Hysolv Animal Health UK has announced that it is offering a free diagnostic test which allows vets to identify the E. coli sub-types that produce the Shiga toxin associated with oedema disease in pigs.
The test, known as STEC-Check and worth £150-£200, is being sponsored by IDT Biologika GmbH. In the UK and Republic of Ireland, faeces and/or intestinal samples will be sent to the Animal Health and Plant Agency (APHA), Weybridge and SAC Consulting Veterinary Services at Penicuik to confirm results within a few days.
Hysolv says the test will provide a quick and accurate diagnosis, enabling appropriate action, including vaccination, to be taken on the farm.
Richard Brealey from Hysolv said: "Oedema disease is not always obvious and may be masked or controlled by the use of antibiotics, the use of zinc oxide or low-protein feeds which can also negatively affect productivity. This test will help confirm the presence of Shiga-toxin producing E. coli on the farm, a cause of serious losses in individual herds. We are therefore advising farmers to contact their vets to discuss using STEC-check on their farms."
According to the company, a nationwide study in Germany showed that 59% of farms where oedema was suspected were affected by Shiga toxin.
Richard added: "The Ecoporc Shiga vaccine has been recently licensed for use in the UK. There is pressure on vets and farmers to reduce the use of antimicrobials and vaccination, together with other measures, and this will help them to do this."

Zoetis has announced the launch of Zulvac SBV, a new Schmallenberg vaccine licensed for use in cattle and sheep in two doses at a three week interval, the second at least two weeks before mating.

Duration of immunity is six months in cattle and seven in sheep. At the recommended vaccination timing, this covers the window of susceptibility during pregnancy; in sheep from day 28 to 56, and days 70 to 150 in cattle. Animals infected during these periods are at risk of malformed offspring and subsequent stillbirth.
The company says vaccination combined with insecticidal measures to control the midge vector remains the most effective way of protecting the population1 and ensuring a more unified level of immunity.
Zoetis vet Carolyn Hogan said: "Although SBV is now considered to be an enzootic pathogen in England and Wales, there is plenty of evidence that seroprevalence at farm level – particularly on sheep farms - varies. As immunity wanes, the proportion of herds and flocks naïve to SBV and at risk via introduction of naïve replacements increases. So the risk of reinfection in assumed enzootic areas is potentially underestimated2.
"Culicoides midges, the SBV vector, are widespread in Europe and move easily between farms and regions, allowing rapid spread of infection."
Carolyn says that whilst there have been no confirmed diagnoses of congenital abnormalities in calves or lambs from APHA in 2014 or 2015, unconfirmed anecdotal cases have been reported.
"We do not know whether our ruminant population is immune or susceptible and neither do we know if another SBV challenge will appear. Vaccination remains the most effective way of ensuring valuable livestock are protected."

