The idea for an interactive vaccination calendar was in fact first developed two years ago by Jon Reader MRCVS (pictured right) from Synergy Farm Health. With input and funding from Boehringer, it has now been developed into an online tool which highlights times when animals may be at risk if immunity has waned, without sufficient boosting of immunity by vaccination.
The transmission of BVD is complex and protecting the foetus from the virus is at the heart of any control programme. The virus is passed from dam to foetus and, if this occurs in the first third of pregnancy and the foetus goes to term, a persistently infected (PI) calf will be born. These will then go on to shed virus throughout their lives, so infecting herdmates and the next generation of calves.
Jon said: "The timing of when a vaccine is given is critical to the development of an immune response, which will protect the unborn foetus.
"Working out when you want the dam to calve and then calculating back shows when either a primary course of BVD vaccine or a booster should be given but, get this wrong and you will end up with what is known as an 'immunity gap'.
"It is vital that both heifers and cows have maximum protection during the breeding period and in early pregnancy."
Boehringer says heifers must be fully protected before being served for the first time, and cows must have had immunity boosted before they are pregnant again. However, far too often heifers are adequately protected following an initial booster but given their age and date of service, do not receive further protection until they enter the adult herd.
Jon said: "If heifers calve just after the herd booster, then there is a very real possibility that they will go for two years without a booster, and be severely exposed when they become pregnant as a first lactation heifer."
"This is termed the immunity gap; a period when the animal is not protected from the virus at all. The aim should be to eliminate this period completely, so that there is no immunity gap."
Matt Yarnall from Boehringer said: "Each BVD vaccine has its own timing protocol stating when the primary course should be given, as well as subsequent booster timing and when cows should be served. Moreover, some of these are not straightforward to follow, especially for year-round calving herds."

The legislation will come into effect from May 2018, at which point businesses will have six months to comply. The penalty for failing to comply will be an enforcement notice to the business or prosecution.
In August 2017, the Secretary of State launched a consultation on the plans to deliver a manifesto commitment for CCTV to be required in every slaughterhouse in England in all areas where live animals are present, with unrestricted access to footage for Official Veterinarians.
A summary of responses published in November showed that of almost 4,000 respondents, more than 99% were supportive of the plans.
Environment Secretary Michael Gove said: "We have some of the highest animal welfare standards in the world and want to cement our status as a global leader by continuing to raise the bar.
"Introducing compulsory CCTV cameras in slaughterhouses is a further demonstration to consumers around the world that as we leave the EU, we continue to produce our food to the very highest standards.
"The previous reaction to the consultation highlighted the strength of feeling among the public that all animals should be treated with the utmost respect at all stages of life and be subject to the highest possible welfare standards."
The proposals will also give the Food Standards Agency’s (FSA) Official Veterinarians (OVs) unfettered access to the last 90 days of footage to help them monitor and enforce animal welfare standards.
BVA President John Fishwick said: "Mandatory CCTV in all areas of slaughterhouses will provide an essential tool in fostering a culture of compassion that could help safeguard animal welfare.
"We commend the Government’s commitment to provide Official Veterinarians with unrestricted access to the footage, which the veterinary profession has long been campaigning for.

Themed 'Controlling Disease Threats at Home and from Abroad’, this year's conference will highlight the increasing importance of OVs in safeguarding the UK’s international trade and in protecting human health through disease surveillance and control.

Titled 'Animal Welfare For The Many, Not The Few' (uh?), the policy proposes appointing an Animal Welfare Commissioner to ensure Government policy across Whitehall is informed by the latest scientific evidence on animal sentience.
The proposed policies in the document include a number of things the Conservatives have already been working on, such as:
Prohibiting the third party sale of puppies. All puppies will need to be sold with their mother on site.
Increasing maximum sentences for those convicted of animal cruelty.
Introducing mandatory CCTV in all slaughterhouses.
Enshrining the principle of animal sentience in law, covering all policy areas to prevent practices that expose animals to cruel and degrading treatment.
Introducing a ban on ivory trading.
However, Labour propose a number of additional ideas which are now open for a public consultation, including:
Improving accessibility to vets for those on low incomes/receiving financial support, working with organisations like the PDSA to explore how access to affordable vet care can be expanded.
Banning the use of animal shock collars, including sale and importation.
Expanding mandatory microchipping to cats.
Consulting with landlords and tenants on the ability for tenants to keep pets as default unless there is evidence that the animal is causing a nuisance.
Ending the badger cull.
Strengthening the Hunting Act, closing loopholes that allow for illegal hunting of foxes and hares.
Banning Foie Gras (which the Conservatives say is impossible under EU rules which Labour has said it wishes to continue following post-Brexit)
Mandatory labelling of domestic and imported meat, including country of origin, method of production and slaughter (stun or non-stun)
Requiring motorists to report accidents where an animal has been injured.
Banning wild animals in circuses.

