In a European first, Pfizer Animal Health is conducting a major study in over 2000 dogs with Trocoxil, its new NSAID which delivers continuous analgesia for a month.
According to the company, Trocoxil has already been granted a licence by the EMEA and pre-authorization studies have already shown once-monthly Trocoxil to be at least as safe and effective as daily carprofen. However, the monthly dosing regimen represents such a big step from the currently used approach of daily NSAID dosing, that Pfizer has decided to initiate the study before launching the product in order to closely monitor and manage the introduction of Trocoxil to the veterinary market.
Jolian Howell, Associate Director Companion Animal Marketing for Pfizer said: "A drug with such a unique dosing regimen should be introduced in a controlled and managed way, and this study is part of that commitment by Pfizer Animal Health."
This large post-approval study, conducted under veterinary control as a User Experience Study, will enable a similar comparison with carprofen to be made in a much larger patient population. In fact it will be sufficiently large to provide product-specific safety information, such as any differences in the incidence of side-effects.
The randomised, parallel group study is being conducted in more than 100 veterinary clinics throughout France, Germany and the UK. Each dog will receive up to 6 months of treatment during which time it will be assessed every month by the veterinary surgeon.
Trocoxil, a preferential COX-2 inhibitor, has a unique pharmacological profile which means that a single oral dose provides continuous pain relief for a whole month.
Jolian added: "This study will provide veterinary surgeons with an opportunity to experience the benefits of using Trocoxil to treat OA continuously over a period of months. It will also give them the opportunity to assess the benefits this offers the owner."
The Royal College of Veterinary Surgeons is inviting comments on new proposals for bringing the Veterinary Surgeons Act 1966 up to date.
In 2005, following earlier consultations, the RCVS Council called for extensive changes in the arrangements for regulating veterinary surgeons and veterinary nurses. Last year, however, the Government made clear that it had no plans to bring forward amending legislation for the time being.
Council has now considered recommendations for more limited changes in the Act. The report of the Veterinary Legislation Group advises focusing on three priority areas: the composition of Council itself; the composition of the Preliminary Investigation and Disciplinary Committees; and the jurisdiction and powers of the two committees.
Council would welcome comments on the recommendations from veterinary surgeons and veterinary nurses, interested bodies and the public.
"We now know that it will not be easy to get any changes to the Veterinary Surgeons Act, so we need to think very carefully about the priorities and how to achieve them," says RCVS President Sandy Trees. "Before making any decisions, we want to hear views from a wide range of people who are affected by the work of the RCVS."

Animalcare's new Cephacare flavour antibiotic has received a response of 'good' or 'very good' in 80% of cases in a recent field study of superficial pyoderma in dogs. When asked to rate the effectiveness of the cephalexin-based antibiotic, more than half of the cases were awarded the highest response level of 'very good'.
Animalcare asked vets from across the country to participate in the study in order to confirm the company's own opinion. Each vet recorded five cases of superficial pyoderma in dogs and scored the effectiveness of treating the condition with Cephacare flavour. The first vets to complete their assessment forms received a free copy of the BSAVA Manual of Small Animal Dermatology worth £85.
The antibiotic proved effective across 19 different breeds, with animal weights ranging from 7kg to 70kg. Varying degrees of condition severity from mild through to severe were recorded with the average treatment length being 14-17 days. A number of 'severe' cases were treated with positive results. Severe was defined as long standing or recurrent areas of papules, crusting papules, epidermal collarettes and intact pustules.

The Daily Mail yesterday published a 'shocking exposé' which portrays the veterinary profession as one that 'puts pets through painful and unnecessary treatments to fleece their trusting owners'.
The story is based on an interview with ex-vet Matthew Watkinson to promote his new book: 'On The Destiny Of Species'.
In the interview, Mr Watkinson claims the veterinary profession is to blame for much of the animal suffering in the UK, and that 'money - not the welfare of the animal - is often at the forefront of the vet's mind'.

It is not yet clear the degree to which the Daily Mail might have sensationalised Mr Watkinson's interview. In his blog, he claims it did, but defiantly defends his main argument that the profession is fighting natural selection, and thereby harming animal welfare.
Seems to me that some aspects of Mr Watkinson's argument are perhaps worthy of debate, but they've been obscured by the glare of the critical headline, and the Daily Mail's predictable preoccupation with the sensational but unrepresentative. So I'm delighted to see that whilst writing this story, Mr Watkinson has joined us in the VetSurgeon forums to put forward his case.

