It is hoped the findings, which were unveiled at the House of Commons yesterday, will enable the welfare priorities of the UK’s 800,000 horses to be addressed.
This is the first time welfare organisations, breeders, the equine industry and the veterinary profession have come together to agree on a strategy to best improve the welfare of horses in the UK.
The equine welfare study found the welfare needs of many horses are not currently being met and the report has highlighted four welfare priorities.
Dr Siobhan Mullan, Research Fellow in Animal Welfare Science, Ethics and Law at the University of Bristol and one of the report’s authors, said: "Bringing together the views of people associated with horses in England and Wales has provided an overview of horse welfare, from the day-to-day concerns of equine caregivers to identifying four priority challenges to equine welfare.
"This research has also identified how equine welfare can be improved, by addressing both the priority challenges, and a wider set of industry and horse-based needs."
Roly Owers, World Horse Welfare Chief Executive, added: "This research report provides a vital insight to the UK’s equine sector, mapping out the welfare landscape from a wide range of sector experts and stakeholders.
"In order for World Horse Welfare and others to most effectively address the welfare challenges facing UK equines, we need to better understand today’s welfare priorities and this research will provide a valuable guide to help in driving the focus of our educational initiatives and resources over the next few years.”
The priority welfare challenges and solutions outlined in the report are:
Unresolved stress/pain behaviourProblems associated with unresolved stress/pain behaviour affect large numbers of horses, often for long durations with variable severity of suffering caused to individual horses.
More academic research is needed to fully understand the links between behaviour, stress and pain, and objective measures of stress and pain in horses should be developed. Vets, riding instructors, the Pony Club, riding clubs and the equine press have a role in educating horse caregivers about signs of stress and pain and the appropriate responses. Academics and experts also have a role in tackling this issue through evaluating the effectiveness of intervention programmes.
Inappropriate nutritionOverfeeding and obesity are the main welfare problems associated with nutrition and affect large numbers of horses, often for a long time with varying severity of suffering.
Vets have a key role in tackling the problems associated with inappropriate nutrition. A consistent approach by all vets is needed, to prevent horse owners choosing vets that don’t challenge owners about their horses’ nutrition. Feed companies can also play an important role in tackling this issue, although many feed companies already offer appropriate nutrition for a range of horses and exercise situations. Better owner education, based on existing good research, would ensure the right nutritional choices are made for individual horses.
Inappropriate stabling /turnoutWelfare of horses is compromised when the amount of time spent at pasture/stabled does not meet their individual needs, when they are kept in social isolation or when they are exposed to unsuitable grazing conditions. Welfare problems associated with incorrect stabling/turnout affect large numbers of horses for a long time with variable levels of suffering.
Although all horse owners make choices relating to the amount and type of stabling and turnout experienced by their horses, livery yard owners could play a role in addressing this issue. For example, by encouraging different approaches to management, including group housing and the use of all-weather turnout facilities. Strengthening legislation is another possible way for improvement but a ‘one size fits all’ approach would be inappropriate. For example, for some horses, turn out to pasture may not always be suitable.
Delayed deathHorses may be kept alive inappropriately resulting in firstly, prolonging welfare problems, such as continued suffering of a horse in pain. This affects relatively large numbers of horses, for short periods of time with the severity of suffering often being severe. Secondly, an increased risk of suffering, for example where horses are unwanted by their owners, become low value and subsequently aren’t cared for well.
One way for improvement could be by putting pressure on the EU to make changes to the passport regulations. In particular, legislation changes that would enable horses who had received medications, including Phenylbutazone, to be slaughtered to enter the human food chain after a six month withdrawal period. In addition, challenging negative attitudes of horse owners towards timely euthanasia is important.
The research, undertaken over a four year period, was to understand the welfare status of horses in England and Wales, identify priority welfare issues and explore horse owner and industry experts’ perceptions of these issues.
Stakeholders from across the equine industry contributed to the research: from vets to farriers and welfare charities to governing body representatives, participants represented a wide-reaching cross section of horse care roles and responsibilities.
With fewer than 72 female Suffolk Punches remaining in the UK and fewer than 300 in the world, every female born is vital to the survival of this endangered British horse.
In 2019 Tullis Matson, owner and managing director of Stallion AI Services, saw an opportunity to use a new technological advancement in the sex sorting of equine semen to provide a lifeline to Britain’s critically endangered rare and native horses.
Tullis said: “To be able to use our reproduction expertise in this way, to help preserve an irreplaceable part of our magnificent heavy horse heritage is something we have been working towards for many years. The challenges have been great and many, but watching the birth of this beautiful, healthy filly foal was a truly magical experience."
The sex sorting project uses specialist equipment to sex sort the semen prior to insemination based on the difference in DNA content between X and Y bearing spermatozoa.
Ruby, the Suffolk Punch mare and Holbeach Iggy, the Suffolk stallion were selected and matched based on their genetics as part of a project between The Rare Breed Survival Trust and Nottingham Trent University that uses pedigree information to enable the breeding of small populations in a way that minimises the risk of inbreeding and genetic decline.
Christopher Price, Chief Executive of the Rare Breed Survival Trust, said: “This is tremendous news for anyone concerned with the conservation of our native equines. The most effective way of increasing the population size of this very rare breed is by increasing the number of fillies being born.
“The project demonstrates the viability of using new techniques for selecting female foals in order to increase the breeding population much more rapidly than could be achieved through relying on traditional methods. We hope it will prove to be a model for more projects in the future.”
The Veterinary Development Council (VDC) is conducting a survey to investigate the role of paraprofessionals and technicians in veterinary practice, and is asking vets in large animal, equine, and mixed practices to complete a short survey.
The VDC says that information from the survey will help inform discussions on the regulation of technicians.
The survey will take between 5 and 10 minutes to complete and can be found on the BVA website at www.bva.co.uk/vdc. The BVA has also emailed the survey directly to practices.
The survey has been devised by the VDC working group looking at the role of the veterinary-led team, chaired by BVA Past President Professor Bill Reilly. This is one of three working groups that will report to the VDC:
Professor Reilly said: "The relationship between veterinary surgeons and technicians is vital but it varies from practice to practice.
"The working group on the role of the veterinary-led team aims to take a snapshot of how services, such as artificial insemination and foot trimming, are currently delivered, and gauge how veterinary surgeons feel about other services being delivered by non-veterinarians in the future.
"I hope veterinary surgeons in large, mixed and equine practice will take 10 minutes to complete our survey to help us map the current use of technicians in veterinary practice and help shape our future discussions."
So far this year the charity says it has received 144 requests from people asking for it to take in or help rehome their horse or pony through the Blue Cross Home Direct service.
More than 70% cited personal or financial circumstances as the reason.
In comparison for the full year of 2021, 43 (or around 15%) of a total of 277 intake and rehoming requests specified financial reasons.
In 2020 a total of 32 (around 14%) out of 231 requests stated financial reasons.

