes should the pandemic continue into more waves, or should future such crises arise.
“The results of the two individual surveys make it clear it has been a tough time for the professions.
"A good proportion of respondents also acknowledged that positive developments have come from the past two years, including the way the profession has demonstrated remarkable resilience, flexibility and adaptability, as well as forging a stronger team spirit under such difficult circumstances.
“However, a large number of both vets and vet nurses who responded said that the experiences since March 2020 have left them feeling more pessimistic about veterinary work and their place within it.
"I would like to reassure members of the veterinary team that the RCVS is aware and understands.
"We tried throughout the pandemic to support the professions with relevant temporary guidance changes, and we are now working with a range of stakeholders on critical issues such as the workforce crisis, which has been in part caused by Covid.
"We are also developing tools, training and resources to support the professions, via our programmes such as RCVS Leadership and Mind Matters.”

The College says the online library, which is free to access, aims to encourage people to develop their leadership skills, regardless of what stage of their career they are at.
The Library has a range of materials that learners can work through at their own pace, including presentations, interviews, videos, blogs, articles and webinars on key leadership topics such as Delegation Skills, Difficult Conversations and Inclusive Leadership.
The RCVS Leadership Team will be adding more content to the library, and the profession will have opportunities to suggest topics that they would like to learn more about.
Gurpreet Gill, RCVS Leadership and Inclusion Manager, said: “In terms of veterinary CPD, importance often tends to be placed more on clinical and technical capabilities, but leadership skills are a critical aspect of every veterinary practice and organisation.
“It is also assumed that leadership is a condition of status or position, but this is not necessarily the case.
"Leadership is an everyday practice that is applicable to everyone, regardless of their role.
"The Leadership Library provides learning opportunities for anyone looking to develop and reflect on their leadership skills, which will also count towards the annual CPD requirement.”

Mr Samuel had been removed from the Register in 2018 for causing unnecessary harm to numerous animals.
After being tried and convicted of several animal welfare offences alongside his former partner at Leeds Magistrates Court, Mr Samuel was sentenced to 12 weeks’ imprisonment, suspended for 12-months on the condition that he did 150 hours of unpaid work.
He was also ordered to pay a £100 fine and subjected to a disqualification order under the Animal Welfare Act for three years.
Mr Samuel’s application for restoration was based on the facts that he accepted the seriousness of his actions and that he did not challenge the DC’s 2018 decision.
The Committee also heard evidence that since his removal from the Register, Mr Samuel - who had run a first opinion veterinary practice for nine years prior to being struck off - has undertaken 340 hours of work experience with other veterinary surgeons and 20 hours of CPD.
Dr Samuel was represented by Counsel who outlined in his submissions to the Committee how Dr Samuel’s former partner had sole responsibility for the animals and that she was involved in rehoming dogs and cats and that their relationship was ‘stressful’, that this made Dr Samuel neglect his professional obligations, and that Dr Samuel was now in a different relationship and his life had been ‘transformed’ since his conviction.
The College opposed Dr Samuel being restored to the Register.
Ms Curtis, Counsel on behalf of the College, submitted to the Committee that Dr Samuel continued to represent a risk to the welfare of animals and that to allow him to be restored to the Register would undermine public confidence in the profession.
She explained that even though his sentence and Animal Welfare Act Disqualification Order had come to an end, and he was now legally able to own animals, this should not be equated with him now being fit to return to the Register.
Dr Austin Kirwan MRCVS, chairing the Committee, and speaking on its behalf, said: “Where a veterinary surgeon has shown himself to be capable of such indifference to the welfare of multiple animals, there remained, in the Committee’s view, a real risk of that indifference manifesting itself again.
"A registered veterinary surgeon is entrusted with the care of animals, often when they are at their most vulnerable, and sometimes for prolonged periods of time.
"Given the nature of the animal welfare offences committed by Dr Samuel, the Committee considered there would be a real and significant risk to animals if the high level of responsibility and trust that comes with registration were returned to him.
“For a veterinary surgeon, conduct involving neglect of animals is at the highest end of the spectrum of serious professional misconduct.
"For the reasons outlined above, the Committee considered Dr Samuel continued to represent a risk to animal welfare and thus allowing him to be restored to the Register would seriously undermine public confidence in the profession.
"For all these reasons the application to restore Dr Samuel to the Register is refused.”
Lizzie Lockett, RCVS CEO, said: “It’s clear that there are a number of workforce issues affecting the professions, such as high vacancy rates that employers are struggling to fill and a resultant increase in pressure on the professions in terms of caseload and hours worked, together with an increase in the number of people choosing to leave the professions.
“While many of these issues are long-standing, and due to complex and multifactorial reasons, the scale of the problem has been exacerbated by three things: the UK’s exit from the EU and the impact this has had on overseas registrants; the ongoing impact of the pandemic in areas such as staff absence and burnout; and an increase in demand for veterinary services.
The reports were published in advance of the College's Workforce Summit, held at the end of November to discuss potential solutions to the problems.

