However, the report also indicates an opportunity for further uptake of teat sealant use as part of selective dry cow therapy.
The report is based on data collected from 940 dairy farmers and 156 vet practices.
Report author Christina Ford said: “The overall message from the report is exceedingly positive.
"79% of herds met the Ruma 2020 target by March 2021, and the decline in use of critically important antimicrobials was outstanding, a drop from 1.1 mg/kg PCU in 2018 to 0.02 mg/kg PCU in 2021.”
There was a large variation between individual herd results, which ranged from 0.28 to 87.51mg/kg PCU in 2021.
Christina said: “We found that it’s not always the same herds in the highest 25% antimicrobial usage year-on-year, nor is it necessarily the same farms consistently using the lowest quantities.
“There’s also no correlation at all when looking at different herd characteristics such as yield, herd size, breed.
"This demonstrates that it’s possible to make strides in reducing antimicrobials use in any farming system."
Senior clinical director at Kingshay, Tim Potter MRCVS says the report shows an opportunity for increased uptake of teat sealants to protect cows from infection without antibiotics.
“The teat sealant usage in 2021 was at 0.39 courses/cow, which was below the Ruma target of 0.7 courses per cow.
“Last year, 37% of herds were not using teat sealants at all, so there’s definitely room for improvement.
"Vets, farmers and wider industry need to work together to address the challenges around teat sealant use.
“Appropriate training around use of teat sealants is essential, as improper use and poor hygiene protocols can result in bacteria being trapped inside the udder, having the opposite effect on cow health and productivity.”
Tim says that vets are seeing increased demand from farmers for training in this area.
“As a result, VetPartners has invested in the training of our vets, and specific training aids to enable us to do this effectively, to ensure we’re able to support our farmers as best we can.”

The VMD, which reclassified the product following a request from Zoetis, says that increasing the availability of this anthelmintic should help it to be incorporated into strategic worm control programmes on farms in line with best practice guidance on worm control. This could result in long term health benefits for sheep, for example by reducing the development and spread of anthelmintic resistance, thereby prolonging the effective use of anthelmintics.
However, both the British Veterinary Association and the Sheep Veterinary Society have expressed concerns over the move.
BVA Junior Vice President John Fishwick said: "We know that resistance to anthelmintics is increasing in grazing animals worldwide and needs to be addressed to avoid a potentially disastrous situation of being unable to tackle parasites. The reclassification of Startect Dual Active from POM-V to POM-VPS is in direct opposition to the trend in Europe, where we are seeing increased control over dispensing of anthelmintics in species where resistance is posing a serious threat to animal health, welfare and profitable production; we're extremely concerned that we might start seeing resistance develop in Group 4 as a result.
"BVA believes that the prescribing of anthelmintics requires a level of control best provided by a veterinary surgeon who has the animals under his/her care, and is based on a sound clinical diagnosis. The drugs are best used as part of a flock health plan drawn up by farmers in conjunction with their vet in order to protect animal health and welfare and safeguard the efficacy of these products for the future."
Sheep Veterinary Society President Kathryn Dun said: "Group 4 anthelmintics should be used only as part of a careful designed strategy for the individual farm and it is imperative that this strategy is worked out with a vet and is part of a flock health plan for that farm. The products need to be used, in the correct way, to help prolong the life of our other anthelmintics.
"We are unlikely to have any further new groups of anthelmintics in the foreseeable future, so education of those buying and selling these products is crucial to ensure the longevity of the effective action of them against sheep parasites."