Duncan, an 85kg miniature horse, was first admitted to the Philip Leverhulme Equine Hospital in July this year for investigation of severe hind limb lameness. A CT scan revealed that Duncan had dislocated the left hip joint and damaged it irreparably.
Equine surgical specialist Dave Stack said: "Treatment options for this problem are very limited, especially with extensive damage to the head of the femur.
"I discussed Duncan’s predicament with two small animal surgical specialists, Professor Rob Pettitt and Andy Tomlinson, who agreed that performing a total hip replacement offered Duncan the best chance for recovery."
The procedure had been attempted in small ponies before, however, all known previous attempts had failed. The surgery required careful preparation and the combined knowledge of specialists in both small animal and equine surgery, as well as colleagues from the anaesthesia and internal medicine departments.
Working together, the teams were able to replace Duncan's left hip using implants designed for use in large dogs.
Equine Surgical Resident, Matthew Cullen said: “Although always complex, hip replacements are relatively common in dogs, so the experience of the small animal surgeons was absolutely vital as Duncan presented a highly unique challenge.
"Despite that he has made an excellent recovery and was able to walk and trot almost normally at his last check up!”
Duncan was hospitalised for over three weeks and required round-the-clock supervision in the first few days after surgery. As he grew stronger, physiotherapy formed a large part of the postoperative care to help him get back on his feet.
Rob Pettitt, Professor of Small Animal Orthopaedics at the University’s Small Animal Teaching Hospital, said: "The opportunity to provide Duncan with a normal life using a procedure that we perform regularly in dogs but that has never been successful longer term in equids was a unique experience. Our role as surgeons was just a small part of the huge teamwork that has resulted in this successful outcome."
Dave Stack added: “I would like to express my gratitude to all who contributed to the success of Duncan’s recovery, not least Rob Michael of Thompson House Equine Clinic, Duncan’s vet at home, whose care of him has been invaluable. I am thrilled that Duncan will live a comfortable life and delighted that Duncan’s owners have the opportunity to continue to spoil him for many years to come."