Miss Padron Vega faced four charges. The first and second alleged that in February 2016, for the purposes of an application to the Food Standards Agency for a Certificate of Competence under the Welfare of Animals at the Time of Killing Regulations 2015, she backdated two separate veterinary witness certificates to 7 December 2015. The third charge alleged that her acts of backdating were misleading, dishonest and in breach of the RCVS Principles of Certification.
The fourth charge against Miss Padron Vega was that, between September 2015 and February 2016, she failed to fulfil her duties as an Official Veterinarian in respect of: failing to prepare herself for the implementation of the Welfare of Animals at the Time of Killing Regulations 2015; failing to have regard to the information provided to her by her employers about the regulations and their implementation; failing to take any steps to ensure that the two individuals for whom she had given veterinary certification were licensed to perform slaughter in accordance with the regulations; and failing to identify that two individuals were not licensed to slaughter in accordance with the regulations.
The Committee heard that the Welfare at the Time of Killing Regulations were introduced on 5 November 2015 which placed the responsibility on slaughtering operations not to permit animal welfare abuses and required certification by a veterinary witness regarding compliance.
The new regulations required existing slaughter licence holders to apply for a Certificate of Competence before midnight on 8 December 2015 or they would not be permitted to continue operating even with experienced operatives.
During the hearing, Ms Padron Vega admitted charges 1 and 2, admitted that she had been in breach of the Principles of Certification and admitted the fourth charge against her.
However, she denied she had backdated the certificates in a misleading or dishonest way, maintaining that she had done so by mistake.
In considering the facts of the case, however, the Committee rejected this argument and, taking into account that she had been responsible for veterinary certifications in the UK since 2001, found that her conduct was knowingly misleading and dishonest.
The Committee then went on to consider whether the charges she admitted and the charges found against her constituted serious professional misconduct, both individually and cumulatively.
The Committee found that all the charges amounted to serious professional misconduct.
In relation to charge 4 in particular Stuart Drummond, chairing the Committee and speaking on its behalf, said: "The Committee has found that the respondent failed to read even those emails which her employer sent to her which were marked ‘urgent’ or ‘OV importance high’. She must have known that her employers were directing attention to some new statutory scheme for she was provided with PowerPoint slides in that regard which she could read at any time of her convenience. The Committee has been driven to the conclusion that the respondent did not even bother to read those slides for, had she done so, she would have known that she needed to apprise herself of the requirements of the impending new statutory scheme.
"The respondent’s failings in this regard are little short of extraordinary, especially given her obligations as Lead OV for FAI Farms. The total abdication of her responsibility to understand the requirements of the Regulations governing the slaughterhouse operations constitutes, in the judgement of this Committee disgraceful conduct in a professional respect."
The Committee then went on to consider the aggravating and mitigating factors in the case. In terms of aggravating features the Committee noted a lack of insight into the gravity of her conduct, that her conduct undermined in the most serious way public confidence in veterinary certification, and that there were animal welfare implications on her conduct as a number of chickens had to be removed from the slaughterhouse and alternative arrangements made because an auditor from the Food Standards Agency found that it was not compliant.
In mitigation the Committee considered that, despite the potential risk of harm, there was no actual harm occasioned to animals, that Miss Padron Vega has had a long and otherwise unblemished career and no previous issues with the RCVS and that she had admitted some of the charges against her.
Stuart Drummond added: "Ultimately, the Committee was driven to the conclusion that the public’s desire to see the implementation of the highest certification standards in relation to activities which impact on animal welfare and public health, and which did not occur on 3 February 2016, must outweigh this particular veterinary surgeon’s desire and need to continue in practice. This is not a conclusion which the Committee has arrived at lightly. On the contrary, it has reached this decision because it has been driven to the conclusion that it would be failing in its public duty to protect the wider public interest in the maintenance of standards of honesty and right conduct in a member of the profession.
"It is, therefore, the conclusion and decision of this Committee that the only proper sanction that can be imposed in this case is that the respondent’s name should be removed from the Register and it directs the Registrar accordingly."
Miss Padron Vega has 28 days from being informed of the Committee’s decision to lodge an appeal with the Privy Council.
The Pig Veterinary Society's revised 2009 edition of Casualty Pig, funded by the BVA Animal Welfare Foundation (BVA AWF) is now available.
This booklet is intended for the use of stock keepers on farms, staff in abattoirs, veterinary surgeons, and by transporters, to give guidance and knowledge in care, treatment, and euthanasia of the casualty pig. BCF Technology has launched a new bovine reproduction clinical booklet which can now be ordered free from the company.