Caused by the mite Psoroptes ovis, sheep scab was notifiable in the UK until 1992, after which a voluntary reporting scheme was put in place in England and Wales. Sheep scab was made notifiable again in Scotland in 2010.
The study was suggested by Emily Gascoigne MRCVS of Synergy Vets, who noticed that hers was one of the few practices that appeared to be voluntarily reporting cases in England.
She said: "It’s been observed that that farmers can feel ‘judged’ when sheep scab appears in their flock and the impulse to keep it hidden may hold back efforts to control it.
“The results will help to quantify the problem but we are also tackling the other side of the coin by trying to make sheep scab less of a taboo. The potential for contiguous infection from one farm to the other means that forewarned is forearmed.
"Farmers often blame themselves when their sheep get scab which although it can result from a failure of biosecurity at boundaries or during quarantine, can also be brought in on people, deliveries or equipment. Then there are real worries about whether that will affect the saleability of their stock or their relationship with their farming neighbours. We want to encourage vets and farmers to start the conversation and to start actively testing for sheep scab.”
Around 40 practices within the XLVets community are now taking part in the study. In addition to contributing to the survey, participating practices will also be sharing information with farmers about the importance of testing for sheep scab.
The initiative is being supported by Bimeda UK, which provides an online Sheep Scab Academy to help veterinary surgeons and SQPs stay up to date with best practice for sheep scab control. Bimeda UK’s Professional Services Vet Sharon Cooksey, said: "Bimeda has worked for many years to raise awareness and promote best practice in managing this awful disease, including supporting the launch and ongoing operation of the Biobest ELISA test, so this is an initiative we are happy to support.”
The survey has been running since the start of October and will continue for the next five months, with results expected around March 2021.
On top of that, over 25% of vets said they don't talk to their farmer clients about the disposal of empty pharmaceutical waste.
The survey also found that while veterinary surgeons are aware that both glass and shatterproof plastic vials are incinerated, over 65% of those questioned believed that glass vials were more environmentally friendly, when in fact, the company says its CLAS (Ceva Layered Anti Shatter) shatterproof plastic vials have 33% less impact on the environment from cradle to grave2.
Ceva is producing a range of support materials, including tailored social media and newsletter content, to help vets to raise awareness of their pharmaceutical waste disposal service and drive improvements across the industry.

The Veterinary Marketing Association has announced details of a new award for public relations, open to veterinary practices and companies.
The VMA says this award is to recognise the value that media and public relations can add to the marketing mix. It will be awarded to the company or veterinary practice that has delivered the most innovative PR campaign during 2011, as judged by a panel of industry professionals.

A range of categories has evolved since the awards began over 20 years ago, for marketing, creative communication and new media campaigns. Pfizer Animal Health has launched Poulvac, the first modified live vaccine against E.coli in chickens.
The company claims that the vaccine, which can be used from one day of age, is set to bring major benefits in safeguarding the health of broilers, pullets for egg laying and breeding stock.
According to Pfizer, E.coli is one of the most significant bacterial pathogens found in chicks during the first week, leading to problems throughout the life of a flock including inferior performance, lack of uniformity and increased mortality. It is a costly, widespread problem for the UK poultry industry.
The vaccine was developed from research beginning in the 1990s at the Government's veterinary laboratories at Weybridge (now AHVLA) in the UK, employing genome technology to produce an avirulent strain of E.coli that induces protective immunity to the pathogenic strains of the bacteria.
The vaccine is completely non-pathogenic, and does not persist in the bird or the environment for any significant period of time. A gene deletion in its development restricts in vivo replication and leaves behind activated macrophages ready to respond to pathogenic E.coli strains.
Dr Stuart Andrews, poultry technical manager of Pfizer in the UK and Ireland said: "Poulvac E. coli provides broad cross protection against the key serotypes of E. coli infecting chickens. It is the only modified live, nonreactive vaccine proven to meet the European regulatory requirements for efficacy and safety.
"Trials have confirmed that Poulvac E.coli does not persist in the bird and proves to be self-limiting. The vaccine can survive in the environment for only a short time, and spread to in-contact birds is also limited."
The vaccine is administered as a coarse spray with onset of immunity 14 days afterwards and duration of immunity for up to 12 weeks. It can be used from day-old up to six weeks before the onset of lay, and has a nil day withdrawal period.
In the USA where Poulvac E coli has been available for six years field experience has shown the considerable benefits. In the Midwest where average layer mortality at 50 weeks of age was 2.31 per cent, this was reduced to 1.51 per cent with three doses of the vaccine*. In Eastern USA flock mortality compared with five previous flocks was reduced from over three per cent to one per cent.
A field trial in the USA with more than 300,000 broiler breeders vaccination before lay reduced mortality from 2.8 to 1.9 per cent - with only two out of 28 flocks needing antibiotic treatment compared with 13 of the 28 unvaccinated flocks.
On a broiler field trial in Georgia over four million birds were vaccinated with Poulvac E. coli at hatch. The vaccinated birds had a better feed conversion (1.79 against 1.84 for the controls) and with condemnations at the processing plant down from 1.22 to 0.73 per cent the result was a lower production cost of 0.51¢ per lb.
In another broiler trial covering more than two million birds in Arkansas livability was improved from 95.20 to 95.77 per cent and feed conversion improved from 1.95 to 1.90, gaining 0.45¢ per lb.
* Pfizer says it is important to note that in these studies carried out in the USA more than one dose of the vaccine was often administered. A single vaccination is licensed in the Summary of Product Characteristics however, where clinical disease requires and at the discretion of a veterinary surgeon, the vaccination schedule may be re-started as there is no contra-indication on the SPC.