The company says the new test overcomes a major shortcoming in faecal egg counts: that they can only detect the presence of egg-laying adult worms. The new test, by contrast, can detect all stages of the small redworm life cycle, including the important encysted larval phase.
ADB says the new test will help protect the effectiveness of moxidectin, the only dewormer which is capable of eliminating the encysted stages and against which widespread resistance is not thought to have developed.
Whereas before, routine winter treatment was needed to target the encysted phase, this new test means the drug can be kept for when it is really needed, which will help prevent the development of resistance. ADB says it will also be of great value to equine vets in making differential diagnoses.
The blood test was developed by Prof Jacqui Matthews’ group at the Moredun Research Institute (MRI), with funding from The Horse Trust. She said: "It is great to see the commercialisation of this much-needed test to support sustainable worm control in horses. The test fills an important gap in our diagnostic toolbox and will enable horse owners to work with their veterinarians in targeting anthelmintic treatments against cyathostomin infections and hence help protect these important medicines for the future."
Dr Corrine Austin from ADB said: "ADB is now developing laboratory ELISA kits to enable independent veterinary laboratories to conduct blood testing; these kits are expected to reach market during 2020. Research into the saliva-based test is ongoing and is expected to be commercialised several years from now."

Zoetis has launched UlcerGold (omeprazole) for the treatment - and prevention of recurrence - of gastric ulcers in horses and foals, presented in a syringe suitable for foals from four weeks of age and horses from 70 to 700kg.
Equine Gastric Ulceration Syndrome (EGUS) is a serious and common condition affecting horses and foals.2,3 Approximately 90% of racehorses, 60% of performance horses, 37% of leisure horses and 50% of foals have been shown to be affected.2,4,5 The condition is associated with injury to the mucosa of the oesophagus, stomach and duodenum, with prolonged exposure to gastric acid thought to be the primary cause.2,3 Risk factors include stress, intense exercise, a high-grain diet, intermittent feeding and illness.2,3 EGUS can have a profound impact on a horse's condition and performance and can ultimately be life threatening, especially in foals.3,5 It is a challenging condition to diagnose as the clinical signs are often vague and not always present.3 Gastroscopy is the only method currently available for a definitive diagnosis and treatment is usually based on acid suppressive therapy to allow ulcer healing.2
UlcerGold is indicated to treat and prevent the recurrence of gastric ulcers in horses, administered once-daily for 28 consecutive days at the full dose of 4mg/kg bodyweight followed by the reduced dose of 1mg/kg bodyweight for a further 28 days.1 It contains omeprazole, a proton pump inhibitor that suppresses gastric acid secretion.1,2 One syringe contains enough UlcerGold for a horse weighing up to 700kg. It can be used for foals as young as four weeks of age that weigh over 70kg and for breeding stallions.
Zoetis says UlcerGold is supported by a comprehensive gastroscope training programme, pricing model, client support and communications plan to ensure that it is a strong asset to veterinary businesses.

The London Fire Brigade has donated a life-size horse model to the Royal Veterinary College, to be used for student training.
The donation is in recognition of 11 years large animal handling training that the RVC has given firefighters from the London Fire Brigade.
The model horse has been named "Fireman Sam" by the students. Fireman Sam was officially presented to Vivienne Heys, the member of staff who organised and participated in the training throughout the entire 11 years, and to student trainers Vikki Wyse and Emma Howson, by London Fire Brigade Group Manager Andy Cane, Station Manager Mark Spier and Watch Manager Jim Wennell .
Andy Cane said how valuable the training has been for the London firefighters and how much the crews have enjoyed their visits to the Royal Veterinary College.
Vivienne emphasised that this programme would not have been possible without the students who have given their time on Wednesday afternoons to help firefighters learn the skills required when working with horses and cattle, and she also praised the staff who have volunteered their time and skills to keep this programme running for 11 years.
Using 14 years’ of race day veterinary reports, the study found that soft tissue injuries, respiratory conditions and gait abnormalities were the most commonly reported issues. Soft tissue injuries include wounds and lacerations. Those classified as 'gait observations' primarily relate to horses reported as lame, moving poorly or being stiff, but without a specific cause being identified. The majority of horses with respiratory conditions had epistaxis.
Researchers say the findings will help prioritize efforts and direct research to identify risk factors for the most common and/or severe conditions, with the aim of developing strategies to further reduce injuries and fatalities in British flat racing, building on its already strong record on equine welfare.
Sarah Rosanowski, PhD PGDipVCS BSc, at the Royal Veterinary College said: "It was not surprising to find that most veterinary incidents reported on race-day are relatively minor and not career-ending. This is of course a good thing.
"Although the good news is that the majority of injuries are not life-threatening, the fatality rates in British flat racing have remained relatively stable rather than declining over the past decade.
"The ongoing surveillance by the British Horseracing Authority is important as it provides a way to track the occurrence of veterinary events over time. Now that we have a baseline against which to monitor the effects of future interventions, there will be opportunities to further improve horse welfare and racing safety."

