Defra has announced the detection of Bluetongue (Serotype 1) (BTV1) in five imported cattle on a premises near Blackpool in Lancashire.
The animals originated from within the BTV1 and 8 Restricted Zone in the south west of France and were detected as a result of post-import testing carried out by Defra on all Bluetongue susceptible animals arriving from continental Europe. The animals' documentation complied with the EU Bluetongue rules governing the movement of livestock as the movement occurred at least 60 days after they had been vaccinated.
This is the first case of BTV1 infection in the UK and the five animals have been culled as they may pose a disease threat to other animals. One further animal from the same consignment has also been culled. Test results for that animal were positive for bluetongue although it was not possible to determine the serotype.
There is no evidence that BTV1 is circulating in the UK and no additional control zones have been declared.
This response is in accordance with Defra's Bluetongue Control Strategy. The premises are now under restriction while an epidemiological investigation takes place. This will include further checks on the other animals present on the premises.
Chief Veterinary Officer Nigel Gibbens said: "This is the first case of BTV1 infected animals being imported into the UK. Taking into account the epidemiological evidence and the consideration of the risk represented to British livestock, I have taken the decision to cull these animals.
"This incident shows how important it is for farmers to consider potential disease risks when buying stock. Buyers need to consider how best to protect their own businesses and those of their neighbours and make sure they are clear about the stock they are intending to buy."
Defra continues to test all susceptible animals imported to the UK from continental Europe for all strains of Bluetongue and continues to urge industry to consider the risks and check the health and vaccination status of animals when sourcing any animals from within the UK or abroad.
In line with EU legislation, and our UK Control Strategy agreed with industry, control measures are in place in UK and abroad to prevent the spread of Bluetongue from existing zones around Europe:
Birds at two Bernard Matthews breeder sites in Suffolk and Norfolk have tested positive for avian influenza, though not the highly pathogenic H5 or H7 types.

The British Veterinary Association has reiterated its call for heightened vigilance following confirmation by AHVLA that Schmallenberg virus (SBV) has been detected on four sheep farms in Norfolk, Suffolk and East Sussex.
At this early stage the virus is understood to be vector-borne (although other routes of transmission have not been ruled out) and the clinical signs seen along with meteorological modelling of risk suggests that the four farms were affected during summer/autumn 2011, with congenital defects now becoming visible at lambing time.
Animals imported from the affected areas in northern Europe are also considered to be potentially at risk and their destination in the UK has been identified.
Congenital deformities and nervous defects are seen in newborn lambs, goat kids and calves. Clinical signs in affected cattle include pyrexia (fever), milk drop, and diarrhoea similar to what is often termed 'winter dysentery'. Farmers should be looking out for clusters of these signs within herds and flocks and reporting them to their veterinary surgeon.
Vets who are aware of suspicious clinical signs on their client's farms should report them to AHVLA, SAC or the local DARD divisional veterinary office for further investigation.
AHVLA, SAC and DARD have stated that they are keen to investigate potential cases and there will be no extra charge for the SBV tests that are undertaken, but their approaches are slightly different.
In England, Wales and Northern Ireland AHVLA and AFBI are carrying out SBV-only testing (ie to rule the disease in or out) free of charge but are charging the standard subsidised investigation charge for any additional diagnostic work.
In Scotland any carcases submitted for post mortem examinations are examined at the standard fee and all necessary examinations required by the VIO to investigate the case are included in the fee. SAC is not charging an additional fee for SBV testing.
Carl Padgett, President of the BVA, said: "The confirmation of Schmallenberg virus in sheep flocks in England is a reminder to vets and farmers across the UK to step up vigilance amongst ruminants.
"The BVA would encourage vets to speak to their local AHVLA, SAC or DARD team to discuss any suspect cases and consider submitting specimens for further investigation. We understand that in confirmed cases clinical signs occur in clusters and vets should ensure they know what to look for in both adult and perinatal ruminants.