Conservative MP Steve Double said: "Labour are belatedly playing catch-up with the huge progress made by this Government on animal welfare.
However, Labour wouldn’t even be able to deliver some of these promises because they want to keep following EU rules after Brexit.
From introducing mandatory CCTV into slaughter houses to increasing the maximum sentence for animal cruelty ten-fold, the Conservatives will continue taking the action needed to ensure animals receive the proper protection they deserve."
The Ruminant Wellbeing Achievement Award will be offered to a practising veterinary surgeon or a researcher in veterinary science, animal science or related disciplines to recognise his/her achievements in advancing the well-being of ruminants.
The Ruminant Wellbeing Research Award will be offered to a recent PhD graduate in veterinary science, animal science or related disciplines that made an exceptional contribution to the scientific knowledge on ruminant well-being.
The winners will be awarded with a €10,000 cash prize. Travel expenses to attend the meeting and awards ceremony (which coincides with the World Buiatrics meeting) will also be covered.

In addition, less than half of those surveyed knew the correct temperature for vaccine storage, showing there is a lack of knowledge surrounding standard procedures.
Paul Williams, MSD Animal Health UK technical manager for ruminants said: "Failing to maintain the correct fridge storage temperature compromises vaccine effectiveness and consequently animal health.
"In a significant number of farm fridges monitored, the temperature was elevated to 80C for long periods of time, with the maximum fridge temperature recorded being 240C.
"In the worst cases, over 60% of fridges had been at 0 0C or below 0 0C long enough for vital contents to freeze. When the temperature is too high, vaccines become ineffective. If frozen, the vaccine is destroyed.
"This research shows we have work to do in educating customers about how to store vaccines and I encourage all farmers to check their farm fridge temperatures.
"To promote better practice, we’ve launched an awareness campaign called Fridge Check to educate farmers on the importance of storing vaccines correctly.
"The campaign is being promoted by Disease? Not On My Farm!, an initiative helping farmers take a more proactive approach to preventing disease on farm."

There is a need to raise farmers’ awareness of correct vaccine storage temperatures. Williams P. (MSD Animal Health), Paixao G. (University of Bristol).
They say this approach could lead to a reduction in the number of vaccines that need to be administered to each bird.
Vaccines that target multiple diseases are in high demand due to the many viruses that can circulate simultaneously in flocks. Protecting against the most dangerous diseases with one vaccine could reduce overall vaccination costs for poultry producers and decrease the number of times that birds need to be handled.
The researchers demonstrated that a gene editing system called CRISPR/cas9 can be used to insert a gene of the IBD virus into the currently used Marek’s disease vaccine virus. The added genetic material protects poultry against IBD in addition to the protection already offered by the Marek’s disease vaccine, meaning that bird owners would only need to use one vaccine instead of two.
Other vaccines generated by conventional methods can achieve a similar result, but by using the CRISPR/cas9 system the Pirbright researchers say they have been able to insert the IBD gene far more quickly, easily and accurately than the methods that have been used before. This will significantly reduce the time needed to generate new vaccines.
Professor Venugopal Nair, joint leader of the research at Pirbright said: "The method we have created with CRISPR/cas9 really increases the scope of how we edit the Marek’s disease vaccine to include other virus components. Now we have shown that the gene-edited vaccine protects against both Marek’s disease and IBD, we are looking at inserting more genes from other viruses."
The team intend to generate a vaccine that will be able to protect against multiple avian diseases and will next target two high consequence poultry viruses - avian influenza virus and the Newcastle disease virus. The flexibility of the new method also means that as the viruses evolve, the vaccine virus can be easily edited to include new genes which protect against emerging strains.
The Pirbright Institute says there has been huge commercial interest in using this technology to develop novel vaccines, so it intends to partner vaccine manufacturing companies to bring CRISPR/cas9 edited vaccines to market.