Scientists from the Institute for Animal Health, Pirbright, UK Met Office and the Jersey State Veterinary Service and Jersey Meteorological Department, are working together on an early-warning system to help defend cattle against the spread of 'bluetongue' disease, according to a study published today in Weather.
The team is fusing meteorological data with ecological information to anticipate when disease carrying midges are likely to be carried on the wind from the continent to the UK and Channel Islands.
Lead author Dr Christopher J. Sanders from the Institute for Animal Health said: "The bluetongue virus, BTV, represents a major and unprecedented epidemic which has spread across Western Europe since 2006. While accurate estimates of costs incurred are not yet available, it is estimated that these could be in the order of many tens of millions of pounds."
BTV is carried by small biting midges, Culicoides, one of the smallest species of biting flies found on livestock. One bite from a midge fully infected with BTV can be enough to lead to infection in cattle and sheep, which can be fatal.
Since 1998 the range of the African species of biting midge has expanded from the Mediterranean basin resulting in an overlap with the range of European species. This enabled European species of midge to pick up virus from infected animals for the first time and go on to transmit it in Southern Europe. However, the arrival of BTV in northern Europe in 2006 was independent of this northwards movement of BTV, jumping north rather than from a gradual spread, and was reliant on transmission only by European midges common and widespread in the area.
In 2006 the disease was found in Belgium, France, the Netherlands, Luxembourg and Germany; 700 km north of previous European outbreaks. In June 2007 the disease was once again reported in Germany and by October 2008 24,000 cases were reported in France alone. In September 2007, the first cases of BTV were discovered in the UK, where fortunately the outbreak was small.
The danger that the disease may again spread to the UK from across the channel is of special concern to the Channel Island of Jersey, which maintains a world renowned cattle industry, but is at heightened risk of infection if the disease becomes established along the Cherbourg peninsula or the Normandy and Brittany coastline.
The risk comes from the possibility that the tiny midges can be carried on the wind from the French coast to the Island. To monitor this threat the team set up midge light traps in farms across the island to monitor midge activity and to identify the presence of any potential vector species.
The results were then collated and analysed alongside data from the Jersey Meteorological Department, which allowed the team to pinpoint when livestock were at risk from a number of locations on the mainland. This information was fed into the UK Met Office early-warning website which has also been used on the mainland to help predict and defend against the disease.
"Environmental conditions, especially temperature, wind speed and direction have a significant impact on the biting midge in terms of activity and abundance," concluded Sanders. "Monitoring the midge population in Jersey will provide the farming community on the mainland with knowledge of when the midge season commences in the diseased areas of the near continent."
Merseyside police are urging members of the public and veterinary practices to exercise caution following the theft of some prescription veterinary medicines from a commercial vehicle in Prescot.
The missing medication is around ten 100ml bottles of Micotil, a prescription-only veterinary medicine used to treat respiratory problems in cattle and sheep, but which could prove fatal if taken by humans.
The drug, which was packaged in cardboard with Spanish labelling, was stolen from a lorry that had parked last Thursday night on an industrial park at Caddick Road, Prescot, prior to making a delivery to a company in Speke.
PC Dufton-Kelly of Huyton Police Station's Crime Management Unit said: "We believe this was simply an opportunist theft, which has left the offenders with a rather unusual product on their hands, with little or no opportunity for gain.
"We would like to alert the veterinary industry, particularly in the Merseyside area, in case the goods are handed in or offered for sale. The drugs could present a danger to the public if they fall into the wrong hands."