Inocul8 and the Global Alliance for Livestock Veterinary Medicines (GALVmed), have launched vetvac.org a free new online database of information about livestock and poultry vaccines.
Currently the Vetvac database contains information on nearly 2,000 livestock vaccine products produced by more than 95 manufacturers. This included cattle, sheep, goat, pig and poultry vaccines available in the UK, Australia, Africa, India, South America and the United States. It is being expanded and updated on a continuous basis, and aims to cover all markets, providing the most complete compendium of licensed livestock vaccine products available worldwide.
The database developers say that they hope Vetvac.org will be especially useful to vaccine manufacturers and developers, and animal health professionals and livestock keepers.
Josef Geoola, Vetvac's co-founder, said: "Although there are a number of on-line databases and websites that focus on livestock vaccines, none provide the global coverage that Vetvac.org aims to achieve - our product will be unique."
Animal Health and Veterinary Laboratories Agency (AHVLA) has announced the formation of a new independent advisory group to recommend a future delivery model for veterinary surveillance in England and Wales.
The Advisory Group will be chaired by Dirk Pfeiffer, Professor of Veterinary Epidemiology at the Royal Veterinary College. According to the AHVLA, it will include representatives from government, the veterinary profession and the livestock farming and private laboratory industries and is being created so all those with an interest in veterinary surveillance can shape a future model and ensure that all issues are thoroughly considered.
Veterinary surveillance seeks to identify new or re-emerging threats to our livestock population and to public health. It involves a partnership approach between livestock keepers, private veterinary surgeons, the Scottish Agricultural College, industry bodies and AHVLA in order to effectively gather and assess intelligence.
AHVLA is seeking to identify ways to undertake veterinary surveillance both more effectively and at an affordable cost to the taxpayer. Work in this area has been on-going since 2010, and the merger of the former Animal Health and Veterinary Laboratories Agency (VLA) has created opportunities to review how veterinary surveillance can best be delivered.
The new model will aim to address capacity imbalances in the current service where provision sometimes outstrips demand. The independent advisory group are also expected to recommend how better and closer working methods across the partners can make the surveillance stronger as well as more cost effective.
Surveillance has historically been based on in-depth investigation of disease incidents with an emphasis on post mortem examinations carried out at AHVLA's regional laboratories. This system is a key element in the government's risk-based approach to the management of animal disease related threats.
AHVLA says that the current model, although successful in identifying diseases in the past, can be improved upon. A recent internal AHVLA report identified viable options for achieving better surveillance at the same or lower cost by, for example, exploring moving towards risk and intelligence based surveillance and improving the value added by working more closely in partnership with vets and their farmer clients and other sources of intelligence data.
In mid-January 2012, AHVLA will also be publishing, and publicising, an online survey aimed at individual veterinary practioners and livestock keepers. The survey will seek individual opinions on the inputs, mechanisms, outputs and value of surveillance in England and Wales Work is expected to run until spring 2012, following which recommendations on a way forward will be made.
Carl Padgett, President of the BVA, said: “Veterinary surveillance is an essential component in our animal health, public health, food security, and international trade work.
“The emergence of Schmallenberg virus in ruminants in northern Europe demonstrates the current value and ongoing need for a robust surveillance system to work both nationally and internationally.
“The BVA welcomes the establishment of the advisory group and particularly the wide range of veterinary expertise and experience that is represented on the group. It is important that views from both veterinary practitioners and veterinary scientists are fed into this review.
“While we understand that AHVLA and Defra must ensure value for money from the surveillance network, any future model must be shaped by good surveillance strategies, not the need to cut costs.
“We urge all practitioners in England and Wales to contribute to the discussions by completing the online survey.
“We look forward to engaging with the advisory group as it carries out the review and beyond.”

Tolracol is a 50mg/ml suspension of toltrazuril which can be used in all three species to prevent coccidiosis infections in youngstock on farms with a history of the disease.
Krka’s head of sales and marketing, Killian Gaffney said: "Coccidiosis can have a devastating impact on young animals, resulting in ill-thrift, weight loss and potentially death, making its prevention a vital component of herd or flock management.
"Importantly, this is a tri-licence single dose product which requires vet prescription. The involvement of the vet in prescribing coccidiostats is important as their use should be part of a whole management approach to prevention."

"With lambing and spring calving now taking place across the country vets are likely to be asked in the coming weeks and months about coccidiosis prevention. Tolracol provides another valuable tool in the armoury when it comes to preventing this nasty condition and should be considered as a first-choice product."