Britain's dairy industry is doomed unless it takes more effective steps to control the spread of endemic diseases like tuberculosis and bovine virus diarrhoea, according to a leading cattle vet.
At a conference on infectious disease at the Royal Veterinary College last week, Devon practitioner Dick Sibley warned that the management and economic trends in the UK dairy industry are increasing the risk of disease transmission - and its potential impact once it does enter a herd.
Figures he obtained from the British Cattle Movements Service show that about four million cattle, or half the total UK cattle herd, are moved from one premises to another each year. Those being sent for slaughter were unlikely to spread infections but moving cattle of unknown disease status to new premises greatly increased the risk of bringing in new diseases. "If you set out to design a system that guarantees that we will continue to have problems with endemic disease then I could not think of a better one than this," he said.
Cattle numbers are increasing in those areas like Devon and Cheshire which already have among the highest population densities for dairy animals in the world - and are also the main hot spots in the current bovine TB epidemic. Farmers feel compelled to buy in heifers from as far afield as Germany and Holland to replace animals culled as TB reactors, as they will lose bonus payments from customers who demand that they maintain constant levels of production.
Several other factors also increase the likely impact of disease in a previously healthy herd - the concentration of cattle numbers into fewer but larger units, the growing emphasis on cattle kept indoors all year round and breeding for high yielding animals that are more vulnerable to disease. Meanwhile, a shortage of skilled manpower means that half the available stockmen are shared between farms and can therefore be responsible for bringing in disease.
But farmers have little or no control over some of the more important risk factors - particularly movements of badgers and the presence of diseased herds on neighbouring premises. "So these farmers with big herds in high density areas and neighbours that have the disease are done for unless we can do something serious to manage the risks."
Dairy farmers can work with their veterinary advisers to reduce risk using the four main pillars of disease control - improved biosecurity, better surveillance, appropriate vaccination and containment of disease transmission within the herd. But diseases also had to be tackled on a national level and if DEFRA is unwilling to take on the task, he proposed the creation of an independent livestock disease agency with sufficient staff and resources to carry out its remit. The costs of running such a body should be shared among all those stakeholders with an interest in preserving an economically viable dairy industry, including, for example the cereal producers who provide the dairy industry with much of its food materials, he suggested.
Novartis Animal Health has launched Onsior®, a coxib NSAID (non-steroidal anti-inflammatory drug) for the relief of pain and inflammation in both cats and dogs.
According to the company, NSAIDs traditionally inhibit both COX-2 and COX-1 enzymes which can result in common side effects involving the gastrointestinal tract and the kidneys. Onsior, however, targets the pain-causing COX-2 enzymes while sparing the protective actions of COX-1 and is the only coxib licensed for cats as well as dogs.
Novartis says tissue selectivity is a further benefit of Onsior. The drug travels rapidly through the bloodstream to the site of injury or irritation. It then concentrates at the point of inflammation, while exiting the bloodstream very quickly.
Dosed once daily, Novartis says Onsior has an excellent safety profile and fits different administration routes with pain and inflammatory indications, which are:

An international group of scientists has published new results that herald a breakthrough in finding a vaccine against the most commonly diagnosed infectious disease of horses, strangles.
UK experts from the Animal Health Trust collaborated with scientists from the Swedish University of Agricultural Sciences (SLU), the Karonlinska Institutet Medical University and Intervacc AB, on the project - the results of which could benefit humans as well as animals.
Professor Andrew Waller, Head of Bacteriology at the AHT, said: "We have been working towards developing a vaccine for 7 years, and finally it seems as if all the hard work is paying off. We've already developed better ways of diagnosing exposure to the infection, and now, with the success of creating a safe and effective vaccine, it looks as if we're finally bringing together the tools necessary to eradicate this terrible disease."
The vaccine consists of seven different Streptococcus proteins and results from early tests published in PLoS Pathogens have been incredibly positive showing a high level of protection and no side effects. It is hoped that the strangles vaccine could be commercially available in the near future.
Streptococcus equi, the bacterium that causes strangles, shares 80 per cent identity with Streptococcus pyogenes - the leading cause of bacterial pharyngitis, tonsillitis and rheumatic fever in humans, which kills thousands of people each year. Scientists hope that the knowledge gained through developing the strangles vaccine will also help in developing vaccines to combat these human conditions.
Research leader, Professor Bengt Guss of SLU, said: "This is a most exciting project, where research is generating new applications and knowledge that can be used to develop vaccines against these important bacteria. This is particularly important considering the increased number of infectious diseases caused by antibiotic-resistant bacteria."
The vaccine development work was only made possible thanks to information from the Streptococcus equi genome sequencing project funded by The Horse Trust.
The Horse Trust's Chief Executive Brigadier Paul Jepson, said: "We are absolutely delighted that by pulling apart the genome of this plague of the horse world scientists have generated a truly safe and effective strangles vaccine. That this work could also benefit other animal and human health is beyond our wildest hopes."