The campaign, taking place in February, will underline that responsible use of antibiotics starts with newborn calves, lambs and piglets receiving the right amount of colostrum within a couple of hours of birth – something all farmers have the potential to achieve.
A number of organisations will be releasing information and promoting best practice throughout the month, mainly based around getting the 3Qs (quality, quantity and quickness) of colostrum delivery right.
The FarmAntibiotics.org information website will be signposting to these resources, as well as highlighting hints and tips for more effective colostrum management.
RUMA chairman Gwyn Jones says that as a farmer, he recognises the pressures at lambing and calving, and just how easy it can be to take shortcuts with the all-important first feed.
"But it was a wake-up call when I found out calves receiving insufficient colostrum at birth are more than twice as likely to develop respiratory disease, and can have mortality rates as high as 13%," he said.
"Too often we see the animal start to suck or we give it a feed, and don’t think about the actual quantity of colostrum it consumes immediately after birth.
"All these factors have an enormous impact on the levels of antibodies in the bloodstream 24 hours later, and on the subsequent health of the animal and its need for antibiotic treatment during its whole life.
"Better colostrum management is an incredible opportunity – not just to ensure better health for the future, but to cut antibiotic use and produce a more valuable animal for onward rearing."
Research manager Dr Jenny Gibbons from AHDB says their recent 'Calf to Calving' campaign focusing on youngstock rearing has seen nearly 40% of attendees go on to buy equipment to test the quality of colostrum.
Jenny said: "With recent figures from the Royal Veterinary College indicating just 31% of dairy farmers have been testing the quality of the colostrum before feeding it, this uptake is good news.
"Another area to tackle is time of feeding. Only 5% are feeding within the ideal two hours after birth. Changing these practices would make a huge difference to calves for onward beef rearing as well as replacement heifers."
Specialist sheep vet Dr Fiona Lovatt says lambs receiving insufficient colostrum at birth is behind one of the sheep industry’s biggest antibiotic use 'hotspots', in what is otherwise a low-use sector.
She said: "It’s largely avoidable. The reality is that we simply don’t see Watery Mouth in lambs that have taken sufficient colostrum on board in that golden 24-hour window immediately after birth."
Fiona says a 5kg lamb at birth needs 1 litre of colostrum in its first 24 hours of life to give it essential levels of natural immunity, but importantly, the first feed should be within two hours of birth.
"Antibodies – essential in protecting against all disease including E coli infections – cannot cross through the placenta, so must be transferred through colostrum.
"While thin ewes or those that are not well fed in the run-up to lambing will produce too little colostrum of low quality, more often it’s simply not getting enough colostrum into the lamb quickly enough after birth."
Fiona says the sheep sector should not be relying on use of preventative antibiotics – because of image but also the very real problem of antibiotic resistance. "We know from government data that 50% of neonatal lamb E coli are already resistant to spectinomycin, the most commonly used dose. We need to protect these antibiotics, or we will lose them."
Veterinary lead at AHDB and pig specialist Dr Mandy Nevel says baby pigs need colostrum too, to maintain body temperature as well as protect them against disease.
Mandy said: "Baby pigs are born wet and with very little energy reserve. Ideally they need to get a feed in within the first 30 minutes to prevent hypothermia. This early feed will also provide essential immunity, giving them the best chance of survival in their first few weeks of life.
"Sow vaccination is the best way to boost antibody levels in the colostrum. That is why piglets who receive good levels of colostrum early will also be the healthiest at weaning. That extra care in the first hours of life will really make a difference."
Mandy includes post-weaning diarrhoea and respiratory disease as longer term threats for piglets receiving insufficient colostrum at birth. "Colostrum really is a golden opportunity to secure lower antibiotic use and a healthier animal for its whole life."

The decision comes after 13 dead wild birds were confirmed to have the virus in Warwickshire.
Last week 17 wild birds were tested positive in Dorset and 31 infected birds have now been identified at the Dorset site. At that time Defra responded by putting a local prevention zone in place and, now it is known the disease is not isolated to the Dorset site, the prevention zone has been extended across the country as a precautionary measure.
The prevention zone means bird keepers across the country must:
Those keepers who have more than 500 birds will need to take extra biosecurity measures that include restricting access to non-essential people, changing clothing and footwear before entering bird enclosures and cleaning and disinfecting vehicles.
The birds in Warwickshire are still being tested but it is expected that it will be the same H5N6 strain of bird flu that was found in the wild birds in Dorset and has been circulating wild birds across Europe. Public Health England have advised the risk to public health is very low with the Food Standards Agency also offering reassurance that bird flu does not pose a food safety risk for UK consumers. Defra has confirmed that the H5N6 strain is different to the strains which affected people in China last year.
Although it does not represent a threat to public, it is highly infectious and deadly to birds.
British Veterinary Association (BVA) President John Fishwick said: "I’d encourage vets to reassure their clients that this strain of Avian Influenza poses a very low risk to public health and the food chain. However, there is clearly a need to try to contain further spread of the disease, which has almost certainly come from migratory birds, and vets and poultry owners should follow the new prevention zone measures and remain vigilant for signs of bird flu."
British Veterinary Poultry Association (BVPA) President Phil Hammond added: "It’s really important that all bird keepers heed biosecurity advice issued by Defra, and maintain the highest biosecurity standards. Any suspicion of Avian Influenza should be reported to the APHA as soon as possible."