"While the cases in the south east of England suggest the virus is vector-borne other potential routes of transmission are still being considered. Although the risk of zoonosis is believed to be very low it has not been ruled out and a sensible precautionary approach should be taken by those handling infected animals and specimens."
According to the NFU, last year farm animals worth an estimated £2.4 million pounds were severely injured or killed by dog attacks last year.
Obtaining forensic samples after an attack can be difficult because so often they happen in remote places and rural police can't always attend quickly enough to get a sample.
Dr. Nick Dawnay from Liverpool John Moores University therefore developed Early Evidence Kits to enable samples to be collected by vets, famers and police from the crime scene immediately.
Following a successful proof of concept in Wales, the research team is now trialling the kits in ten regions of England and Wales, with support from IVC Evidensia farm practices.
Over the next twelve months the trial will refine best practices for collecting forensic samples from livestock attack scenes.

It is hoped new legislation for England and Wales will be brought in to give police officers the power to take a DNA sample from a suspected dog to compare to canine DNA left at an attack scene.
Dave Allen, North Wales Police and NPCC Livestock Offence Working Group Secretary said: “These kits are an exciting development and can be utilised for an issue that causes major concern to our UK rural communities”.

The University of Bristol’s School of Veterinary Sciences has announced the launch of an online map-based tool which forecasts the risk of a Nematodirus outbreak in lambs.
The Nematodirus risk map, which will be updated daily, is designed to help UK sheep farmers assess the risk of outbreaks of the parasite in their lambs and take action before it is too late. It includes treatment and management advice.
The online risk forecast was developed by SCOPS (Sustainable Control of Parasites in Sheep) and researchers at the University of Bristol’s School of Veterinary Sciences to predict when Nematodirus eggs will hatch and when outbreaks are likely to happen.
Researchers say that predicting when outbreaks might happen is becoming increasingly difficult due to variation in spring temperatures from year to year. Farmers can no longer rely on a standard timetable of treatments to avoid disease. As the damage is done by the larvae, faecal egg counts are of little use in detecting and controlling Nematodirus in young lambs.
The forecast takes advantage of the temperature-driven synchronised hatching of the Nematodirus larvae and uses weather data from 140 weather stations provided by the Met Office and Forecast.io. The interactive Google map allows farmers and advisers to select the nearest or most representative weather station and provides advice on how to relate the predicted risk to their particular farm and treatment options.
Cases of nematodirosis and eggs detected in routine faecal worm egg counts will also be mapped anonymously as they arise to improve the forecasts and SCOPS are asking farmers, advisors and diagnostic labs to contribute to these records by emailing researcher Dr Hannah Rose at the University of Bristol’s Vet School.
Dr Rose said: "In previous years 64 per cent of farmers and advisors surveyed changed the timing or extent of treatment – or advised treatment - after consulting the forecast, which has been running since 2013, and 93 per cent felt that their approach to control of this parasite had changed as a result of the forecast."
UK Government funding provided by the Biotechnology and Biological Sciences Research Council has enabled further development of the forecast and it is hoped that even more farmers will benefit in 2016.

The President of the British Veterinary Association has written to the Badger Trust to clarify the BVA position on the pilot badger culls in England, stating that it will not be supporting the Trust's application for a judicial review.
The BVA Council agreed a position on the continuation of controlled shooting in the pilot areas on 16 April. The position states that the BVA could only support further culling using controlled shooting in the pilot areas if steps are taken to improve both its effectiveness and humaneness and if there is robust monitoring and collation of results and independent analysis and auditing by a non-governmental body. It also states that the BVA supports the Independent Expert Panel's (IEP) recommendations for improving effectiveness and humaneness and urges Defra to implement all the IEP's recommendations fully.
The BVA says that since 16 April, it has been in dialogue with Defra to seek assurances that these issues will be addressed, and those discussions are ongoing. It will not be taking a further position on the pilot culls until BVA Council has had the opportunity to consider Defra's plans in full, when they are made available.