A further report of the Workforce Summit is expected in due course, which the College says will include an action plan with commitments from a range of stakeholders.
Chair of the Standards Committee, Dr Melissa Donald, said: “We were very aware of the likelihood that both practice staff and clients will increasingly have to isolate over the coming weeks due to direct infection or positive contacts, particularly with the rise in cases amongst school children.
“Added to this, we know there are already workforce pressures across the profession, which will be exacerbated by reduced staffing levels over the Christmas and New Year period.
“We therefore felt it was appropriate to reintroduce these temporary remote prescribing measures at this time to help relieve pressure on practising professionals, and to provide them with the means to continue to look after the health and welfare of their patients in all circumstances.”
As before, the temporary dispensation is subject to the specific guidance found in FAQ4 (www.rcvs.org.uk/covidfaq4), including that veterinary surgeons must be able provide a 24/7 follow-up service involving physical examination, for example where the animal does not improve, or suffers an adverse reaction, or deteriorates, subsequent to the remote prescription of medicines.
The Committee agreed that the position should be reviewed in February 2022 at its next meeting.

The College sold the premises in March this year, with an option to lease it back for up to two years, giving time for Council to consider the future building requirements of the organisation and how they might have changed following the coronavirus pandemic.
Following easing of government restrictions this summer, the RCVS says that Council members and staff have started using the building for some meetings and day-to-day working, but occupancy has not yet returned to pre-pandemic levels.
RCVS Council therefore agreed at its meeting earlier this month that there is now a clear financial benefit to moving out at the first opportunity under the existing terms of lease.
Lizzie Lockett, RCVS Chief Executive, said: “As we all gradually emerge from the restrictions of the past 18 months, one of the things we, as an organisation, have learned from the pandemic is that we can cope well with remote and hybrid working, whilst continuing to provide a high level of service to the professions and the animal-owning public.
“Retaining the use of our current offices over the last few months has certainly helped us to do this, but our Estates Strategy Group recommended to Council that there was now little to be gained and much to lose financially if we continued to lease Belgravia House for another year.”
“In the coming weeks, we will be drawing up detailed plans for the safe removal and storage of our effects, including the library, historical collection and archives, which are maintained by RCVS Knowledge.
"To support the team until we can move into a permanent building, we will hire serviced office space and meeting rooms around London and elsewhere in the UK as and when we need them.
“We also plan to take Council meetings ‘on the road’ over the next 12 months to enable Council members to engage with more veterinary surgeons and veterinary nurses around the country.
“Meanwhile, we remain fully committed to the purchase of a new permanent London home for the RCVS and are seeking a building that not only meets the needs of the professions both now and well into the future, but also aims to be a sound financial investment for the College in the years ahead.”
The webinar, ‘Dealing with Difficult Situations’ will take place on Tuesday 7th December at 7.15pm and will feature veterinary surgeons who themselves recently joined the Register giving examples of challenging situations they faced, how they dealt with them, what they learned and how it changed the way they practise.
Gemma Kingswell, RCVS Head of Legal Services (Standards), said: "We recognise that starting in your first job as a veterinary surgeon is very exciting, but that the first few months in practice can be daunting too as you encounter challenging situations for the first time.
“This webinar aims not only to provide some practical guidance on how to deal with difficult situations in a pragmatic way should they arise, but also provide some reassurance that you are not alone in facing them.
"The webinar will also explore how the speakers have reflected on the difficult circumstances they have encountered in order to build up the knowledge, confidence and resilience to deal with similar situations in the future.”
Among those sharing the situations they’ve encountered are: Izzy Hocking, Hannah Prestwood and Bolu Eso.
They will be covering topics including the provision of pragmatic care, how to have difficult conversations with clients and how to handle client confidentiality.
Gemma will then explore the scenarios further in relation to the Code of Professional Conduct and what it says about how best to handle such difficult situations.

