VetSurgeon member Anthony Todd has started a petition amongst veterinary surgeons and nurses, calling for the installation and routine monitoring of CCTV in all pre-slaughter areas of licensed abattoirs in the UK.
The petition was triggered by a news report in the Daily Mail exposing shocking cruelty to pigs at an Essex slaughterhouse run by Cheale Meats. Staff were seen stubbing their cigarettes out on the pigs' faces, punching them and failing to stun the animals correctly, in undercover footage filmed by Animal Aid.
The Food Standards Agency, which is responsible for breaches of welfare at abattoirs, has refused to submit the footage to Defra for prosecution, on the basis that it was filmed illegally.
Anthony said: "Prosecution will automatically follow with legal video evidence.
"The exposure of the Cheale incident was fortuitous and may well be the tip of the iceberg which must be eliminated."

According to the results of DairyCheck 2008, Intervet/Schering-Plough Animal Health's subsidised milk testing service, 65% of herds tested positive for IBR infection, 69% positive for Leptospirosis and the majority of herds tested showed evidence of previous BVD exposure.

The Royal College of Veterinary Surgeons has set up a new Veterinary Legislation Group to consider proposals for changes in veterinary regulation, in the light of the Environment, Food and Rural Affairs Committee's inquiry into the current Veterinary Surgeons Act, and the Government's response to the EFRA Committee's report.
The new group, which will be chaired by RCVS Council Member and Dean of Glasgow Veterinary School, Professor Stuart Reid, will be tasked with taking a fresh look at changes that need to be made to the current legislative framework, and how these might be accomplished. It will not restrict itself to looking at a replacement for the Veterinary Surgeons Act, but will consider other ways that changes can be made in the short- and long-term.
The Group will meet in September, and comprise RCVS Council members and non-members - both lay people and veterinary surgeons. Once the RCVS position has been clarified, further discussion will follow with DEFRA, the BVA and the profession.
Responding to the Government's response to the EFRA Committee report, RCVS President Jill Nute said: "We welcome the fact that DEFRA is willing to consider any detailed proposals that might come forward from the profession, although we accept that DEFRA itself does not have time or resources to be proactive at this stage.
"We are also pleased that Government acknowledges that the veterinary nursing profession has come of age and that the time is right for the regulation of veterinary nurses to be taken forward, although again it is disappointing that DEFRA does not have the resources to progress this at present.
"Finally, we welcome the suggestion that the Presidents of the BVA and the RCVS meet with the Chief Veterinary Officer to discuss plans and to what extent DEFRA can help us - accepting the fact that DEFRA, like the RCVS, feels that a piecemeal approach may not be the most effective," she concluded.

BCF has announced upgrades to the Easi-Scan bovine ultrasound scanner which include improved image quality and additions to the BCF Universal Googles (BUGs) range.
The BUGs range now includes a new LCD model and a monocular version. According to the company, the LCD version provides a softer, more familiar image and considerably lower price, while the monocular version is ideal for the small percentage of people that struggle to see a single image in a binocular style goggle.

Micro-nutrition specialist Agrimin has launched All-Trace Biotin Gold, the seventh bolus in the company's All-Trace range.
The new bolus is the result of extensive in-house research and development which aimed to formulate a cost-effective, micro-nutrition bolus suitable for dry cows and heifers at risk from lameness, which affects up to 20 per cent of the UK national herd. They lie in the rumen/reticulum and slowly dissolve from a constant surface area providing a continuous and regular supply of trace elements and vitamins to the animal. Agrimin says heifers respond very well to Biotin supplementation and studies have shown that supplying Biotin in the later stages of pregnancy produces the most effective results. This late stage of pregnancy is also the critical period for the transfer of vital nutrients from mother to calf and so the trace element content of All-Trace Biotin Gold will benefit both animals. The company says that CircoMax Myco offers the longest lasting combined protection on the EU market against PCV2 and M. hyopneumoniae pathogens. This reduces the PCV2 viral load in blood and lymphoid tissues, PCV2 fecal shedding, lymphoid tissue lesions associated with PCV2 infection, and lung lesions associated with M. hyopneumoniae infections.
Pig protection was demonstrated against porcine circovirus genotypes 2a, 2b and 2d and lasts for at least 23 weeks after vaccination in fattening pigs for both PCV2 and M. hyopneumoniae.