Suvaxyn PRRS MLV offers the earliest piglet vaccination from the first day of age, securing immunity before the risk period which lasts until the end of the fattening. Pig protection is established 28 days after vaccination, and lasts for 26 weeks after vaccination in fattening pigs, and 16 weeks after vaccination in gilts and sows. Zoetis says the vaccine reduces viremia and nasal shedding of the virus.
Monica Balasch, Associate Director, Global Biologicals Development at Zoetis said: "In Europe, Porcine Reproductive and Respiratory Syndrome is known for severe impacts on reproduction including lowering birth rates, increasing abortion, stillbirth, mummified, as well as weak live-born piglets, and death.
"In clinical studies conducted with Suvaxyn PRRS MLV, we found excellent results vaccinating pigs from the first day of age. It is safe to be used as the earliest protection in piglets, and to protect the whole herd against PRRS, as it is also safe for use in gilts and sows.
"The new vaccine represents a flexible alternative to allow for new customized PRRS control programs developed by veterinarians for producers."
Alvaro Aldaz, Director, Commercial Development and Innovation, Swine, at Zoetis said: "We are excited to bring this innovative vaccine to Europe. Suvaxyn PRRS MLV has been developed using a very innovative vaccine technology which brings swine veterinarians a new advanced PRRS control tool.
"As well reducing viremia, nasal shedding and lung lesions in fattening pigs, the vaccine has been proven to overcome maternal immunity, which increases the efficacy of the vaccine when given to piglets during the first days of life. Additionally, it allows veterinarians for use PRRS mass vaccination within the claim; mass vaccination has become more and more popular in several European countries."
Suvaxyn PRRS MLV is a veterinary vaccine that contains a European PRRS virus strain (Genotype 1) that has been grown and attenuated in a uniquely modified cell line developed by Zoetis.
Jay Calvert, Research Director, VMRD Global Biologicals Research at Zoetis said: "Suvaxyn PRRS MLV is safe based on true loss of virulence, and not based on a temporary reduction in ability to replicate in macrophage cells in the lung of the pig."
Zoetis says the efficacy of Suvaxyn PRRS MLV is supported by a comprehensive program of clinical studies reviewed by the European Medicines Agency and included in the regulatory procedure approved by the European Commission in August 2017.

The company says the most common side effects with Suvaxyn PRRS MLV (which may affect more than one in 10 pigs) are a short-lived increase in body temperature (0.5°C on average and up to 1.4°C individually) within four days of vaccination, and in sows local reactions in the form of swellings which resolve without treatment within five to 32 days.
The draft code contains twenty recommendations to seek veterinary advice on the subject, compared to ten in the previous version, highlighting the crucial importance of veterinary surgeons' involvement in the welfare of meat chickens.
The new codes have been welcomed by the BVA, the British Veterinary Poultry Association (BVPA) and Veterinary Public Health Association (VPHA), who jointly responded to the Government consultation on the updating of the codes.
BVA President John Fishwick said: "We welcome the Government’s recognition of the vital role the veterinary profession plays in poultry welfare, with further references throughout the updated draft code to the importance of seeking veterinary advice.
"We are particularly pleased to see the recommendation that welfare outcomes should be used to assess and monitor the ongoing welfare of the birds as part of the farm health and welfare plan, and with the signposting to the Humane Slaughter Association’s Poultry Catching and Handling Technical Note within the code.
"The British poultry industry already has some of the highest welfare standards in the world and the veterinary profession and poultry industry will continue to work with Defra on further enhancing animal welfare codes to reflect best industry practice."
The draft code was placed in Parliament on 9 January 2018. If there are no objections from Parliament, it will come into force in March 2018.

The Envirobed cubicle bedding study found that cow comfort is farmers' number one priority, rated 'very important' by 89% and 'quite important' by 9%. A close second, scoring 81% 'very important' and 13% 'quite important', was reducing mastitis bugs. Allied to this, number three was high absorbency bedding, scoring 71% and 16% respectively. Farmers taking part used a variety of different bedding materials.
The importance of reducing humidity in cow housing was also well recognised. To improve ventilation, ridge tiles have been removed by 38% and fans installed by 9% of farmers. Another 18% and 10% respectively are considering these two options.
Sally Russell from Envirosystems points out that keeping cows clean and comfortable doesn't need be compromised by this winter's shortage and high cost of bedding straw: "Although this is driving up the cost of sawdust and some other materials, there are exceptions.
"For example, some farmers with beef cattle and dairy replacements in straw yards are using a deep bed of Envirobed Original, made from 100% dried recycled paper. Others place a 15cm layer on the floor and top it off with straw.
"For cubicles, the usual material of choice is EnviroBed Premium, a blend of dried paper and kiln dried virgin wood sawdust. Per cubicle, the recommended daily quantity and cost are just 1kg at less than 10p."
Envirosystems says both materials are 95% dry matter and mildly alkaline 7.4 pH, helping create a dry and comfortable area that is unfavourable to disease organisms and fly eggs. They are also biodegradeable and compatible with all manure systems.
Envirosystems has given the findings of its research to farming unions, Dairy UK and AHDB Dairy with permission to use the data if it helps them promote an accurate and caring image of farming, contrary to misleading propaganda put about all too often by the industry's numerous critics.