The College says the consultation, which closes on 22nd December, reflects its commitment to keep reviewing its requirements for newly-qualified VNs to ensure they remain up-to-date and reflect the standards and expectations of current veterinary nursing practice.
Participants will be asked to comment on a proposed new set of requirements, which is divided into three parts:
Day One Competences: the minimum essential competences that the RCVS expects all student veterinary nurses to have met when they register, to ensure that they are safe to practise on day one.
Day One Skills Lists: the essential clinical skills that veterinary nurses are expected to possess on entering clinical practice.
Professional behaviours and attributes: this encompasses the behaviours newly-qualified veterinary nurses are expected to demonstrate on entering the profession.
Julie Dugmore, RCVS Director of Veterinary Nursing (pictured right), said: “With this consultation we want to gain an effective representation of what the professions desire from future RVNs in term of their range of skills and knowledge and professional behaviours from their first day in clinical practice.
"Any feedback we receive on the proposed new requirements will be vital in helping to ensure that student vet nurses receive the appropriate education and training, and that our RVNs are fully prepared and armed with what is necessary to thrive in and add value to current veterinary clinical practice.
Once the consultation is complete, the responses will be reported to the working group, which will then have a final opportunity to amend and agree the proposals, before being submitted to VN Council for consideration.
The aim is that VN Council will agree to the new version of the requirements in its February 2022 meeting.