In a press release dated 20th May, The Badger Trust CEO Dominic Dyer said: "It is not acceptable for the DEFRA Secretary of State to now push aside the concerns of both the Independent Expert Panel and the British Veterinary Association, by moving ahead with a further badger cull in Gloucestershire and Somerset this summer without any independent monitoring in place."
The BVA says it is concerned that this misrepresents its position, and has led to some media reports suggesting that the BVA has withdrawn its support for badger culling as part of the overall strategy to eradicate bovine TB. It has not. The BVA says it continues to believe that the TB eradication strategy for England will only be successful if we are able to use all of the available tools, including targeted, humane badger culling.
The BVA has welcomed Defra Secretary of Sate Hilary Benn's announcement on the arrival of the first batch of Bovilis(r) BTv8 vaccine in the UK.
Congratulating Intervet on the speed with which the vaccine had been developed BVA President Nick Blayney said: "This news represents a crucial stage in our fight against Bluetongue. The last few months have been a particularly busy time as the end of the vector-free period approached bringing with it the threat of more cases of Bluetongue."
BTv8 is devastating in its second season and the BVA was delighted to join with organisations from across the livestock sector to launch the Joint campaign Against Bluetongue (JAB).
"Our aim has been to achieve the mass vaccination of Bluetongue susceptible animals, including goats and camelids and since the veterinary profession is the corner stone of the vaccination programme, with responsibility for vaccine delivery, proper usage and monitoring for efficacy, BVA has been in overdrive through much of March and April trying to ensure that vets were fully up to speed in advance of the arrival of the vaccine. Now that the vaccine is here, having been granted a provisional marketing authorisation for use inside Protection Zones and classified as a POM-V, we have further updated our advice to the profession. Our one-page summary sets out key considerations for vets including meeting the "under our care" prescribing requirements, movement controls, doses, off-label use, distribution and storage and communication in the hopefully unlikely event of any suspected adverse reactions."

Schering-Plough has launched a new business development support package to help farm animal vets increase the proportion of beef and dairy producers vaccinating their cattle against bovine leptospirosis.
According to results from the Bovine Leptospirosis Information and Screening Service (BLiSS), leptospirosis is all but endemic in UK beef and dairy herds. Latest data continue to show that more than 70% of unvaccinated herds have been exposed to infection, yet only around one herd in three experiences the positive benefits and return on investment from vaccination.
Integral to the new Leptavoid-H business development package is updated information on the true cost of infertility in UK cattle herds. “Vets have been telling us they need up-to-date financial information to highlight the sub-fertility leptospirosis can cause. Now we’ve researched and produced the new costing data they need,” explained Paul Williams MRCVS, livestock veterinary adviser, Schering-Plough UK.
The new package helps practitioners identify vaccination growth opportunities by segmenting their client base and is also strong on marketing guidance. For each identified segment there are a series of practical actions - many supported by Schering-Plough materials and human resources - as well as hints, tips and sales tools to help vets convert opportunities into new business.
With just a few days to go before the first anniversary of bluetongue being detected in England, the JAB campaign group is urging farmers to vaccinate their livestock to stop the disease from taking hold in this country as it has in Europe.
So far this year France has reported 4,543 cases of bluetongue, including cases in Calais, and the Netherlands has just confirmed its first case of the disease in 2008. The affected small holding reported a sick cow found with serotype eight which had not been vaccinated against infection.
With the threat of bluetongue re-emergence in the UK growing by the day, JAB leaders have issued a reminder to farmers to contact their vets as soon as their region is in the protection zone and vaccine is available.
In a statement JAB said: "The amount of cases being reported across Europe shows the disease is on the move. This most recent case in Holland demonstrates that not vaccinating livestock leaves farmers vulnerable to outbreaks now the midge season has started.