The responsible use of antibiotics termed critically important is an important strand in the UK policy to fight antibiotic resistance development.
However, NOAH says there is much confusion about which antibiotics should be considered within this group, with different organisations referring to different classes.
Donal Murphy, Head of Technical and Regulatory Affairs at NOAH said: "NOAH believes the classification and use of antibiotics in veterinary medicine should be driven and guided by the regulators, who are independent and make science based decisions and recommendations.
"Of course, all classes of antibiotics, whether critically important or not, should be used responsibly and guided by the principle outlined by the Responsible Use of Medicines in Agriculture Alliance (RUMA) who state they should be used 'as little as possible but as much as necessary'. The use of these important products in this manner can ensure that the availability and efficacy of antibiotics can be maintained to ensure animal health and welfare in the future."

Merial has launched a limited trial pack version of Equioxx® (firocoxib), the company's COX-2 specific NSAID for horses, which contains 10 tubes of the oral paste.
According to the company, Equioxx is the only equine NSAID that is highly COX-2 selective, acting to reduce pain and inflammation whilst preserving the natural physiological effects of the COX-1 enzyme, at therapeutic levels.
The company also claims that field studies have confirmed that firocoxib is highly effective at controlling pain and improving function in horses with chronic osteoarthritis.

Four separate studies are included in the collection, reporting novel risk factors for the disease, identifying key differences between EGS and botulism (questioning the hypothesis that EGS is caused by neurotoxins from Clostridium botulinum), reporting a novel diagnostic technique and showing the value of monitoring weight loss to help predict whether individual horses with chronic EGS are likely to survive.
The publishers say that despite more than 100 years of research, supported predominantly by the The Moredun Foundation Equine Grass Sickness Fund (www.grasssickness.org.uk), the cause of EGS remains unknown. Since it almost exclusively affects grazing horses, a pasture derived neurotoxin is implicated. EGS causes gut paralysis as a result of damage to parts of the nervous system that control involuntary functions. Acute and sub-acute EGS is invariably fatal while around 55% of chronic cases can survive and return to a useful working life. The UK has the highest incidence of EGS in the world; indeed it is estimated that the disease kills between 1 and 2% of horses in the United Kingdom annually. Cases are more common in spring.
In terms of risk factors, the study ‘Equine grass sickness in Scotland: A case-control study of environmental geochemical risk factors’ suggests that the high incidence of the disease in Eastern Scotland may be partly associated with the particular composition of macro and trace elements in the soil in the fields on which horses graze. Further work is required to determine whether interventions to alter concentrations of particular elements in soil could potentially reduce the risk of EGS.1
A second study identified key differences between EGS and botulism, which questions the currently favoured hypothesis that EGS is caused by neurotoxins from Clostridium botulinum, a bacterium which commonly inhabits soil. The study ‘Equine grass sickness, but not botulism, causes autonomic and enteric neurodegeneration and increases soluble N-ethylmaleimide-sensitive factor attachment receptor protein expression within neuronal perikarya’ suggests that EGS is unlikely to be caused by neurotoxins from this bacterium and concludes that further investigation of an alternative cause for EGS is needed.2
While the majority of horses with EGS can be readily diagnosed by experienced veterinary surgeons, some cases present a diagnostic challenge. Indeed the only way to definitively diagnose the disease in a live horse is to demonstrate the characteristic degeneration of nerves within biopsies of the intestine. Unfortunately these biopsies can only be collected by performing abdominal surgery under general anaesthesia. In the study ‘Neuronal chromatolysis in the subgemmal plexus of gustatory papillae in horses with grass sickness’ characteristic degeneration of nerves was identified in small biopsies collected from tongues of EGS horses during post mortem examination. Examination of these biopsies accurately differentiated control horses from EGS cases. While further validation of this technique is required, it could potentially provide a relatively non-invasive method of confirming the diagnosis in a live horse.3
While around 55% of horses with chronic EGS survive, objective criteria for predicting survival of these cases are currently lacking. The study ‘Bodyweight change aids prediction of survival in chronic equine grass sickness’ reported that non-survivors had greater rate and magnitude of bodyweight loss than survivors. Survival prediction curves were published to allow veterinary surgeons and horse owners to use body weight data to help determine whether an individual horse with chronic EGS was likely to survive or die.4
Professor Bruce McGorum, Head of the Equine Section at the Royal (Dick) School of Veterinary Studies & Roslin Institute in Edinburgh, has been leading much of the research. He said: "Given that our recent research suggests that EGS is unlikely to be caused by neurotoxins from Clostridium botulinum we are now moving on to determine whether EGS is caused by ingestion of mycotoxins produced by pasture fungi. We are very pleased that The Horse Trust (www.horsetrust.org.uk) has provided funding for this three-year investigation."
Professor Celia Marr, Editor of the Equine Veterinary Journal said: “While the cause of equine grass sickness continues to evade us, these papers present an optimistic step in the right direction for the eventual prevention of this dreadful disease. It is only with the support of the Moredun Foundation Equine Grass Sickness Fund and more recently that of The Horse Trust that our world-leading veterinary researchers are able to continue to unravel the mystery.”