On the 15th anniversary of the foot and mouth disease (FMD) outbreak, the BVA has emphasised the vital role of vets and veterinary surveillance in protecting the UK from devastating disease outbreaks.
The outbreak (confirmed in an abattoir on 19 February 2001) involved the slaughter of more than six million animals causing dire emotional and financial impacts on farmers, vets and rural businesses. Vets from across the profession, including those not working with livestock, were called upon to assist with disease control.
BVA is marking the anniversary by asking the government to reflect on the vital role of vets and veterinary surveillance after Defra was asked to make a further 15% budget cut in last year’s Autumn Statement (November 2015).
BVA President Sean Wensley said: "15 years on from the devastation of the 2001 outbreak the UK must remain vigilant for Foot and Mouth Disease, but important lessons learned mean we are now better prepared if another outbreak does occur. Today we would have an immediate standstill on livestock movements, improved traceability systems and the possibility of using vaccination as part of the overall control strategy. But we cannot be complacent and the anniversary is an opportunity to reflect on the vital role of vets and veterinary surveillance in protecting the UK from disease.
"In recent years we have seen the impact of significant cuts to Defra's budget on veterinary fees for TB testing and other OV services. Vets’ frontline roles must be recognised and supported, backed up by an effective, coordinated system of data capture that will enable us to make the necessary links to detect and control new disease threats. We can never be free from the risk of disease, and in recent years the emergence of Schmallenberg and re-emergence of Bluetongue have brought new challenges. It is essential that we have the coordination and capability to identify and diagnose in order to protect our national herd and flock."

Simply deworming these animals will improve their productivity and survival, which is vitally important as they are an essential resource to the people in the camps.'
Dairy nutrition consultant Hefin Richards of Profeed Nutrition Consultancy is warning vets to be on the lookout for an upsurge in over-conditioned cows as winter progresses through spring.
He says his prediction is based on a number of factors that have come together over the last year to greatly increased the risk of cows being over-conditioned at calving, not only potentially affecting productivity but predisposing to a number of clinical conditions.
A high body condition score at calving significantly increases the risk of subclinical ketosis in early lactation, depressing the immune response and increasing the risk of conditions such as retained foetal membranes, metritis and left displaced abomasum.1,2 Conversely, these obese cows go on to suffer excessive body condition loss due to decreased voluntary feed intake and poor energy metabolism.
The ketosis risk has been increased in part because national milk yields were low last summer and autumn as a result of poor weather conditions, low milk prices, high feed costs and the spread of Schmallenberg virus (SBV).3
Hefin said: "SBV and bad summer weather with associated poor forage quality may have delayed rebreeding, leading to more extended lactations and longer dry periods. These two factors can lead to excessively fat cows at calving."
Through the winter many herds were running average milk yields some way below usual winter levels and currently mid and late lactation cows are substantially under target yields.4 This lower yield means that feed intake is very likely to be in excess of actual energy demands, with subsequent fat deposition.
Increasing awareness of this potential issue gives vets the opportunity to reinforce the need to monitor body condition, adjust feeding, review milk yields and consider drying cows off early, using controlled energy feeding.
Hefin suggests that vets ensure that their clients' dry cow nutrition and management is geared towards maximising feed intake in early lactation to help prevent animals falling into a state of negative energy balance. Ketosis is often missed on farm because the signs are not apparent. Consider routinely monitoring herds for ketosis using either blood monitoring or Elanco's Keto-Test cow-side milk test to identify both at-risk cows and herds. Forming a team involving vets, nutritionists and herd managers and harnessing the different skill sets and knowledge allows strategies to be developed that can improve herd performance.

After lactation, total calcium levels in the cows’ blood drop which can lead to sub-optimal health and yield.