The development follows a new study by the Nottingham Vet School showing that, in a large sample of dairy farms, 25% of farms used 50% of the total antibiotics used across all farms in a year – with antibiotic footbaths accounting for the biggest volume dispersed into the food chain. The study is published in the Veterinary Record1.
Senior Clinical Training Scholar and veterinary surgeon Robert Hyde said: "We felt it was crucial to provide the means with which to benchmark antimicrobial usage on farms, so that veterinarians and farmers can begin to monitor, and reduce, their levels of antimicrobial usage in a rational manner.
"Our new study provides the first published research into antimicrobial use in British dairy herds as well as factors associated with high usage. We looked at a sample of 358 dairy farms, over a 12-month period, with the total number of cattle being around 81,000 (7% of dairy cows in England). The survey found that most of the antibiotic use was via injections, which accounted for around 78% of the total antibiotics used or sold to the farms."
"What stood out as particularly surprising was the effects of the use of antibiotics in footbaths for conditions like digital dermatitis. Footbaths for cattle can use phenomenal quantities of antimicrobials, and represent an obvious target for the rapid reduction of antimicrobial usage."
Specialist cattle vet and Clinical Assistant Professor John Remnant from Nottingham Vet School said: “We need to be reducing the use of antibiotics on farms to the lowest level we can, but without failing to treat sick animals and reducing welfare standards. This means preventing disease – an area our research group has worked on for many years. Antibiotic use on UK dairy farms has been falling in recent years, as farmers and vets make efforts to turn towards prevention instead of treatment.
"The government has recently published figures showing the sale of antibiotics for food-producing animals has fallen from 62mg per kg of animal to 45mg per kg in the past two years but this is sales, not usage as we know some of the antibiotic products bought won’t be used. This is why our new study combined with the new online AMU tool is so important in helping farmers and vets instigate a more efficient protocol for the treatment of dairy cattle."
Edward Bailey from the George Veterinary Group in Wiltshire is already using the AMU calculator. He said: "This new tool is proving really useful to compare antimicrobial use between farms. It has helped cut through the confusion of different systems of measurement. It has been easier to effect change being able to display graphically to farmers their critically important antimicrobial usage and how particular patterns of use (e.g. footbath) can hugely affect how they compare with others."
Around 50 veterinary practices have already begun using the AMU calculator but the researchers say that antimicrobial benchmarking needs to happen a national level for the system to have maximum impact on antibiotic use in the cattle sector.
IMV says it has acquired BCF to widen its offering in the reproduction management sector, particularly in imaging. As part of this strategy the company acquired ECM, a French veterinary ultrasound manufacturer, last June, and has launched AlphaVision, a video-assisted bovine insemination system.
Alan Picken, Managing Director of BCF, will lead the imaging division of IMV Technologies and become a member of the Management Board of the Group.

The milk withdrawal has been reduced from 108 hours to 96 hours and the dose is now 15 mg/kg for three consecutive days.
Kath Aplin, veterinary adviser for Boehringer Ingelheim Animal Health, said: "The new dosage regimen gives clearer guidance to vets and their clients; a 660kg cow should receive 10g of penethamate hydriodide (one vial) daily for three days.
Mamyzin, a lecithin coated pro-drug of benzyl penicillin, is highly lipophilic and actively concentrates in the udder, where it is capable of entering epithelial cells to achieve intracellular bacterial kill1. It provides targeted, narrow spectrum treatment for gram positive mastitis in situations where injectable therapy for mastitis is required."
The interactive checklist is designed to help practitioner and farmer to work closely together to draw up a workable action plan to improve youngstock health.
MSD Animal Health ruminant veterinary adviser Kat Baxter said: "This new checklist-based tool explores, records and scores calf health performance across five core areas to identify the strengths and weaknesses of any rearing unit’s environment and processes.
"Working through a series of 10 questions within each core area – designed to tease out where a rearing unit is in terms of accepted best management practice – allows vet and farmer to quickly pinpoint any areas needing attention. What’s more, repeating the checklist every six or 12 months is a great way to keep things on track, allowing both parties to monitor progress against agreed targets. Vets can also use the scores to benchmark their clients’ farms against each other."