The British Occupational Hygiene Society (BOHS) has announced the publication of a book on controlling skin exposure and wet work. The book aims to fill a knowledge gap about dermal exposure risk management in workplaces which are particularly affected, such as veterinary practices.
The consequences of a failure to adequately control dermal exposure to hazardous agents do not always become apparent until years after exposure, and because of this, many employers are either ignorant of the consequences or ignore the potential for ill-health until it is too late. In Great Britain, over 29,000 people are suffering from work-related skin disease and every year over 3,500 new cases are reported. Alongside this, many workers are unaware of the ways in which skin comes into contact with chemicals, or how dermal exposure can contribute to inadvertent inhalation and ingestion exposure.
Healthcare workers are susceptible. Vets and nurses are, for example, at risk from disinfectants, detergents, wet-work, latex gloves, anaesthetics, antibiotics and antiseptics, phenothiazines, formaldehyde, glutaraldehyde and liquid chloroxylenol.
The book provides an introduction to the structure and functions of the skin, information about the diseases caused by dermal exposure and the occupations and chemicals involved, regulatory requirements related to dermal exposure at work, exposure and risk assessment, and risk management strategies. It is both comprehensive and accessible, and clearly illustrated with photographs, figures and tables throughout, ensuring that it will be of practical use. As a result, BOHS believes that it will make an important contribution to increasing knowledge about control of dermal exposure, and encourage more effective control measures to be introduced in workplaces.

Zoetis has launched a one-dose vial of Rispoval IntraNasal, in order to offer respiratory health protection in calves as soon as possible after birth without either waiting to batch them in groups or wasting unused vaccine in multi-dose packs.
To make ready for use, the vaccine is reconstituted by mixing a powder with sterile diluent. Once mixed, the licensed shelf life is two hours. This means any that is unused in multi-dose packs must be thrown away. By stocking a combination of one- and multi-dose packs, farmers can eliminate this.
The vaccine protects against two primary viral causes of pneumonia in young calves, BRSv and Pi3v1. Surveillance of blood samples from 2,145 calves with pneumonia signs found 78% exposed to BRSv, 81% to Pi3v2. The product licence allows use from nine days of age, with onset of immunity to BRSv and Pi3v after five and 10 days respectively. The licence also specifies a duration of immunity of 12 weeks.
Zoetis vet Carolyn Hogan says that viruses are the instigator of a majority of respiratory health problems: "Early-life protection also helps reduce the threat from opportunistic secondary bacterial infections, such as Pasteurella.
"Good respiratory health is essential to ensure calves develop to achieve their lifetime potential. But it's estimated that 67% of pneumonia cases occur in calves less than three months of age3.
"Whether suckled or reared, calves that don’t grow effectively in the early weeks are unlikely to catch up later. On both dairy and beef units, proactive management of the calf living space, nutrition and disease resilience is critical to maximise lifetime productivity, which is clearly so important under today's farm business economics.

Farmers within the Protection Zone (PZ) are being urged by the Joint Action against Bluetongue (JAB) to vaccinate their animals if they have not already done so.
In a joint statement JAB said: "The vaccination campaign is going exceptionally well with more than 9 million does of vaccine made available to farmers in the PZ. However, we must not be complacent, as there are still more animals to vaccinate and we must not delay in protecting them from bluetongue.
"As the weather conditions improve, the risk of new cases of bluetongue increases and the objective of the JAB campaign has been to try and protect the UK from the devastation this disease caused in much of the rest of Europe last year. We do not want to see in the UK the heavy losses of sheep seen by some other member states or the fertility problems seen in many cattle herds. The message is simple - if you want to protect your livestock, ‘don't hesitate, vaccinate'."
Commenting on the recent delays in vaccine delivery, JAB said: "It is unfortunate that we have seen a problem with the latest batch of vaccine, which for quality control reasons is undergoing further testing. JAB understands the frustration that this delay has caused. However, this is just one batch and Intervet has so far exceeded delivery expectations and we are hopeful that we will be back on track very soon."