The traditional NVQ 'portfolio' system for student veterinary nurses could be phased out from next summer, under draft proposals from the Royal College of Veterinary Surgeons Awarding Body, which has responsibility for the delivery of VN qualifications.
Proposals include an initial year of full-time college study, during which the student does not need to be employed in a Training Practice (TP), the introduction of compulsory farm animal work experience, the phasing out of the separate Equine Veterinary Nursing qualification and a reduction in practice-based assessment.
The catalyst for reviewing the VN qualification came from Ofqual's plans to introduce the new Qualifications and Credit Framework (QCF) from summer next year, which effectively scraps the NVQ in its current form. This gave the RCVS Awarding Body an excellent opportunity to reconsider work-based training for VNs in order to improve its effectiveness and efficiency.
The Awarding Body's proposals, on which comments are invited, aim to reduce bureaucracy for those involved with VN training, increase the number of practices able to take part and improve accessibility of training, ultimately increasing the number of qualified VNs available to the profession.
Under the new proposals, VN work-based training would be a two-year, 70-credit Level 3 qualification, equivalent to 700 hours' learning. The first year of this qualification could be delivered either as a full-time college course, or as a part-time day-release over two years (extending the complete training to three years). The first year would incorporate 25 days' work placement, including small animal, equine and farm animal environments - the first time a compulsory farm animal component has been introduced. This first year of the course could be directly accessed by school leavers, as there is no requirement for them to be employed in a practice.
Students would be employed in a Training Practice for the second 'clinical' year (or third year for part-time students). An online log of practical experience, similar to the Professional Development Phase for new veterinary graduates, would replace the current portfolio, with a more comprehensive end-of-year practical exam. There would no longer be a requirement for practice-based assessors, although students would still need to be supported by an experienced clinical mentor, a role many current assessors may assume.
The economic feasibility of Equine Veterinary Nurse (EVN) training was also considered, with the conclusion that a broader-based primary qualification, with all students carrying out work experience in a range of practice types, was more sustainable.
The number of training practices has long been recognised as a limiting factor in the UK's capacity to train VNs. In addition to standard TPs, proposals have therefore been made for Auxiliary TPs (ATPs). ATPs would be able to employ and train VN students even if they do not have the facilities to provide all of the work experience required: a formal agreement to allow students to fill the gaps at another practice would be in place.
Finally, the proposals include a beefed up range of post-registration education options, allowing Registered Veterinary Nurses to develop, and be recognised, in their own areas of interest. This would help to create a career ladder for RVNs and assist in their retention within the profession.
"The proposals have been developed following a period of consultation with those involved with the delivery of VN training, and with employers," says Jacqui Molyneux, RCVS Council Member and Chairman of the VN Awarding Body.
"Feedback suggests that the current syllabus and training provides competent nurses who are highly regarded within the profession, but that training is overly burdensome for the practices involved. This, coupled with a recognised shortage of both Training Practices and qualified VNs, meant it was appropriate to think more creatively about how the qualification could be delivered. We hope that the draft proposals will be welcomed by both the veterinary nursing and veterinary professions, and would urge people involved to let us know what they think."

The WikiQuiz project - a free online question and answer tool which enables vets, vet students and vet nurses to test their knowledge - is now online thanks to £4,770 of funding from the RCVS Trust.
WikiQuiz is a new resource to enable vets and students to structure and direct their learning, and links directly to information on WikiVet, the free research and academic collaboration resource put together by over 40 academics, veterinary surgeons and students from the Universities of Cambridge, Edinburgh and Nottingham, and the Royal Veterinary College (RVC). However, unlike its namesake Wikipedia, WikiVet is designed to be an accurate, peer-reviewed source of information for the veterinary profession and tailored to the undergraduate veterinary curriculum. Some of the material is also of interest to veterinary nurses, in particular those pursuing advanced professional qualifications.
Nick Short, Head of E-Media at the RVC said: "WikiQuiz is purpose-built for vets and students to structure and direct their learning. The questions and answers in WikiQuiz will help vets and veterinary students and work out what topics they might need to study, and link them directly to relevant information published on WikiVet.

"In creating WikiVet, we've used the look and feel of Wikipedia - but by making WikiVet available only to veterinary students, surgeons and nurses, introducing a peer-review system and appointing an editorial board to oversee the site, we can ensure the information published is relevant and accurate.