New legislation will be introduced in the New Year making slaughterhouse CCTV a legal requirement in all areas where live animals are present, with unrestricted access to at least 90 days of footage for Official Veterinarians. The new law will come into force in the spring, with slaughterhouses allowed an adjustment period of up to six months.
The new legislation followed a public consultation which was overwhelmingly in favour of compulsory CCTV. Defra says that out of almost 4,000 respondents, more than 99% were supportive of the plans.
"The reaction to this consultation highlights the strength of feeling among the public that all animals should be treated with the utmost respect at all stages of life and be subject to the highest possible welfare standards.
"These strong measures also provide a further demonstration to consumers around the world that as we leave the EU we continue to produce our food to the very highest standards."
BVA Senior Vice President Gudrun Ravetz said: "The mandatory installation of CCTV is a vital tool to ensure high standards of animal health, welfare and food safety in all slaughterhouses.
Official Veterinarians carry out an essential role in slaughterhouses by independently assessing and reporting breaches of animal welfare, and unrestricted access to CCTV footage will allow them to carry out this role even more effectively.
We have been campaigning for these measures for a number of years and it is reassuring to see such a high level of support for their implementation from industry and the public."
Heather Hancock, Chairman of the Food Standards Agency, said: "The Secretary of State’s decision to require CCTV in all slaughterhouses is a welcome step towards ensuring that animal welfare and hygiene standards are met across the meat industry.
"Last year, the FSA Board concluded that, without mandatory CCTV in slaughterhouses, we would see minimal further progress in businesses improving animal welfare or complying with official controls to protect public health.
"We look forward to working with the industry as CCTV plans are implemented, and to seeing public confidence rise as a result."
The government will now further discuss the details of bringing in the proposals and present draft legislation to Parliament as soon as Parliamentary time allows.
The new guidelines strongly recommend an overall reduction in the use of all classes of medically important antibiotics in food-producing animals, including complete restriction of these antibiotics for growth promotion and disease prevention without diagnosis. Healthy animals should only receive antibiotics to prevent disease if it has been diagnosed in other animals in the same flock, herd, or fish population.
WHO says that where possible, sick animals should be tested to determine the most effective and prudent antibiotic to treat their specific infection. Antibiotics used in animals should be selected from those WHO has listed as being "least important" to human health, and not from those classified as "highest priority critically important", as they are often the last line, or one of a limited number of treatments available to treat serious bacterial infections in humans.
The new guidelines were informed by a systematic review published in The Lancet Planetary Health which found that interventions that restrict antibiotic use in food-producing animals reduced antibiotic-resistant bacteria in these animals by up to 39%1.
Dr Kazuaki Miyagishima, Director of the Department of Food Safety and Zoonoses at WHO said: "Scientific evidence demonstrates that overuse of antibiotics in animals can contribute to the emergence of antibiotic resistance. The volume of antibiotics used in animals is continuing to increase worldwide, driven by a growing demand for foods of animal origin, often produced through intensive animal husbandry."
Dr Tedros Adhanom Ghebreyesus, Director-General of WHO said: "A lack of effective antibiotics is as serious a security threat as a sudden and deadly disease outbreak. Strong, sustained action across all sectors is vital if we are to turn back the tide of antimicrobial resistance and keep the world safe."
Responding to the announcement, BVA Senior Vice President Gudrun Ravetz said: "We welcome the WHO continuing to tackle this serious global health issue. Their guidelines echo the guidance BVA has long been issuing on the responsible use of antimicrobials.
"We agree that the prophylactic use of antimicrobials in healthy animals to prevent disease is never a substitute for good animal husbandry and management.
"Through cross-sector working, the UK is leading the way in significantly reducing antimicrobial usage, having already achieved the UK Government usage targets set for 2020.
"Critically Important Antimicrobials use is at a very low level in the UK, and, as recent Government data shows, is continuing to decrease. It is encouraging that WHO recognises that these vital medicines are sometimes needed, under veterinary judgment and prescription, as a last resort, to prevent the further spread of disease and to protect animal and human health."