Expert speakers at Advances in Diagnostics, a meeting held in Brussels last month, have said that molecular technology will play a vital role in safeguarding the health and productivity of food animals in the future.
Dr Willie Loeffen, President of the European Association of Veterinary Laboratory Diagnosticians (EAVLD) said: "Technology is taking over. Laboratory diagnosis used to be 99% labour and 1% technology, nowadays the emphasis is the other way around. Technology is now an integral and indispensable part of veterinary laboratories."
Dr Loeffen used the investigation of PRRSV infection in pigs and the more recent appearance of Schmallenberg virus in Europe to highlight how modern molecular techniques could help to characterise new disease threats rapidly.
"It took four years of laborious work for us to characterise the cause of PRRS, but thanks to sequencing technology Schmallenberg virus took just a few months.
"Technological developments mean that diagnosticians now do things that they could only dream about 10 or 20 years ago."
As well as providing a means of identifying new disease threats quickly, the meeting highlighted the increasing role of diagnostic tools as an integral part of maintaining animal health.
Dr Kirk Adams, Director of Product Management at Life Technologies, the meeting sponsor, said: "Diagnostics are no longer just a way of finding out what an animal died of - they have a multitude of uses on farm. They mean that we can take a more holistic and proactive approach to animal health; in contrast to the reactive, disease-driven approach of the past.

Dr Adams added: "Veterinarians now have access to a wider range of better diagnostics than ever before. Tests are now faster, more accurate and more precise than ever before.
"The next twenty years could see the biggest change in the way we manage production animals in over a hundred years."
The meeting was also addressed by Dr Kees van Maanen, from the Netherlands Animal health Service (GD), an expert in modern diagnostic technology and its application on both local and national levels. He called for greater international co-operation to protect European animals against threats from increasing global interaction. He said: "Pathogens and insects do not respect borders: trusting each other's results requires further harmonization and transparency for diagnostic procedures between laboratories and countries.
"Rapid and accurate diagnosis contributes to disease management, but does not stop epidemics. However, it has contributed significantly to gaining insight into the epidemiology of emerging diseases and formulating appropriate measures.
"The development of modern diagnostics has given us the potential to manage animal health and control infectious diseases in production animals far more effectively in the past - both on a local level and a national or regional level. Recent experience with unexpected disease outbreaks has shown that we can now characterise and track pathogens far more quickly and accurately than ever before.
"However, we need to make sure that we keep veterinarians and farmers informed about these developments, so they know how to apply them in practice in order to make the most of them.
"Diagnostics will continue to become a more integral part of animal health management in the next decade, we just need to make sure we can apply that knowledge in the best possible way."
Cefshot is indicated for treatment of subclinical mastitis at drying off with action against Gram positive and Gram negative bacteria.