Eskimo, a reindeer at Edinburgh Zoo has received life-saving surgery just in time for Christmas, making him the first reindeer in history to receive keyhole surgery.
Vet Romain Pizzi successfully removed one of Eskimo's testes, which had been lodged in its abdomen since birth, using specialist surgical instruments donated to the zoo by one of Ark Surgical's strategic partners Surgical Innovations.
The zoo was worried that the retained testicle may have been developing into a tumour giving off abnormal hormones, and that this could become life-threatening. Thankfully, zoo surgeons found that the retained testicle, although abnormally sized, had not yet developed a tumour.
It is thought that the abnormal testicle was affecting Eskimo's production and flow of testosterone and, as a result, he was showing submissive behaviour and being bullied by the other male reindeer in the herd. He had also started to show some abnormal and delayed antler growth and development. Removing the testicle will halt any abnormal hormone production so hopefully Eskimo will return to full vigour just in time for Christmas.
Gavin O'Brien, Director at Ark Surgical said: "We were only too happy to help when Romain mentioned the challenging operation faced by Eskimo and in the season of goodwill we approached Surgical Innovations who kindly donated the instruments for this pioneering surgery."
Although laparoscopic surgery is routine in humans, the standard procedure in animals is still open abdominal surgery. Open abdominal surgery is 20 years behind human medical advances and has a number of negative factors on animals such as more post-operative pain, slower recovery and a higher risk of post-operative complications and infections.
Romain, a veterinary surgeon for the Royal Zoological Society of Scotland, based at Edinburgh Zoo, said: "Laparoscopic surgery is still very uncommon in veterinary medicine, even amongst common species such as dogs, cats and horses, so for keyhole surgery to be carried out on a reindeer shows a great advancement in veterinary surgery."
It is estimated that nearly one out of every two households in the UK are pet owners. Veterinary surgeons perform on average 600,000 open abdominal procedures annually but it is believed that less than 1% of vets currently practice laparoscopic surgery.
Romain believes that with the right instrumentation available through innovative companies such as Ark Surgical, UK vets now have more opportunity than ever to introduce laparoscopic techniques as part of their operating procedures.
Romain said: "This procedure was only really possible thanks to a cutting-edge designed retractor which we were able to use in this case. Ironically although a reindeer is a reasonably large animal, due to their unique anatomy and massive four chambered stomach that takes up most of the space in the abdomen, there is a very limited internal operating space. For this reason the operation was much more difficult than in a human, or in a dog, where there is more space to work, despite their smaller size."
"We were especially pleased with how quickly Eskimo recovered after surgery, he was standing and happily eating lichen again within 10 minutes of recovery from anaesthesia. He hardly seemed to notice he had even had surgery, although he was still slightly groggy from the anaesthesia. This would simply not have been possible with traditional open abdominal surgery, as the long wound would have been much more painful and debilitating."
The minimally invasive nature of laparoscopic surgery means there are numerous benefits for animals such as a reduction in post-operative pain, a faster recovery and reduced post-operative care. It also has a decreased risk of infection after surgery and a lower risk of any wound complications.
For veterinary surgeons laparoscopic surgery can offer better visualisation of the operated area, allowing them to be more precise and reach areas that are difficult to see in open surgery such as the liver and pelvic canal.
Romain carries out laparoscopic operations on dogs, cats and exotic pets at his own veterinary practice Inglis Veterinary Centre (Scotland) and has pioneered several new laparoscopic techniques.
He said: "Laparoscopic surgery has so many benefits for the animal, the veterinary surgeons and the zoo, so there is no reason why it should not be more common practice within veterinary surgery. I hope Eskimo's experience helps raise its profile and encourage more veterinary surgeons to look in to it as a standard surgical procedure."

The RCVS is seeking candidates to run for election to the RCVS and VN Councils.
There are six seats on the RCVS Council and two on the VN Council due to be filled in the 2010 election. Candidate nominations must be received by 31 January 2010; voting papers will then be distributed to all veterinary surgeons and veterinary nurses eligible to vote, the election held in March and the results announced early in May. Those elected will take their seats at RCVS Day in July to serve four-year terms.
Jane Hern, RCVS Registrar said: "Like us or loathe us, what the RCVS does impacts directly on the lives of veterinary surgeons and nurses, their clients and patients. Getting regulation right is something that all Members and Listed/Registered VNs have power to influence.
"We know from the reaction we get when we propose changes or ask for your comments that vets and VNs are not backwards about coming forwards," Jane continued. "There has been a substantial rise in the number of vets voting, since a low point in voter turnout was reached in 2002. So, if you know someone you think is up to the job, why not persuade them to stand?"
All prospective candidates need to provide the signatures and registered/listed addresses of two proposers, and should also submit a short biography, 'manifesto' and photograph for inclusion in the elections booklets. Nobody can nominate more than one candidate, and no current member of the RCVS Council or VN Council may nominate anyone.
Newly elected RCVS Council members should expect to sit on at least one committee which, together with Council attendances, means a time commitment of at least six to eight days a year. Those elected to the VN Council should expect to spend approximately six to eight days attending Council meetings, working parties and subcommittees. Both RCVS Council and VN Council members are permitted to claim certain expenditures arising from Council-related duties and their employers can also claim a standard day-rate for loss of earnings.