A rural social scientist has argued in this week's Veterinary Record that the dwindling influence of vets in the public health arena threatens food safety in the UK. Philip Lowe, from the Centre for Rural Economy at the University of Newcastle, argues that a shift in practice from treating animals used for food on farms to looking after pets in urban communities, is largely to blame. The proportion of time vets in private practice spent treating animals used for food halved between 1998 and 2006. Most vets run their own businesses, and pet owners have proved a more sustainable and lucrative source of income than farmers. Professor Lowe sympathises with the need to make money, but laments this drift towards the profession turning into "another private sector service industry." He says this fails to make use of vets' considerable and wide ranging expertise, adding: "I would argue that it also diminishes the public standing of the whole profession. I certainly couldn't imagine the medical establishment in this country accepting a role that marginalised public health, even if the NHS did not exist. More seriously for all of us, I believe that not involving vets in this important area also puts food safety in the UK at risk. "At the same time we live in an age when there is real and widespread public concern about welfare standards for farm animals, threats from animal diseases old and new (such as blue tongue, bird flu and swine flu), and food safety." Professor Lowe says that in the past, the veterinary arm of government traditionally provided leadership for the profession that was embodied by the Chief Veterinary Officer and was underpinned by the proportion of vets' income derived from public funding. But this is no longer the case, and is further undermined by the percentage of vets employed by government having shrunk from 11% to 4% over the past 40 years. Professor Lowe argues that the profession needs to rethink its role and the direction in which it is travelling. He says there needs to be more specialist support and training for student vets and novice practitioners so that they are not put off from farm practice before they have had a chance to develop their skills and confidence in this area. However, he cautions against returning to the stereotype popularised by the fictional James Herriot vet, who was depicted as a mainstay of the rural community: "The farm vet's position and respect for their expertise needs to be restored, but not in the old Herriot mould. He or she has to take on the much greater challenge of risk and welfare regulation and management across the whole food system".
Elanco Animal Health has launched AviPro Salmonella Duo, a new live vaccine which provides simultaneous protection against S Enteritidis and S Typhimurium in poultry.
Jessica Cross, Elanco's poultry veterinary consultant said: "AviPro Salmonella Duo is the first vaccine to have both Salmonella strains in the same vial and also the first to be licensed for turkeys and ducks as well as chickens."
Unlike inactivated vaccines which are administered by injection, AviPro Salmonella Duo is administered in the drinking water. Elanco says this offers producers significant advantages since the oral route allows mass administration without stressing the birds, saving labour and improving welfare. A three-dose programme provides immunity throughout lay.
The new vaccine also provides an eight-week increase in the period of immunity over its predecessor, to 62 and 68 weeks of age for S Typhimurium and S Enteritidis respectively.
Jessica said: "This development represents the third generation of vaccines, moving on from the early dead vaccines, individual live vaccines to the bivalent product. Producers will welcome the simplified administration it offers."
Latest figures from the Food Standards Agency (FSA) indicate that 22% of sheep and goats (3 million) are not stunned before slaughter1.
This is an increase from 2013 when it was estimated 15% (2 million) of sheep and goats were slaughtered without stunning.
At the same time, in a response to a parliamentary question2 from Kerry McCarthy MP (Bristol East), Defra has admitted that it does not hold data on how much of this non-stunned meat is exported.
The BVA says a recent trade deal with Saudi Arabia could greatly increase the exports of British lamb and other meat, some of which may be from non-stun slaughter. Information on the lamb market also indicates that exports in general (especially to non-EU countries) are on the increase, with total export volumes up 14% in 2017 and non-EU volumes growing to 5,400 tonnes – up two-thirds on the previous year3.
The BVA is calling for the timely provision of information on non-stun exports, firstly to ascertain the extent to which the UK is exporting meat from these sources and secondly to inform potential measures to ensure supply matches rather than exceeds domestic demand.
Other EU countries that allow non-stun slaughter have measures in place to limit the export of non-stun meat to help ensure that meat killed by this method is for the domestic market. For example, Germany requires that abattoirs apply for a licence by defining the number of animals to undergo non-stun slaughter to meet local demand only.
BVA President, John Fishwick, said: "Each year millions of animals in the UK are not stunned before slaughter and BVA will continue to push for an end to non-stun slaughter in the interests of animal welfare. The latest FSA figures suggest that a sizeable proportion of sheep and goats that are slaughtered in the UK are done so without stunning and that this seems to outstrip the requirements of the religious communities who consume meat that has been slaughtered in this way.
"It is difficult to unpick the possible factors that contribute to this mismatch but an essential step to understanding this better would be to provide data on how much, if any, non-stun meat is exported abroad. With Brexit on the horizon and in the light of announcements about export deals with non-EU countries, there is a pressing need for clarity on the quantities and destinations of exports of non-stun meat.
"While not illegal, if meat from non-stun religious slaughter is exported we consider this to be outside the spirit of the legislation which allows non-stun as a derogation from the law to meet the needs of religious communities."

The OIE is to be notified that cases of Bluetongue are occurring but there is still no evidence of transmission from animal to animal through vectors.