Danilon is used to relieve the pain caused by musculoskeletal conditions, such as osteoarthritis (OA), bursitis, laminitis, and soft tissue inflammation.
Some oral NSAIDs have been shown to increase the risk of gastric irritation¹ - a particular concern when treating of chronic conditions.
However, Animalcare points to a study² in which horses given Danilon Gold showed a reduced number of ulcers and those that did appear were less severe.
The area of gastric mucosa affected was also five times less.
Animalcare says accurate administration is critical for clinical success.
To support this, Danilon Gold is presented in a coloured granule formulation and is now available in both 3g and 10g sachets.
Metacam 40 mg/ml solution for injection for cattle and horses contains 40 mg/ml of meloxicam, and is available in either 50 ml or 100 ml presentations. It is approved for subcutaneous or intravenous use in cattle, and intravenous use in horses.
Boehringer says the introduction comes on the back of a recent large-scale landmark study that found adding Metacam to standard antibiotic therapy for mastitis resulted in a greater first-service conception rate, fewer inseminations required to conceive and a higher probability of pregnancy by 120 days post-calving when compared to cows receiving antibiotic therapy alone1.
Boehringer Ingelheim’s technical manager Kath Aplin said: "By reducing the pain and inflammation caused by mastitis and other conditions, the use of Metacam 40 can result in improvements in cattle health and welfare, and may help limit any reduction in feed intakes. This is central to efficient herd management and productivity."
The company adds that new Metacam 40 mg/ml formulation offers a lower volume dose compared to the existing 20 mg/ml presentation, giving vets more flexibility in their use of Metacam.
Tranquinervin, which contains 10 mg/ml acepromazine, is indicated for anaesthetic premedication, tranquilisation and sedation.
Emma Jennings, Brand Manager at Dechra said: "Tranquinervin provides tranquillisation or a mild sedation for several hours, making it a valuable tool for many day-to-day veterinary scenarios.
"At low doses, acepromazine reduces anxiety which is beneficial for use in horses prior to shoeing or transportation. At higher dose rates, it is an effective sedative for use in situations like dentistry or handling. The relaxant effects also aid examination of the penis in horses and the treatment of tetanus and choke.
"There is also reduced anaesthetic risk reported following sole premedication with acepromazine in healthy horses1."

Fort Dodge (makers of Equest equine worming brands, and Deosect), is launching a new Equine Parasites Reference Manual.
The manual, which is supported by AHDA, AMTRA and BEVA, is billed as 'an objective and comprehensive reference guide covering endoparasites and ectoparasites and their control, as well as offering prescribing tips, a glossary of terms and reference sources'.
Fort Dodge has produced the manual to provide an ‘all in one’ guide to support veterinary professionals and Suitably Qualified People (SQPs) involved in prescribing equine parasite treatments. It brings together, in an A5 spiral bound booklet, all the information they may need on the full range of licensed veterinary medicines to control equine parasites of concern in the UK. The webinar considers when vets should test for PPID and decision-making on the best test to use, how to interpret grey zone results and also how to interpret problematic follow up tests. The experts have different opinions on some of these areas, allowing vets in practice to see the different ways in which cases can be viewed and managed.
These principles are then reinforced by the use of three clinical case scenarios with the patients all having the same basal ACTH result but a different selection of clinical signs.

The 'Vet REACT Colic Champions', which is being supported by 62 veterinary practices around the country, will help horse owners create a plan of action if their horse develops critical colic and needs referral to an equine hospital.
The campaign follows research conducted by the University of Nottingham which found that one in three emergency call-outs by vets were due to colic and 90% of owners were not confident in spotting its early signs.

Grahame Gardner has introduced the M559, a classically styled tunic, stocked for the first time in bottle green.
The company says that although it has sold numerous ladies tunics in bottle green, this is the first time it has stocked a male tunic in the characteristic veterinary colour.