"I am a responsible pet owner and have both my parrots and dog microchipped. I genuinely believe that all pets (where possible) should be microchipped.
I feel that it should be mandatory and is part of being a responsible pet owner. This should act as a "licence". I strongly beleive that this course of action will protect many discarded, stolen and mistreated pets every year as there will be no escape for the owners as the pet can be traced back to them.
I appreciated that due to size and temperament some pets may not be able to be microchipped, but certainly dogs, cats, horses, valuable / larger birds, rabbits etc should be.
I hope you agree that £30 for a microchip is good value, if owners cannot afford this then they shouldnt be considering a pet in the first place.
Please can you give this idea serious consideration as I feel we must do something to protect the pets that do not have a voice in our society."
A survey carried out by Intervet/Schering-Plough Animal Health to launch Plerion, a chewable, flavoured wormer for dogs, has shown that most UK dog owners turn to their vet rather than a pet shop for advice on worming.
Over 83% of owners who took part in the survey said they follow their vet's advice on worming whilst fewer than 8% would follow the advice of their local pet shop. 63% choose to buy wormers from their vet against 35% buying wormers from a pet shop or online pharmacy.
Survey participants understood the importance of carrying out a regular worming programme with almost 80% stating that a dog should be wormed every three to four months. However, some owners cited forgetfulness as a reason for not worming their pet regularly and expressed a need for a reminder from their local vet practice.
Almost 85% of those who took part in the survey believed that not all wormers provide the same level of protection and almost 75% said that vet recommendation is the reason they purchase a specific brand of wormer. 94% of owners are aware that worms can affect people as well as dogs.
The survey revealed that 1 in 5 owners experienced difficulty in administering a complete dose due to their dog spitting out part or the entire tablet.
Intervet/Schering Plough says that Plerion should help reduce compliance issues; its innovative and tasty soft chew formulation meaning that most dogs will take it right out of the hand.

Stuart Jackson, from Carterton, Oxfordshire, and Austin Kirwan from Ormskirk, Lancashire are the first candidates to achieve the RCVS postgraduate Certificate in Advanced Veterinary Practice (CertAVP), since the change-over to a modular award system in November 2008.
Both vets were assessed for the award through Middlesex University, and will receive designated Certificates in Veterinary General Practice - CertAVP (Vet GP).
There are currently 400 veterinary surgeons signed up for Certificate modules and - as long as they maintain an annual enrolment with the RCVS - these candidates have up to ten years to complete the full qualification. Vets can pursue a broad-based general CertAVP, or by selecting specific modules and taking an overall assessment, gain a more focused, designated CertAVP. With either option, all the modules the vet passes are listed on the Certificate. Individual module assessments can also be taken and used to fulfil continuous professional development requirements.
Freda Andrews, Head of Education said: "We congratulate both of these veterinary surgeons on their success and hope that this marks the start of further modular postgraduate qualifications being awarded. The Certificate structure allows enrolled veterinary surgeons to take up to ten years to complete the qualification. To complete the assessments within two years, as these vets have done, is very challenging."