Virbac has launched of Bovigen Scour, an emulsion for injection into cattle which reduces the severity of diarrhoea caused by bovine rotavirus, bovine coronavirus and enteropathogenic E.coli F5 (K99).
Bovigen Scour works by actively immunising pregnant cows and heifers and providing passive immunity to their calves via colostrum. According to the company, the vaccine also helps to reduce the shedding of virus by calves infected with bovine rotavirus and coronavirus.
Virbac says a key benefit of Bovigen Scour is the vaccination protocol which offers a large window for injection, making it easier for vaccination planning. The primary course is administered in two shots, with first dose between 12 and 5 weeks before calving and the booster 3 weeks later. The annual booster is then due between 12 and 3 weeks before calving is expected. The vaccine is presented in two sizes: 15ml (5 doses) and 90ml (30 doses). The dosage per cow is 3 ml and the withdrawal time is nil in milk.
Virbac Large Animal Product Manager Brigitte Goasduf MRCVS said: "Bovigen Scour offers farmers flexibility and ease of use. The flexibility it gives in terms of scheduling the primary course and booster is particularly important and is highly relevant for beef cattle farmers as it can be difficult to know exactly when a cow is likely to calve and it is vital not to miss the vaccination window.
"Bovigen Scour is also convenient to give because of the small volume of emulsion and because the injection is given intramuscularly. Its launch extends our large animal vaccine range, which includes Gudair, for the active immunisation of sheep and goats against Mycobacterium avium subspecies paratuberculosis (Map)."
Hysolv Animal Health has announced that it is offering a free swine flu laboratory diagnostic service to veterinary surgeons in the UK and Ireland.
The company will supply kits to veterinary surgeons with which to take samples from pig herds they suspect are infected with swine flu. The samples, nasal swabs or blood, will be sent direct to Germany where vaccine and biological company IDT Biologika is using a special facility to detect which viruses or antibodies against certain serotypes are present.
The virological tests will be conducted by the Institute for Virus Diagnostics, part of the Federal Research Institute for Animal Health. Antibody titres against H1N1, H1N2, H3N2, panH1N1 and panH1N2 will be looked for. Hysolv says these tests, including histopathology, can provide the only conclusive proof of influenza infection.
Results from the test — which would normally cost 230 Euros (about £185) to conduct — will be available within a week. IDT is believed to be the first company offering this type of test.
According to the company, the PCR test — from nasal swabs — is much more precise than previous testing regimes and will identify and type circulating strains as well as emerging strains.
Hysolv says that when swine flu strikes a farm, the signs seen are no longer just typically flu-like but a show whole range including fever, coughing, dyspnoea as well as returns to oestrus and abortions in sows. These may be in combination and concurrent with other diseases which makes accurate diagnosis difficult.
IDT will be offering the newly-branded vaccine Respiporc Flu 3 where the veterinary surgeon feels vaccination in indicated.
Hysolv director Richard Brealey said: “IDT is raising the bar in flu testing and this is a significant advance on what has been done in the past. In 2014 one-third of 1353 nasal swabs sent for testing proved positive for swine flu in Germany. In the UK the samples will help give an insight into the epidemiological status quo of the national pig herd.”
Defra's new measures include:
Eleven additional licences for badger control covering parts of Devon, Wiltshire, Somerset, Dorset and Cheshire. Licences have been granted for supplementary badger control in areas of Gloucestershire and Somerset which have completed their original four-year licences.
The relaunch of the Badger Edge Vaccination Scheme following suspension due to a global shortage of TB vaccine, with groups invited to submit expressions of interest and feedback on the criteria for the scheme.
A new bTB Advisory Service for farmers to provide advice on-farm and by phone or email to farmers in High Risk and Edge Areas on bTB biosecurity and risk-based trading, set to launch this autumn.
Tighter control of Inconclusive Reactors (IRs) in the High Risk and Edge Area, to come into force from 1 November.
British Veterinary Association (BVA) President Gudrun Ravetz said: "Today’s announcement sees 11 new licences issued and, while BVA supports badger culling as part of a comprehensive strategy for tackling bovine TB, we will continue to call on the Government to use the targeted and humane method of cage trapping and shooting only - rather than the current method of controlled shooting.
"As one of the many tools in the toolbox, we welcome the re-commencement of the Badger Edge Vaccination Scheme, particularly if used as a ‘firebreak’ to mitigate the spread of the disease into the low risk areas. The introduction of a TB Advisory Service will provide valuable additional support for farmers, who we’d encourage to continue working with local vets on biosecurity and herd health planning.
"Yet we are concerned that Government policy seems to have moved away from the original, evidence-based proposal of a six-week time limit for badger control within the open season, which enables an intensive, coordinated and effective operation in order to secure optimum disease control benefits.
"In terms of numbers, it is clear that badger population estimates have previously demonstrated considerable uncertainty and imprecision. It is critical that as accurate as possible population estimates, using an evidence-based methodology, are obtained and made openly available.
"We would urge clarity over cull timeframes, numbers and mid-cull review methodology to ensure that the progress made, enabling the application for Officially TB Free status, is not undermined."
Today’s Defra update follows a consultation on licensed badger control conducted at the start of 2017, to which the British Veterinary Association (BVA), British Veterinary Zoological Society (BVZS) and the Association of Government Veterinarians (AGV) submitted a formal, joint response.