The RCVS has published a revised complaints procedure on RCVSonline.
The procedure represents the culmination of 12 months of work from the College's Preliminary Investigations Committee, with the aim of making the decision-making processes more transparent.
There are four information packs about the complaints procedure, all of which are available on RCVSonline. These are for complainants, veterinary surgeons who are complained about, those involved in decision-making at the RCVS and additional guidance for Lay Observers who provide independent, lay input to the process.

A new injector gun for administering doramectin-based worm and scab medication to sheep has been introduced by Pfizer Animal Health. According to senior livestock vet Carolyn Hogan, the intra-muscular injection route for this medication combined with the injector’s prime-and-push design allows a single arm movement to penetrate the skin and dispense the treatment.
The recall was initiated because a visual inspection confirmed the possibility of particulate contamination which is not acceptable for an intravenous use preparation.

VetSurgeon member Anthony Todd has started a petition amongst veterinary surgeons and nurses, calling for the installation and routine monitoring of CCTV in all pre-slaughter areas of licensed abattoirs in the UK.
The petition was triggered by a news report in the Daily Mail exposing shocking cruelty to pigs at an Essex slaughterhouse run by Cheale Meats. Staff were seen stubbing their cigarettes out on the pigs' faces, punching them and failing to stun the animals correctly, in undercover footage filmed by Animal Aid.
The Food Standards Agency, which is responsible for breaches of welfare at abattoirs, has refused to submit the footage to Defra for prosecution, on the basis that it was filmed illegally.
Anthony said: "Prosecution will automatically follow with legal video evidence.
"The exposure of the Cheale incident was fortuitous and may well be the tip of the iceberg which must be eliminated."

Avishield IB G1-13 is indicated for active immunisation of chicks to reduce the adverse effect on cilia caused by infectious bronchitis.
The vaccine is one of two targeting the IBV 793B serotype and, with the addition of this new claim, Avishield can now be administrated on broiler, broiler breeder and laying hen farms.
Avishield IB GI-13 is a lyophilisate for oculonasal suspension/use in drinking water which contains live avian infectious bronchitis virus variant strain V-173/11: 102.7-104.6 EID50.
It has an onset of immunity 10 days after vaccination and a duration of immunity of 56 days.

Animalcare has launched a new broad spectrum fluoroquinolone antimicrobial (Enrofloxacin) which the company says is highly effective in the treatment of a wide range of conditions and easy to inject, with excellent tissue penetration.
Enrocare solution for injection is presented in three strengths: A 25mg/ml (2.5%) injection for dogs, cats and exotic animals including reptiles, small mammals and avian species. The 50mg/ml (5%) injection is licensed for use in cattle, pigs, dogs and cats, whilst the 100mg/ml (10%) injection is licensed for cattle and pigs. In the case of dogs and cats a single daily dose is needed.
Animalcare says it has priced Enrocare competitively. In addition, the range has been launched with three offers: "Buy one get one free on the 50 and 100mg/ml" and "Buy two get one free offer" on the 25mg/ml pack size. These offers will last for four months until the end of September.
In cattle, Enrocare 50mg/ml, given by the subcutaneous route, is licensed for respiratory disease of bacterial or mycoplasmal origin and the 100mg/ml strength is licenced for both respiratory disease and E.coli mastitis (the latter given by slow intravenous injection). According to Animalcare, its low dose volume makes it particularly suitable for the treatment of respiratory disease in calves. In pigs >25kg Enrocare is licensed for the treatment of the respiratory and alimentary tract diseases of bacterial or mycoplasmal origin and multi-factorial diseases such as atrophic rhinitis and enzootic pneumonia.

Pfizer VPS has launched a 'Pre-Sale Scab Treatment Certificate' so that sheep treated for sheep scab and protected against re-infestation beyond their autumn sale date can be formally certified as such.
A choice of two moxidectin-based treatments are eligible for use, one with 28 days and the other 60 days licensed persistency against the scab mite.
Pfizer VPS vet David Bartram explained that following treatment, the sale date must fall within the persistency window: "The idea is that farmers present their certificate at markets on sale day, then auctioneers announce the scab-protected status during their sales patter. Whether this adds to the sale price will be interesting to find out, but it's sure to be seen as a valuable attribute by buyers who won't need to treat for scab when they arrive home."