"The industry has rallied behind the JAB campaign and has done tremendously well in terms of vaccination. Nearly 19 million doses have already been made available to English farmers, and with another nine million doses planned to be released in the coming weeks we need those areas that are new to the protection zone to vaccinate as soon as they are able. We must remember bluetongue could already be circulating in areas where outbreaks occurred last year so the risks to everyone are very real.
"The explosion in the number of cases on the continent also acts as a timely reminder to those farmers in the current protection zone who have not vaccinated and the dangers this presents to their unprotected livestock
"We are entering the peak period for midge activity so vaccination is the only way to prepare and protect us from any potential outbreaks that may emerge in the coming weeks."

SMITHS Detection, part of the global technology business Smiths Group, today announces it is to launch a portable detection system that will enable veterinarians to carry out on-site diagnosis of animal diseases such as foot-and-mouth and avian flu.
This new technology means vets will be able to diagnose diseases in livestock and birds in the field in less than 90 minutes rather than having to send samples for laboratory analysis.
The new system will be launched to vets at the World Association of Veterinary Laboratory Diagnosticians conference in Australia in November 2007 and is expected to be in production in mid 2008.
The University of Nottingham, with funding worth £2.2m, is to carry out a study of the most common cause of Bovine Mastitis in the UK - Streptococcus uberis (S. uberis). If researchers can identify which parts of the bacteria enable the infection their results could lead to the production of an effective vaccine.
James Leigh, Professor of Molecular Bacteriology, who has recently joined the School of Veterinary Medicine and Science, said: "We hope to uncover bacterial antigens of potential use in vaccines aimed at preventing bovine mastitis and provide a detailed understanding of how animals can fight off the disease."
S. uberis is responsible for a significant proportion of clinical mastitis worldwide - but unlike many other bacteria that cause the disease, S. uberis is also in the environment - it is found in pasture and bedding and can even colonise the cow at other body sites with no ill effect - so it is difficult to see how it can be controlled by changes to animal husbandry and milking-time hygiene.
With funding from the Biotechnology and Biological Sciences Research Council (BBSRC) the School of Veterinary Medicine and Science has established research laboratories at the Institute for Animal Health (IAH). The project is being conducted in collaboration with Dr Tracey Coffey's Bovine Genomics group based at IAH and other groups at the Royal Veterinary College, the US Department of Agriculture in the UK and the University of Oxford.
Professor Leigh said: "We will use state-of-the-art molecular technology to determine the differences between strains of S. uberis that can and cannot cause disease. Proteins that are only present in the disease causing strains hold the key to determining which components are essential for infection. We will show which of these proteins are most likely to make an effective vaccine by producing strains of S. uberis which lack the ability to produce each of these proteins; if a strain lacking a particular protein is less able to cause disease then this protein is important for the disease process and becomes a candidate for vaccine development."
The team also want to identify any parts of the immune response in the dairy cow which can be altered to prevent the disease - this information could subsequently be used to develop drugs that interfere with the chemical messages that lead to inflammation and therefore reduce the level of disease.
To what extent changing diets and adding novel feed additives can cut emissions from beef cattle is being investigated in a new three-year research project.
EBLEX, the organisation for beef and sheep producers in England, has teamed up with Scotland's Rural College, SRUC, in Edinburgh, to look at how changes to feeding regimes can improve efficiency and drive business profitability, while reducing greenhouse gas (GHG) emissions produced as a by-product of rumination.
Steers will be finished on either concentrate based or forage based diets, each with two different feed additives, such as vegetable oils. The role of the rumen microbial population in the responses will be measured to look at how rumen function changes according to diet, additive and breed. Results will be related to the greenhouse gas emissions and feed efficiency, as well as long-term effects of feed additives.
Dr Mary Vickers, senior livestock scientist with EBLEX said: "The animals will be moved into specialist chambers for short periods of time where their emissions can be captured.