Norbrook Laboratories has launched Norfenicol Solution for Injection (florfenicol), a broad spectrum antibiotic licensed for the treatment of pneumonia in cattle and pigs.
Dr Barry McInerney, Norbrook's GB Veterinary Advisor said: "With many farmers preparing for winter housing, the launch of Norfenicol is timely as pneumonia represents the most common disease of housed cattle in the UK costing the agricultural industry an estimated £80m per year. Norfenicol is an easy to inject, cost effective treatment of pneumonia which kills bacteria quickly, and is available in a durable plastic bottle. Studies have shown florfenicol, the active ingredient in Norfenicol, to have a high bacteriological and clinical efficacy (100% and 96% respectively) against susceptible bacteria in the treatment of calf respiratory tract diseases."
Norfenicol is indicated for the treatment of bacterial respiratory disease in cattle associated with Mannheimia haemolytica, Pasteurella multocida, and Histophilus somniand for the treatment of acute outbreaks of respiratory disease caused by strains of Actinobacillus pleuropneumoniae, and Pasteurella multocida in swine.
Dr McInerney added: "NSAIDs have also been shown to be a beneficial ancillary therapy in treating bacterial pneumonia, to alleviate pain as well as to reduce inflammation and pyrexia. Norbrook has a range of NSAID products which are available as an adjunctive treatment for pneumonia in cattle, including Loxicom 20 mg/ml solution for injection for cattle, pigs and horses."

As the open season for shooting badgers begins on 1 June, the British Veterinary Association is reiterating its support for the planned badger cull pilots as part of the overall bovine TB eradication strategy in England.
Although the shooting of badgers is not expected to start until later in the season the BVA says it is responding to activity amongst those who oppose the cull and appealing to them to allow the necessary scientific work to take place unhindered in the two pilot cull areas.
The association points to the evidence base behind the policy - data from the Randomised Badger Culling Trials (RBCTs) - which shows that bovine TB in cattle can be reduced by around 16% in areas where a targeted, humane badger cull has taken place. The pilot culls will use different culling methods to the RBCTs and are therefore being monitored by the Independent Expert Panel made up of experts in veterinary pathology, animal welfare physiology, wildlife ecology, badger behaviour, wildlife management, ecological theory, statistics, and marksmanship.
Peter Jones, President of the BVA, said: "We have not taken the decision to support the pilot badger culls lightly; we have considered all of the scientific evidence, which supports the management of bovine TB in badgers in order to reduce the incidence of the disease in cattle.
"We accept that there is a gap in our knowledge, which is whether controlled shooting can deliver a badger cull humanely and safely, and to the same degree of effectiveness as cage trapping and shooting. That is what the pilots are designed to address and why is it important that they are allowed to go ahead unhindered.
"We understand that this is a highly emotional issue but we must be able to gather the evidence to enable future policy decisions to be based on science."