Either way, it prompted a great quip from Tory environment spokesman Nick Herbert: 'At least it's now clear that, like the rest of the country, Defra has gone off Brown.'
Gil Riley of the Pool House Veterinary Hospital in Lichfield, Staffordshire has won the annual Petplan Equine Vet of the Year Award.
The Award was announced at the 21st annual Animal Health Trust (AHT) Equestrian Awards gala dinner held at the Lancaster Hotel in London last Thursday.
Horse owners from all over the UK nominated vets who had gone above and beyond the call of duty. A short list of three finalists was then drawn up and the winner selected by an independent panel consisting of: Peter Webbon AHT Chief Executive and Equine Vet, Alison Bridge Editor-in-Chief of Horse & Rider Magazine, Chris House President of the British Equine Veterinary Association (BEVA) and Jo Whitaker Marketing Development Manager for Petplan.
Peter Webbon of the AHT said "We received a record number of nominations this year and the standards were incredibly high. However, Gil was nominated by over 100 clients and we felt he was truly deserving of this award."
Alison Andrew, Marketing Manager for Petplan said: "This award recognises the amazing hard work and commitment of people within the equine veterinary profession and those who provide outstanding service to horse owners."
Gil joined the Pool House Veterinary Group and Equine clinic practice to expand his equine skills after working in a mainly agricultural practice in Wales and is jointly responsible for the Equine part of the Practice. He has subsequently been awarded the Royal College of Veterinary Surgeons Certificate in Equine Practice and he is particularly interested in lameness and laminitis. He also recently acted as British Team Vet at the International Driving Trials in Germany.
Gil said: "Everyday I feel like I'm pulling the greatest trick in that I get paid for doing what I love. To receive further recognition with this award almost feels greedy. I'm tremendously flattered and indebted to all my clients who nominated me."
In his acceptance speech Gil praised his team for their dedication and support without whom, he said this would not have been possible. Special thanks went to his proud wife Emma on the evening of their fifth wedding anniversary.
The Animal Health Trust Equestrian awards are designed to recognise the outstanding achievements made by horses, riders, owners and trainers throughout the equestrian world. Since the Petplan Charitable Trust was founded in 1994 it has raised over £5million, almost £500,000 of which has been donated to the AHT to fund research and development.
The Disciplinary Committee (DC) of the Royal College of Veterinary Surgeons has suspended a veterinary surgeon for a period of six months for issuing two false horse passports, having found him to have been “consciously dishonest”.
At a hearing which concluded on 15 July, Andrew Dominic Illing, Director of the Chapelfield Veterinary Partnership, Norwich, admitted charges of backdating the passports of two different horses on 1 May 2008, to indicate that they had been vaccinated on 24 April 2008 against equine influenza and equine influenza and tetanus, when he knew that the vaccinations had not been carried out on that date.
The Committee heard that, whilst on a routine visit to a local livery yard on 30 April 2008, a junior veterinary surgeon at the practice, Ms Charlotte Alice Mayers, had been pressured to backdate the equine passports of two horses, owned by Mrs Scriven and Mrs Kippen respectively, because their booster vaccinations had been carried out beyond the 12-month window prescribed by the Horse Racing Authority. Ms Mayers had declined to do so and had brought the passports back to the practice to seek the advice of its Director, Mr Illing.
Ms Mayers explained to Mr Illing, both in a note and in discussion with him, that the boosters had been administered outwith the prescribed period and that she had told the owners that she was not willing to backdate the passports, one of which she had already signed. The DC heard that Mr Illing had told Ms Mayers “not to worry about it” and that he would deal with the situation. It did not surface until the livery yard manager later made a complaint, that Mr Illing had in fact signed the second passport and backdated both to 24 April.
In mitigation, Mr Illing said that he had been under considerable stress at the time, as he had been dealing with a protracted and difficult disciplinary meeting concerning a senior veterinary colleague. As a consequence of this, the Committee heard from Mr Illing’s practice partner that Mr Illing was required to take on more work than he was already performing, which was already 10-15% more than the other three vets in the practice. In addition, Mr Illing had been in a degree of pain at the time, following a knee injury. The Committee also heard evidence from a veterinary surgeon who testified to Mr Illing’s good character; and received many written testimonials.
In reaching its decision, the Committee held the view that: “the public must be able to trust certificates which are signed by members of this profession. If the public cannot trust the authenticity of such certificates, the Committee considers that public confidence in the profession would be undermined, and undermined in a very significant way.” It also cited the obligations of the RCVS Guide to Professional Conduct in terms of the integrity of veterinary certification, and the ‘12 Principles of Certification’, as agreed by the RCVS, the British Veterinary Association and the Department of Environment, Food and Rural Affairs.
The Committee considered many factors when making its final decision. It did not accept that stress overbore Mr Illing’s normal way of dealing with certification, particularly where he had had a period of overnight reflection before taking the action that he did. However, it felt that the most troubling feature in his decision to backdate the certificates was that, in advising Ms Mayers on a difficult ethical issue, Mr Illing had “set a disgraceful example and wholly failed to provide her with the support to which she was entitled”. Furthermore, in backdating a certificate that Ms Mayers had already signed, he was putting her integrity at risk.
Alison Bruce, chairing the Committee, commented: “It is only by upholding the importance of each and every certificate issued by a member of the veterinary profession that public confidence in such certificates can be maintained.” She went on to say: “Without significant mitigating circumstances, false certification will result in removal from the Register. In Mr Illing’s case, having regard to all the evidence, both the oral and written testimonials, and taking into account all the aggravating and mitigating circumstances detailed above, the Committee has decided to suspend Mr Illing’s name from the Register for a period of six months.”
Sanofi-aventis has signed an agreement under which it will buy Merck & Co Ltd's 50% stake in Merial Limited for $4 billion cash, after which it will own Merial outright.
According to the Wall Street Journal, Merck is selling its stake in Merial to avoid concerns from antitrust regulators that its pending acquisition of Schering-Plough will make it too dominant.
Merck, sanofi-aventis and Schering-Plough have also announced another agreement under which sanofi-aventis will have the option to combine Merck's Intervet/Schering-Plough Animal Health business with Merial to form an animal health joint venture owned equally by Merck and sanofi-aventis.
I thought Merial-Intervet-Schering-Plough was a bit of a mouthful, but sanofi-aventis-Merial-Intervet/Schering-Plough? The receptionist is going to have her work cut out.
The Practice Standards Group, which comprises representatives from all of the key veterinary and veterinary nursing organisations, has updated the standards of the Practice Standards Scheme and a draft of the new Manual is now available for comment.
The Scheme is a voluntary accreditation programme that aims to promote and maintain high standards of facilities and care within UK veterinary practices. When it was launched in 2005, a commitment was made that the standards would not change for five years, unless new legislation (such as the Veterinary Medicines Regulations) required it. Following a detailed review of the standards, to ensure they continue to be relevant to current veterinary practice, proposals have been made by the Group for new standards to be implemented during 2010.
Jill Nute, Chairman of the Practice Standards Group said: "It is unlikely that any already-accredited practices will be required to invest in additional facilities or equipment to meet the new standards.
"Instead, greater emphasis has been placed on clinical outcomes and training. For example, performance review has been introduced for all clinical staff, including the Professional Development Phase for new graduates. We are keen to hear feedback on the proposed new standards."
One recommendation is that the 'tiers' should be dropped. The categories will retain their descriptive names, for example, Small Animal General Practice or Equine Veterinary Hospital. Feedback suggests that clients, and the profession, found the tiers to be misleading.
The layout of the Manual has been revamped, to include guidance that was previously available online. Guidance for each relevant standard can now be seen at a glance. There is also an icon to indicate if documentary evidence will be required by the inspector. In addition, the new format clarifies the derivation of each standard, so that legislative requirements are distinguished from those required under the RCVS Guide to Professional Conduct and those indicated by better practice.
Membership of the Scheme continues to grow, with 126 applications to join the Scheme in the first six months of this year, representing 264 premises, compared with 61 applications in the whole of last year. There are currently 2,351 practice premises under the ambit of the Scheme - approximately 50%.