"In addition, when they are accessing rations from group pens, special plastic hoods over the feeding stations can measure the specific emissions at those times. Measuring emissions, rumen function, feed intake and growth rates can help us build a picture of any effect the additives have.
"The ultimate aim is to ensure the cattle are having their full nutritional needs met in an efficient, cost effective way while minimising the emissions produced."
In addition, carcase quality, meat quality and shelf life will also be recorded to ensure quality of the final product is maintained. The outcomes of this project will provide producers with independent advice about the efficacy of two feed additives fed in a range of commercial conditions.
Defra has announced the detection of Bluetongue in 18 imported cattle on premises near Bishop Auckland, County Durham. The animals originated from within the BTV8 Restricted Zone in Germany and were detected as a result of post-import testing carried out by Defra on all Bluetongue susceptible animals arriving from Continental Europe.
This is the fourth incidence of infected animals being imported to the UK. Alongside the premises in East Sussex, Hertfordshire and Devon identified in August, the imported animals will remain under restrictions.
As of 1 September the whole of England and Wales is now in a Protection Zone and approximately 30 million doses of vaccine have so far been made available to farmers throughout England and Wales to protect their stock. However, it may take up to six to eight weeks from now for livestock keepers in the North of England and Wales to have had sufficient opportunity to vaccinate their livestock and to gain immunity (at least three weeks in sheep, and six weeks in cattle).
To allow livestock keepers in those areas sufficient opportunity to protect their animals, and while further veterinary investigations are carried out, these particular infected animals will remain under restriction until late October. Any further positive import cases detected may also be restricted for a period of time depending on veterinary risk assessment, while vaccination continues.
Deputy Chief Veterinary Officer, Alick Simmons said: "This incident shows how important it is for farmers to consider potential disease risks when buying stock, regardless of source. Buyers need to consider how best to protect their own businesses and those of their neighbours and make sure they are clear about the stock they are intending to buy.
"I also want to remind farmers about the importance of vaccination. It is the only effective tool to protect susceptible animals from Bluetongue. Recent evidence indicates a drop or delay in vaccine take-up in counties recently brought into the Protection Zone. Sales data for some of those counties suggest that the number of animals vaccinated in these areas could be as low as one in three, and in Northumberland and Cumbria, the most recent counties brought into the Protection Zone, as low as one in five.
"The threat from Bluetongue is present and real, as shown by the most recent import cases. Vaccination as a preventive measure is therefore more important than ever, so the message to the industry remains clear: don't hesitate, vaccinate".
The BVA is calling for urgent reassurance from the government concerning farm animal welfare.
The association says the government decision to revoke farm animal welfare codes risks undermining public confidence in animal welfare standards.
When Defra consulted in 2013 on proposals to move away from statutory codes to non-statutory, industry-led guidance BVA broadly supported more flexibility to allow for guidance to be updated more regularly and in light of new welfare science, but raised a number of questions regarding enforcement and, critically, around the definition of 'industry'.
BVA emphasised that veterinary surgeons, farmers, animal welfare scientists with species-specific knowledge, industry bodies and other groups must all be involved and consulted.
BVA also warned Defra of implications in relation to the message conveyed to stakeholders by such a change and the value attached to the welfare codes by the government.
BVA President Sean Wensley, said: "It is essential that any changes to the welfare codes do not undermine public confidence in the high animal welfare standards set for English farms. Although BVA broadly supported the idea of moving to a more flexible system that could take account of new animal welfare science, we maintained that a range of expertise must be used to draw up new guidance.
"We are pleased that there will be no changes to the legislation that underpins animal welfare but it is unclear where the checks and balances now lie. It is vital that Defra puts measures in place urgently to provide that reassurance.
"The Secondary Legislation Scrutiny Committee has suggested that it would be possible for the fundamental principles to be laid down in statutory codes which are subject to parliamentary scrutiny with operational details being set out in guidance. This idea may be worth further exploration to allow both the flexibility required to reflect new animal welfare science and the public confidence that the statutory welfare codes currently provide."