Novartis Animal Health has launched Farming against BVD, a new initiative to help in the fight against Bovine Viral Diarrhoea (BVD).
The campaign, which is being carried out in partnership with key industry bodies, will begin with an independent survey of farmers, the results of which will be announced in April.
An expert panel, headed by Professor Joe Brownlie (Royal Veterinary College and Chairman of the BVD Scientific and technical working group), will then come together to analyse the findings, using them to shape and drive an industry response.
Professor Brownlie said: "BVD is a costly and complex disease, spread by a pestivirus that affects the reproductive and immune systems. Persistently Infected (PI) animals are the main source of infection, but can be hard to identify without testing. Only total eradication will prevent the disease from spreading. Eradication Schemes in a number of European countries have already succeeded and Scotland and Ireland have embarked on similar schemes. The information being gathered will help the industry to develop a much needed scheme for England and Wales."
Joining Professor Joe Brownlie on the expert panel will be Dr Peter Nettleton (Moredun Research Institute), Mansel Raymond (dairy farmer and Chairman of the NFU Dairy Board), Caroline Dawson (Novartis Animal Health veterinary surgeon) and Paddy Gordon (veterinary practitioner).
Survey topics will include levels, and methods, of testing for BVD on farm, understanding of the role of PI animals and the financial impact of BVD on dairy and beef units. Farmers will also be asked who they look to for advice and how they view the role of vaccination.
Caroline Dawson MRCVS from Novartis Animal Health said: "Countrywide eradication may not be achieved for a number of years, although individual farmers can control the disease on their own farms within 1-2 years, providing substantial cost benefits. The purpose of this campaign is to encourage farmers to take action now against BVD. By working closely with their vets, identifying and removing PI animals, BVD can be removed. Ensuring adequate biosecurity and a robust vaccination policy will eliminate the risk of bringing BVD back onto the farm."
Professor Brownlie said: "Understanding what farmers understand about BVD, particularly the role of the PI animal, will enable members of the panel and the wider industry, including Novartis and the BVD Stakeholder Group, to meet farmer needs more accurately. Greater awareness of the problem is vital - this is the only way that progress towards eradication will be made."
The RCVS Disciplinary Committee has suspended a Cardigan veterinary surgeon from the RCVS Register for five months, for failure to perform accurate bovine tuberculin testing and for falsely certifying the test results.
During the two-day hearing, Dewi Wyn Lewis, of Priory Veterinary Ltd, Cardigan, answered charges about inaccurate skin fold measurements and false certification relating to two visits he made as an Official Veterinarian to a farm in April 2009 to undertake tuberculin testing.
Mr Lewis accepted that he had not carried out the tuberculin tests in the way required by Animal Health (AH) - an Executive Agency of the Department for Environment, Food and Rural Affairs - and had taken short cuts to save time. However, he denied the charges, arguing that, although instructions to Official Veterinarians clearly required the use of callipers to measure the skin folds of cattle necks on Day One of testing, not using callipers and using his finger and thumb did not amount to failing to measure.
He also argued (and it was accepted by the Committee) that, regarding Day Two of testing, there was inconsistency in AH's instructions on calliper use, which in written form required using callipers for measuring every animal but in practice accepted use of callipers when a reaction could be detected by manually palpating the skin. On Day Two, Mr Lewis said, he had done what AH required: he had used callipers on the cattle he identified for closer examination.
The Committee, however, found that by failing to use callipers on the first day, as required by AH, Mr Lewis had failed to measure the skin folds of almost all of the 104 cattle. The Committee was also satisfied that, on the second day, 10-20% of the herd were not even touched by Mr Lewis and the Committee accepted the evidence of the three other witnesses present during the testing, which indicated that Mr Lewis had failed to carry out careful assessment and manual palpation of every animal.
The Committee then considered whether Mr Lewis had dishonestly signed the certificate, or had signed a false certificate which he ought to have known was inaccurate. The Committee noted that there were no previous Disciplinary findings against Mr Lewis, and was prepared to believe his assertion that, although he knew he had not carried out the tests in strict compliance with AH's instructions, he genuinely believed his methods to be at least as accurate as measuring with callipers and did not think he was doing anything wrong or dishonest. The Committee could not then be sure that Mr Lewis had realised what he was doing was dishonest. However, the Committee noted that 'false' also means 'inaccurate' and, as Mr Lewis ought to have known that as his testing methods were not adequate, he also should have known that a considerable number of measurements on the certificate were inaccurate and that the certificate itself was inaccurate.
After considering the facts of the case, the Committee concluded that Mr Lewis's actions amounted to serious professional misconduct and directed that he should be suspended from the Register for five months, after which he may return to practice. In relation to the sanction, the Committee said: "In reaching this decision it is relevant that the false certification was not dishonest and that there was professional and personal mitigation put forward on behalf of Mr Lewis. The Committee has paid regard to the fact that Mr Lewis is an experienced veterinary surgeon who is highly thought of in his local area. It does not believe that there is any likelihood that he will repeat his previous conduct."
The Committee also said it gave considerable weight to the fact that Mr Lewis had had to wait an additional three-month period for the hearing because of an earlier adjournment.
The independent practice, which was set up in 2010 by husband and wife team Richard and Sophie Aylett, will be a hard act to follow because not only did they achieve awards in all three areas for which they were eligible, but they were marked as "Outstanding" in all three.
For farm practices, the five possible awards are: Team and Professional Responsibility, Client Service, Advisory/Consultancy Service, Diagnostic Service and In-Patient Service. However, as an ambulatory first opinion farm animal practice, Meadows Farm Vets Ltd was only eligible for the first three awards.