The AHT has secured an award of £580,000 from the Wellcome Trust to fund the development of a new diagnostic test for Strangles which takes only 30 minutes.
It's been achieved in part by 'Breaking the Strangles Hold' - a two-year fundraising campaign run by the Animal Health Trust (AHT) and The British Horse Society (BHS),
Money donated from the general public, along with funding from The Horse Trust, has already allowed scientists at the AHT to develop a diagnostic blood test which gives results in 24 hours. The blood test was launched in February 2008 and since then more than 6,700 samples have been tested.
HRH The Princess Royal, who launched the 'Breaking the Strangles Hold' campaign, said: "As an owner who has seen my own horse's affected by this terrible disease, it's wonderful to see such progress being made in a relatively short time.
"The screening test enables owners to know within 24 hours if any of their horses have been exposed to this bacterium. Previously available tests would have taken three to four days. The test is making a real difference in welfare and economic terms for all those involved in the equine industry. It truly is groundbreaking."
The success of this diagnostic work, along with other AHT research, has attracted further funding for the project from the Wellcome Trust in the form of a £580,000 Translation Award.
Professor Andrew Waller, Head of Bacteriology at the AHT, said: "The main problem with Strangles is the time taken to diagnose it. The current blood test is a big step forward, but the culture and DNA tests, which are often used in the initial stages of an outbreak can take a couple of days to get results."
The Translation Award means the AHT can reduce the time taken to perform its DNA diagnostic test and ultimately produce a point-of-care test that vets can use on site to get a diagnosis in 30 minutes. Earlier diagnosis will allow owners to isolate horses sooner and minimise the spread of infection. It will further reduce welfare problems for horses and the cost to their owners.
The AHT and Atlas Genetics will design and validate the point-of-care diagnostic test over the next two years. It is hoped that the test could be mass produced and widely available by 2012.
Professor Waller added: "This technology will be fantastic. It will be hugely beneficial for other diseases too, of both veterinary and clinical importance. Without the money raised through the 'Breaking the Strangles Hold' campaign, we wouldn't have made as much progress. On behalf of horses and horse owners worldwide, I'd like to thank everyone who has donated."
The 'Breaking the Strangles Hold' campaign reached its fundraising target of £250,000 in just two years, demonstrating how important to horse owners it is to get to grips with this terrible disease.

Pfizer Animal Health has announced that its Dental Leadership programme is now available on-line at www.dental-leadership.co.uk.
The course is offered under the 'Pfizer Academy' umbrella and has previously been available in hard copy for over five years. Almost 1000 vets and nurses have tackled the course since inception and it is anticipated that the on-line version will prove to be equally successful.
Annelies Hall is the AntirobeTM Product Manager at Pfizer Animal Health. She said: "High quality CPD can sometimes be difficult to fit into a busy schedule. We recognised that the open learning format was attractive to vets and nurses because it was flexible and could be fitted around a demanding job. The teaching of dentistry to students has become much higher profile lately but many older graduates feel it is an area where they can learn more, and due to the prevalence of dental disease, can immediately put their learning into action."
A separate course is available for veterinary surgeons and veterinary nurses and the course contributes 10 hours of CPD time. Learning is assessed through an on-line multiple choice examination and a certificate can be printed off when the pass mark is achieved. The course was developed by Pfizer Animal Health in association with Norman Johnston BVM&S, Dipl.AVDC, Dipl.EVDC, MRCVS, American & European Specialist in Veterinary Dentistry and covers topics such as anatomy, preventative treatment, periodontal disease, the dental workplace, equipment, radiography, economics and marketing veterinary dentistry.
Lisa Milella, President of the British Veterinary Dental Association said: "Dentistry is one of the most important aspects of veterinary healthcare alongside vaccination and medical care. Dental procedures should contribute 25% of the daily operating list in every small animal practice but unfortunately less than 5% of clients realise that their pet has a problem, leaving the onus on their veterinary practice to pro-actively identify dental disease."