DairyCo has announced the launch of a new programme designed to tackle the challenge of lameness on dairy farms.
The Healthy Feet Programme has been developed to provide a structured approach to assist vets and foot trimmers to work more closely with their farmer clients, to reduce the incidence of lameness on a permanent basis.
DairyCo product manager, Kate Cross said: "We've developed the programme to build on the DairyCo Mobility Score by introducing a programme that dairy farmers can undertake working with their vet who is a trained 'mobility mentor', to identify problems, risk factors and suitable intervention strategies on the farm. An action plan is then agreed to prioritise management practices that have a permanent impact on incidence of lameness."
The programme draws on the findings from the Bristol Healthy Feet Project, the New Zealand Healthy Hooves programme, First Steps and Claw Signals. As well as the valuable experience gained from the DairyCo mastitis plan. It has been designed to combine the best features of all these programmes and aims to build on the successful DairyCo Mobility Score.
Vets are invited to enrol for a two day CPD course, which will enable them to introduce the Healthy Feet Programme to their farmer clients and provide on-going support, assisted by a range of resources provided by DairyCo.

In the study, the Pirbright - Wageningen research team combined their expertise in both FMDV and mathematical modelling to evaluate the methods and effects of preclinical diagnosis during surveillance (as would be in place during an outbreak), in order to reduce the risk of transmission between herds of cattle on neighbouring farms.
Transmission experiments in cattle were used to collect samples taken from individual animals such as blood, saliva and nasal swabs, and at herd level such as air samples, on a daily basis during the course of infection. The sensitivity of each of these types of samples for the detection of infected cattle during different phases of infection was then quantified.
Dr. Simon Gubbins, Head of Transmission Biology at Pirbright said: "Our results were incorporated into a mathematical model for FMDV transmission in a cattle herd in order to evaluate the impact of early detection and removal of an infected herd on the reduction in the amount of infectious output which could enable transmission of the virus to cattle on a neighbouring farm.
"By using weekly surveillance, clinical inspection alone was found to be ineffective at blocking transmission. This was in contrast to the impact of weekly sampling using saliva swabs of at least ten animals per farm or daily air sampling (for housed cattle), both of which were shown to reduce the risk of transmission substantially."
Dr. José Gonzáles from Wageningen Bioveterinary Research added: "These findings provide a new approach to disease control which could be added to our emergency preparedness programmes. A potential benefit of applying this strategy is a reduction in the number of animals culled unnecessarily, which is likely to happen when traditional strategies such as pre-emptive culling are implemented."
Following these initial results, the Pirbright - Wageningen research team plan to take their approach from the controlled conditions of the laboratory and test it in field trials. If successful, they hope it will help to reduce the social and economic impact of one of the world’s most devastating livestock diseases.
The plans developed by the Animal and Plant Health Agency (APHA), an agency of the Department for Environment, Food & Rural Affairs (DEFRA), involved the creation of a new role of Certification Support Officers (CSOs), non-veterinarians who would support the work of Official Veterinarians (OVs) in the signing of export health certificates for products of animal origin such as meat, dairy, processed products and animal by-products.
The proposals for the creation of CSOs by APHA has arisen due to concerns about the growth of exports in recent years and the potential for an up to 300% increase in products requiring OV certification if the UK has to certify exports of products of animal origin to the EU once the UK leaves the EU. Under APHA’s plans CSOs will work under the direction of veterinary surgeons and support their certification work (for example, verifying temperature checks), although the final certification will always need to be signed by OVs. The role will not involve certification relating to live animals or germinal products.
At the RCVS Council meeting on Thursday 1 November 2018 Council members agreed to facilitate APHA’s proposals and to make changes to the RCVS requirements so as to allow CSOs to support OVs in their certification work.
Amanda Boag, RCVS President, said: "As we have stated in our recent statement on ‘no-deal’ Brexit, it has been estimated that there would be 325% increase in veterinary certification requirements if the UK leaves the EU without a deal, and with these proposals Defra and APHA are preparing for this by increasing the support available for Official Veterinarians. Furthermore the proposal is in line with the concept of a vet-led team, with veterinary surgeons focusing on tasks only vets can do, whilst delegating some tasks to suitably trained and quality-assured members of our teams.
"We appreciate that there were some concerns over the level of education and training required by CSOs and are glad that the APHA has accommodated those views by increasing the level of education to three A-Levels (or equivalent in Scotland) and clarifying the nature of the training required by CSOs.
"By signalling its support for the proposals, RCVS Council has been assured that the integrity and value of the veterinary signature will be upheld and we are glad that we can play a key role in helping the veterinary profession prepare the UK for leaving the EU."