The College says the reforms will make for a clearer and more streamlined process, and offer an alternative, more compassionate way of resolving cases that might otherwise go to a full Disciplinary Committee hearing.
The College will now establish ‘Stage 1 Preliminary Investigation Committees (PICs)’ to replace the current Case Examiner Group stage of the concerns investigation process.
Eleanor Ferguson, RCVS Registrar, said: “Setting up Stage 1 PICs will streamline and clarify the early stages of the concerns investigation process and could also potentially, once sufficiently bedded in, reduce the amount of time taken for a number of cases.
“Currently, Stage 1 of a concerns investigation is carried out by a Case Examiner Group who determine if there is an ‘arguable case’ for serious professional misconduct before referring it on to the Preliminary Investigation Committee.
"However, under these reforms, the Stage 1 PICs will close cases where there is no realistic prospect of finding a case of serious professional misconduct.
"Where cases require formal statements and/or expert opinion they will be referred on to Stage 2 PIC to determine if, based on the additional evidence gathered, a case is serious enough to warrant referral to either the Charter Case Committee [see below], or a full, public Disciplinary Committee hearing.
“In essence this change means that there will be one consistent threshold of seriousness in all our investigations, meaning it is likely that fewer cases will be unnecessarily referred to Stage 2 of the process.”
The second reform involves the implementation of the new ‘Charter Case Protocol’ to provide an alternative way to resolve suitable cases meeting certain criteria which, though they meet the threshold to go to the Disciplinary Committee, it is considered that the public interest can still be served without a full hearing.
The ‘Charter Case Committee’ to which these cases will be referred will be able to issue written warning notices.
Eleanor added: “The establishment of the Charter Case Protocol and Committee is important for the RCVS in being able to get the balance right between upholding professional conduct standards and protecting animal health and welfare and public confidence in the professions, while also being a compassionate regulator.
“The type of cases we envisage being dealt with by the Committee are those where the conduct of the veterinary surgeon or veterinary nurse has fallen far short of what is expected of them under the Code, but where there is no ongoing risk to animal welfare or public confidence, and where the level of insight and contrition about their conduct is such that it can be resolved without the need for an onerous, stressful and expensive Disciplinary Committee hearing.
"We estimate that the Charter Case Committee will deal with around 20 such cases per year.
“Of course, the most serious cases of professional misconduct, for example around dishonesty and criminality, will continue to be referred to Disciplinary Committee hearings.
“It is worth noting that Charter Case Protocol and Committee are working titles, describing the fact that we are implementing this process under the remit of our Royal Charter.
"RCVS Council has agreed that the name should be changed in due course to something that better reflects its function and remit."
Unlike the Disciplinary Committee, the Charter Case Committee will not issue to the press the full details of cases as a news article.
Instead, it will publish a warning notice on the RCVS website summarising the area of concern, the relevant sections of the Code that were breached and supporting guidance it referred to, and the reasons for issuing the warning.
These warning notices will remain on the RCVS website for a maximum of two years and will not change the registration status of the individual.
The College says that the reforms are likely to take some months to implement and it will be looking to recruit additional Preliminary Investigation Committee members in due course.
The dispensation was brought in during the spring 2020 lockdown to safeguard animal health and welfare, the health & safety of the veterinary team, and public health, by allowing prescriptions to be made by veterinary surgeons without having first physically examined the animal.
Since it was brought in, the temporary dispensation has been under constant review and, in September, was extended to midnight on Sunday 31st October 2021.
Last week, the Standards Committee met and decided to end the dispensation, although it has put back the end date for the guidance to midnight on Sunday 21 November to allow sufficient time for veterinary practices to change their protocols and policies accordingly.
Melissa Donald, RCVS Junior Vice-President and Chair of the Standards Committee, said: “Due to a number of factors, including evidence that there has been a decline in the amount of remote prescriptions taking place, the Committee took the decision to end the dispensation, albeit with a three-week extension period to allow those practices that are still prescribing remotely to change their policies, inform their clients and so on.
“While the dispensation is ending, it is worth noting that it will still be kept under review in light of any changes in the circumstances around the pandemic, including government advice and regulations.”

The interviews give an insight into the career advice the interviewees got from their school, what steps they took to secure their place to study for their qualification, what hurdles they had to overcome and what can be done to address issues around the under-representation of some groups within the profession.
The College says the aim is to help inspire school age children to consider a veterinary career through frank conversations with role models who have chosen a vet or vet nursing career.
The first film is an interview with Rheanna Ellis, a 2021 Nottingham Vet School graduate who is now working as a veterinary surgeon at a West Midlands practice. In her interview she talks about her passion to become a vet from a young age, how she went about researching and preparing for her job, and the importance of perseverance.
To help promote the videos and the College’s ongoing work on diversity and inclusion, the RCVS has partnered with the official Black History Month campaign and website which will also be hosting the videos.
Many of the interviews have been carried out by Mandisa Greene, RCVS Senior Vice-President, who helped lead the RCVS Black History Month activities last year as the College’s first ever black President.
Mandisa said: “It’s important that we demonstrate commitment to diversity and inclusion and have a role in acknowledging and accentuating diverse voices within the professions. Throughout these video interviews I’ve had the opportunity to speak to some inspiring newly qualified and student veterinary professionals who are all clearly very passionate about supporting animal health and welfare.
“I hope that school children from all backgrounds who watch these videos will get the chance to see how rewarding and enjoyable a veterinary career can be and that they’ll be inspired to consider becoming a vet or vet nurse in the future.”
The RCVS will be publishing more video interviews on its YouTube channel through October and beyond.
The project was launched as a joint initiative between the RCVS and the BVNA in 2016. Its objectives included highlighting veterinary nursing as a career, encouraging more people into veterinary nursing, improving retention, expanding the scope of the VN role, and providing more opportunity for career progression.
The report begins by highlighting perhaps the biggest challenge facing the profession, that in 2019, 25% of veterinary nurses said they plan to leave the profession in the next five years, largely because of poor pay, because they don't feel sufficiently valued, lack of career opportunities and because of a poor work/life balance.
The main achievements of the project, which should certainly help with some of these issues, include:

Through the introduction of initiatives like the School Ambassador Development Programme and the introduction of the CertAVN, to name but a few, we have put in place steps to inspire the next generation of veterinary nurses and support the training and development of people currently working in the profession."

The work done by vetsurgeon.org and vetnurse.co.uk attempted to identify the sorts of unpleasant behaviour that veterinary surgeons and and nurses found themselves on the receiving end of, and the impact that it had on them. It was not, however, able to quantify the prevalence of these types of behaviour other than to the extent that there were 677 reports.
The new survey of over 650 vet nurses and student vet nurses found that not only did 96% agree or strongly agree that bullying and incivility is a serious problem in the profession, but 70% of respondents had personally experienced a mental health concern as a result.

The full findings of the survey will be revealed at the MMI Student Veterinary Nurse Wellbeing Discussion Forum, taking place on Wednesday 3rd November.
Attendees will have the opportunity to discuss the challenges highlighted in the survey and how they can be addressed. The results will also be published at a session led by Jill McDonald, VN Futures Project Coordinator at BVNA Congress, taking place Saturday 2nd – Monday 4th October.
Lisa Quigley, Mind Matters Initiative Manager, said: “A number of our survey findings are extremely concerning, particularly the high levels of bullying, incivility and discrimination reported by participants. We conducted the survey with the intention of finding out more about what systemic issues across workplace practices were impacting on the profession’s mental health.
"We want to thank everyone who took part and shared their experiences with us. There were some upsetting accounts shared with us about experiences of bullying and discrimination – no one should go through this at any point in their life, let alone at their place of work.
"Decisive action needs to be taken to tackle this and we will be using the findings of the survey to help form our 2022-2027 strategy and decide what resources and training we create for the profession. Supporting the wellbeing of veterinary nurses and student veterinary nurses is one of our key priorities, and will be part of all future MMI activities.”
“I would encourage as many veterinary nurses and student veterinary nurses as possible to attend the upcoming Student Veterinary Nurse Wellbeing Discussion Forum and our session at BVNA to have your voice heard about what steps need to be taken to improve the mental wellbeing of the profession.
"We recognise that these results may bring some difficult emotions to the fore for many people, and we would encourage anyone who has experienced bullying or discrimination to seek help from an organisation such as Vetlife or the National Bullying Helpline.
"I would urge anyone who witnesses bullying or discrimination in the workplace to speak out, wherever it is safe to do so. This takes immense courage, but it is only by calling out this behaviour that it can begin to be addressed. We will be launching Active Bystander training in early 2022, to equip people with the confidence to call out unacceptable behaviour, and the skills to proactively support colleagues who have been targeted.”
Matthew Rendle, Chair of the RCVS Veterinary Nurses Council, added: “As a veterinary nurse some of these results were a difficult read and I would like to thank those student vet nurses and newly qualified vet nurses who came forward with great honesty and bravery with their views and experiences, as it couldn’t have been easy.
“We take these matters very seriously and opening up the conversation is an important first step. I hope that, following these results, we can take look at things such as strengthening reporting mechanisms for bullying and discrimination and encouraging better workplace practices to mitigate against these incidents.
“While it’s easy to focus on the negatives, I do think that these survey results have given us positive steps to build on, not least that people know how to access mental health support so they’re not suffering in silence and the role that our amazing clinical coaches are playing in supporting people with their mental health, and how we can better give them the tools for this support.”