A new expert panel has been formed to evaluate pain management in canine osteoarthritis following a recent shift to a more integrated approach to pain and disease research.
In the past, pain and joint disease have been considered as separate areas of research, with pain perceived simply as a consequence of disease. Over the last few years, however, it has become increasingly apparent that the relationship is far more complex and that pain may be a driver of disease rather than just a consequence of it. The expert panel hopes to apply the new knowledge to the management of joint pain in veterinary practice.
The panel, which had its inaugural meeting in Paris recently, brings together acknowledged veterinary experts in the fields of pain and joint disease. Its focus will be on the assessment and management of pain in canine osteoarthritis (OA), with the objective of educating veterinary surgeons to better understand and manage pain in canine OA and thereby improve the well-being of pets that suffer from this common disease.
'Central sensitisation' is one of the latest theories that has been suggested to explain the complex interaction between pain and disease progression in canine OA. Duncan Lascelles, Associate Professor of Surgery at North Carolina State University, said that research has shown that the components of the pain pathway can change in response to a pain stimulus. Pain receptors 'up-regulate' in response to painful stimuli and become more sensitive to subsequent pain.
CNS sensitisation is likely a significant contributor to chronic or maladaptive pain; this pain leads to decreased mobility, reduced muscle support and reduced muscle function, thus leading to disease progression. In other words, joint diseases cause pain, which in turn feeds back to create more disease.
Professor Lascelles said: "The link between the clinical signs associated with OA and joint pathology is not a simple one and may be much more complex than we have previously thought.
"There is some evidence that COX inhibition reduces central sensitisation. And some evidence suggests that reducing central sensitisation may have a modulatory effect on disease progression by reducing signals going out to the periphery.
"The relationship between pain and disease progression is a very new area of research, and is at the forefront of our knowledge of how pain and joint disease are linked."
Professor John Innes, Head of Division, Small Animal Studies, University of Liverpool Veterinary School, told the meeting that OA is likely to be one of the major reasons for euthanasia of pet dogs in Europe. He and two co-investigators have performed a systematic review of the published evidence for the use of long-term, continuous NSAID treatment (at least 28 days) in OA. They found that this form of management is associated with better outcomes than short-term NSAID therapy, with no evidence of additional safety issues. This review is to be published shortly.

Fort Dodge Animal Health has announced that its Duvaxyn WNV vaccine against West Nile Virus (WNV) is now available in the UK, following its licensing through the European Medicines Agency (EMEA).
Duvaxyn WNV is the first vaccine available in Europe to protect horses against this emerging disease threat. 288 horses and two people in Italy were found to be infected with WNV during the outbreak that hit northern Italy in late 2008 where it is now considered endemic. The disease is endemic in all areas of North America where it has claimed the lives of both horses and humans.
West Nile Virus is caused by a highly contagious flavivirus, which is transmitted by mosquitoes, primarily of the Culex species. The natural hosts of West Nile virus are birds, with migratory birds from Africa carrying the disease. Mosquitoes become infected after taking a blood meal from infected birds and then may transmit the disease to horses and even humans. While horses are 'dead end hosts,' the consequences can be severe as the virus causes encephalitis or meningitis. Mortality rates among horses which develop neurological signs are high and there is no palliative cure for the disease. Treatment is limited to symptomatic relief which can be long and expensive.
Sabrina Jordan, UK Business Manager for Equine Vaccines at Fort Dodge said: "WNV is an increasing threat to the equestrian sector in the UK and is a particular challenge for owners who transport their horses around the world.
"The fact that a vaccine is now available will undoubtedly offer peace of mind to the equestrian community. They can be reassured that horses in the UK can now be vaccinated against WNV with a vaccine that has already been shown to be highly effective in protecting horses in America.
"With any vaccine, a record that a horse has been vaccinated with Duvaxyn WNV should be recorded in its horse passport. By presenting this vaccine in pre-filled syringes with Infovax-ID labels, we've aimed to make both the administration and record keeping of Duvaxyn WNV as convenient as possible.
"To build understanding of this potentially fatal disease threat, we are continuing to work with governments and authorities at a national and European level, as well as working in partnership with the UK's veterinary community to ensure that owners are fully informed about the risk WNV poses and of the benefits of vaccination."
VetSurgeon is sad to report that Sam Duff, a much loved figure in the profession, died last weekend.
Sam qualified from Edinburgh in 1970, and was a partner in mixed practice in Fife until 2002. More recently, he was a director of Equitique Ltd, an equine reproduction referral practice.
Sam was an active member of BVA Council, and its Member Services Group. He served on SPVS Council from 1993-2002, and was re-elected in 2003. He had recently been elected as Secretary of the Scottish branch of the BVA.
A memorial service will be held at 2.30pm on Thursday 9th July in Younger Hall, St Andrews.