The Targets Task Force comprises a leading veterinary surgeon and farmer from each of the beef, dairy, egg, fish, gamebird, pig, poultry meat and sheep sectors, who have been consulting with key organisations in their respective industries. The group also includes observers from regulators Food Standards Agency and Veterinary Medicines Directorate (VMD).
While the targets each sector has set vary according to the availability of data and scope in their sector, the targets as a whole have been described as 'positive and proactive' by the VMD.
The headline targets for the eight sectors include a reduction in use of antibiotics in pigs by over 60% between 2015 and 2020, with minimal use of highest priority Critically Important Antibiotics (CIAs). RUMA reports that good progress has already been made in this sector, with usage falling by around 35% between 2015 and 2016.
Targets Task Force member and president of the Pig Veterinary Society Mark White said: "It's encouraging to see the response in the sector to the challenge laid down, which bodes well for achieving our ambitious 2020 goal. It is evident that the sector – steered mainly by the members of the Pig Veterinary Society, AHDB Pork and the National Pig Association – has the will and the capability to fully engage with the issue."
Next steps, he said, were to focus on eliminating routine preventative treatment where it is still happening, mainly due to lack of resource or expertise. "We can also work to improve water delivery systems so that more targeted treatment in the water can be used instead of in-feed medication."
The dairy cattle sector has committed to a 20% reduction by 2020, with a particular focus on halving use of the highest priority CIAs. The work to achieve this will be led by a newly-created Dairy Antimicrobial Stewardship Group (DASG) which includes all key organisations in the sector.
Some of the strategies to achieve these goals in dairy farming include reducing the use of antibiotic dry cow therapy and injectable products, and cutting back on group treatments such as antibiotic footbaths for lameness which remain largely unproven, instead using topical and targeted treatments.
Di Wastenage, dairy farmer from Devon, Task Force member and chair of the DASG, said the sector needed to be ambitious about what it could achieve. “While use is lower than in some sectors, there are clear areas to tackle where use can be habitual, or common disease problems go unchallenged.
"For example, eliminating BVD and Persistently Infected animals from the herd is one of the obvious places to start, as well as talking to your vet to calculate the usage levels you have at the moment. Calf rearing can produce a 'hot spot' of treatment, as can digital dermatitis. Everyone has the potential to use antibiotics more responsibly somewhere."
The gamebird sector, having undergone a comprehensive awareness-raising initiative among game rearers in 2017 to cut back on reducing the need for medicines, aims to reduce use by a quarter this year, with a further 25% reduction between 2018 and 2020.
Three sectors – poultry meat, laying hen and fish – are either already low users of medicines or have made significant reductions over the past five years. These sectors will be focusing on maintaining use at the minimal level needed to ensure good health and welfare among their livestock, while tackling emerging challenges should they arise.
The poultry meat sector, previously described as a 'pathfinder' for the rest of the farming industry, has already reduced use by 71% between 2012, when its stewardship scheme was introduced, and 2016.
In doing this, the poultry meat sector has also ceased all preventative treatment and use of the highest priority CIAs. It will now maintain current levels in chickens and look for further reductions in turkeys. This sector will use clinical governance to ensure CIA antibiotics are only prescribed when absolutely needed and with sign off from veterinary specialists and management.
The laying hen and fish sectors have similarly committed to continuing low use, with the laying hen sector eliminating all use of highest priority CIAs in the past two years. The development of a vaccine in the salmon sector several years ago successfully controlled one of its most challenging bacterial diseases, so the focus has turned to the health of the ‘cleaner fish’ used to provide natural control of sea lice.
The trout farming sector, with its greater number of small producers, is concentrating on reducing the need for antibiotics and improving data capture.
The beef and sheep sectors are already low users of antibiotics, but have acknowledged they each need better data, and will also commit to addressing 'hotspots' of use. Both have committed to a 10% reduction in antibiotic use by 2020, subject to securing better data.
For the beef sector, reduction in use centres around calves and youngstock, particularly in the areas of respiratory disease. There is also an emphasis on calves from dairy herds, where mixing animals from different sources can create a peak in disease pressure similar to children going to school for the first time.
In sheep, the focus areas are to reduce routine preventative antibiotic usage against abortion (miscarriage), lameness and neonatal lamb diseases such as watery mouth and joint ill.
With initiatives proving that routine preventative use is largely avoidable through a combination of vaccination, good hygiene, quality nutrition and careful shepherding, Dr Fiona Lovatt of the Targets Task Force is optimistic about the opportunities to reduce overall use.
"In the sheep sector, we’re not high users of antibiotics. But we want to ensure that any use is totally targeted so we are challenging all inappropriate or routine preventative use.
"Convincing farmers to change practices is tricky, and none of us want to see an increase in levels of disease, but those who have had the courage to work with their vets to change what they do are now seeing what is possible. The answer is to take a holistic approach and work closely with a keen sheep vet."
Gwyn Jones, chair of both RUMA and the Targets Task Force, said he has been overwhelmed by the positivity of the group and its willingness to be ambitious. "The members have worked very hard and have shown incredible leadership and persistence. They have also provided unprecedented support and inspiration to each other.
"I am delighted they have agreed that the group should continue to meet twice-yearly to review progress and discuss issues."