Lantra, the UK Sector Skills Council for environmental and land-based industries, has backed a report that addresses veterinary expertise in food animal production.
The 'Unlocking Potential' report, produced by Professor Philip Lowe on behalf of Defra, identifies the potential for veterinarians to increase their role by providing expert advice to the farming and food industries.
Industry Partnership Manager, Lisa Jarvis, said: "Lantra welcomes this report on the farm animal veterinary services, which encourages the discussion of the future of veterinary businesses and services, role of support staff and para-professionals. We are pleased to be recognised alongside Defra, the RCVS, the BVA and the NFU, as a key organisation to drive the development of training and career structures in the industry."
The report highlights that the scale of and demand for veterinary technical services for farm animals and the food sector should be investigated, identifying training needs and obstacles to skills development. This is currently being addressed through Lantra's LandSkills project which is part of the Rural Development Programme for England.
Lantra's National Director for England, Madge Moore, said: "Through the LandSkills programme, Lantra has already engaged with a number of veterinary practices from across the North East, Yorkshire and Humber, East Midlands and West Midlands to deliver practical courses and farm health plans to eligible farming enterprises. So far in Yorkshire and Humber vets have run a number of practical poultry courses where farmers have learnt how to carry out post-mortems on their own flock so they can find out if there is a recurring problem which they may need to rectify. LandSkills West Midlands is also currently recruiting a number of vets in the region to deliver a farm health plan initiative."

Edinburgh-based charity the Global Alliance for Livestock Veterinary Medicines (GALVmed) has announced three drug discovery contracts in an effort to combat animal African Trypanosomosis (AAT), a disease which is estimated to cost Africa US$5billion a year.
Animal African trypanosomosis, transmitted by the tsetse fly, is a parasitic disease which affects livestock, resulting in a chronic illness which often ends in death. An estimated 50 million cattle and 70 million sheep and goats are at risk, with around 3 million cattle dying annually from the disease.
AAT causes economic losses in livestock, reducing meat and milk production and leaving animals so weak they are unable to help cultivate land. It affects over 10 million square kilometres of fertile land spread across nearly 40 countries in Africa and therefore has a huge impact on food and nutritional security and livelihoods across the continent.
The drugs that are currently used were developed in the 1950s and 60s and drug resistance is now a commonly reported problem. With few other options available, these drugs are the most important method of controlling the disease.
In May 2011 the Department for International Development (DfID) awarded GALVmed 30 month grant for £8million to facilitate the development of drugs, diagnostics and potential vaccines for the control of AAT.
The first contract was awarded to Anacor Pharmaceuticals Inc., a California based biopharmaceutical company established in 2002.
As part of a Drugs for Neglected Diseases Initiative (DNDi) supported project, Anacor and their partners discovered a series of compounds to combat the human form of AAT, Human African Trysanosomsis (HAT). A number of compounds produced under this programme have properties which could make them suitable for the treatment and prevention of animal AAT. These relevant compounds will now be screened for efficacy and safety under the GALVmed contract.
The second and third contracts have both been awarded to the College of Life Sciences at the University of Dundee, one of Europe's top-ranked universities for life science research.
Dr Kevin Read, who is Head of Drug Metabolism and Pharmokinectics at the drug Discovery Unit is leading a piece of drug discovery and development research, which aims to develop new drugs for the treatment and possible prevention of AAT in cattle, and also a diagnostic test for use in the field. This builds on the university's work on HAT and drugs that were unsuitable for human treatment are now being re-evaluated as potential drugs for cattle.
Dr Read said: "I am very excited to be working in partnership with GALVmed to apply our extensive drug discovery expertise in HAT to identify and bring forward new potential drugs for the treatment and prevention of AAT. The new project offers an exciting opportunity to reposition compounds showing great promise for the treatment of first stage HAT into AAT, thus improving food security in some of the poorest countries in sub-Saharan Africa."