AMR poses a global threat to human and animal health and requires concerted efforts across the medical and veterinary professions to steward responsible use and prescription, as recognised in the UK Government-commission global Review on Antimicrobial Resistance, chaired by Lord O’Neill (May 2016).
The veterinary profession in the UK has been committed to the responsible use of antimicrobials, with the Chief Medical Officer publicly recognising the concerted efforts to reduce antibiotic usage in agriculture. BVA is a member of RUMA and has been working closely with stakeholders in government and industry to develop appropriate and evidence based targets across the livestock sector, which will be announced tomorrow (27 October) at a conference in London.
British Veterinary Association Senior Vice President Gudrun Ravetz said: "AMR is a serious global One Health issue that the veterinary profession is deeply concerned about, as it threatens our ability to treat animals and protect human health, and it is an issue BVA is addressing through joined-up working with UK governments, industry and other health sectors. Increased collaboration between the health sectors, underpinned by a commitment from each of us within the veterinary profession to maintain the highest standards of stewardship in using antimicrobials, most especially Critically Important Antibiotics, is the only way we can preserve these essential medicines for future generations.

The study, which examined cattle farmers’ and veterinary surgeons' opinions of pain-induced distress associated with disbudding, analgesia and attitudes and the use of non-steroidal anti-inflammatory drugs (NSAIDs), suggests that in particular, vets need to refine their understanding of farmers’ priorities, and how they guide clients on methods to improve calf welfare.
There have been a number of studies into the pain-induced distress resulting from the disbudding procedure. All methods of disbudding (apart from chemical cauterisation) in the UK require the use of a corneal nerve local anaesthetic blockade but there are currently no legislative requirements for the use of NSAIDs for disbudding – it is at the discretion of the farmer or veterinary surgeon carrying out the procedure. NSAIDs are routinely used in companion animals and equine practice, but less so in farm animals.
This new study, conducted by researchers at the Royal Veterinary College (RVC) in Hertfordshire and Aran Vet Clinic in Gwynedd, looked at the attitudes of farmers and vets on pain perception and pain management methods for disbudding. A total of 118 vets and 140 farmers contributed to the study. Of the respondents:
The study concluded that veterinary surgeons underestimate the influences of welfare and analgesic duration and effectiveness on farmers' decisions, and overrated cost impact. This perception could have a negative effect on veterinary recommendation.
The authors of the study therefore advise that steps should be taken to address the current inadequacies in the communications between vets and clients in conveying the practicalities and potential benefits of using NSAIDs.
Dr Troy Gibson, PhD, PGDipSci, BSc, Lecturer in Animal Welfare Science at the Royal Veterinary College said: "Despite the large amount of evidence of the benefits of NSAIDs for disbudding, it is disappointing that their use is still not widespread. This may partly be due to the only recent licencing of one NSAID for cattle. However, from our work it is clear that one of the key barriers to wider uptake is the breakdown in communication between veterinarians and their clients in conveying the cost, practicalities and potential benefits of NSAID use for disbudding. The wider use of NSAIDs in combination with local anaesthetics during disbudding would significantly improve calf welfare."
James qualified from Glasgow University in 2002 before joining Rosemullion Veterinary Practice, a mixed practice in Falmouth, Cornwall, of which he became a Director in 2008.
In 2014, Rosemullion separated its farm and small animal work, whereupon James became Clinical Director of the new farm practice, Coast2Coast Farm Vets.
In 2015, following the acquisition of Rosemullion and Coast2Coast by CVS, he was appointed to the group's Farm and Equine Clinical Advisory Committees. These Committees comprise clinical staff from across the Farm and Equine Divisions and make decisions on important issues, including purchasing, advice and information for its clinical teams and investments in the latest equipment and facilities.
James said: "I’ll be spending time each week travelling around the UK, Ireland and Holland to visit our farm practices and meet with colleagues within CVS and from the wider farming and veterinary industries.
"During my first six months, I’ll be focusing on developing frameworks and policies that will enable our practices to guide clients through difficult issues, such as antimicrobial and anthelmintic resistance and to help them succeed in the highly competitive marketplace for both prescription and non-prescription medicines.
"I will also be creating a bespoke farm New Graduate Programme for young vets which all our farm practices will be able to access.
"I see an exciting opportunity for CVS Farm to become a major force in the sector and am looking forward to working with my new colleagues to bring this about."
